Description: Management emphasis on system safety in the rapid transit industry includes the granting and use of funds by the Federal Government according to systematic analysis of safety hazards in advance. Likelihood predictions that those hazards will be activated by exposure of the system to a system failure, a human error, external conditions, or combinations of these aspects determine alternatives to the assumption of risk and recommend corrections before the system is operational. Rigorous safety analyses are projected to assure operational safety for prolonged periods under varied maintenance conditions; these analysis encompass station accident possibilities as well as train-person collisions, car equipment and design, traffic control systems, and tunnel design problems.

Description: The systems theory is discussed in relation to safety management. It is suggested that systems safety management, as a new discipline, holds great promise for reducing operating errors, conserving labor resources, avoiding operating costs due to mistakes, and for improving managerial techniques. It is pointed out that managerial failures or system breakdowns are the basic reasons for human errors and condition defects. In this respect, a recommendation is made that safety engineers stop visualizing the problem only with the individual (supervisor or employee) and see the problem from the systems point of view.

Description: Reflectivity and polarization laws for the powder sample and its spectrum are close to the mean for the lunar maria. Solid samples show a marked absorption feature at 1 micron. The low albedo appears to be due to a surface coating on dust grains rather than volume absorption. The high frequency electrical properties resemble those of a fine powder made from typical dense terrestrial rocks, and are consistent with previous ground-based radar estimates. The differential mass spectrum is almost constant from 100 micron particles down to 0.1 micron; most particles are smaller than 0.3 micron. Their shapes disclose a variety of generation processes.

Description: The identification of ground features in Nimbus photography by comparisons with geology, soils, and vegetation maps is discussed for the Wyoming-Colorado area. It is concluded that in a semiarid region, high topographic relief shows good coassociation with exposed geology and with vegetation and, to a lesser degree, with soils types. In lower, flatter basins, most tonal patterns are related to subtle variations in soil color and vegetation cover. It is thought that maps based on spectral parameters as the proper descriptor of surface features may be required.

Description: Orbital cryogen acquisition is a definite requirement for engine restart and/or propellant transfer on all major future missions. The most promising methods, especially for large scale vehicles, are acquisition by linear acceleration and acquisition by capillary systems. Intermittent acceleration and propellant settling requires some state-of-the-art extension since it has not been attempted on a large scale cryogen vehicle. Capillary acquisition systems offer the advantages of reusability, passiveness, low weight, and mission flexibility. The major disadvantage is that of an undeveloped technology. The method does not lend itself to verification through ground testing.

Description: Manufacturing development studies have been conducted to provide information on the fabrication and handling characteristics of a number of candidate multilayer insulation systems. The application of these complex, lightweight insulation systems to large-scale, flight-type cryogenic tankage and other structures has of necessity required the development of new methods, processes, and tooling concepts. Results of some of the studies that have contributed to the advancement of cryogenic technology are presented. The insulation systems that are of primary importance for future application are those using the sliced foam spacers, the net type spacers, the glass fiber paper spacers, and the Superfloc system which consists of tufts of dacron fibers flocked on the surface of the radiation shields.

From the investigation of actual material, it is established that the effect of coma varies significantly from plate to plate, also that a model linear in diameter and/or coordinate may be inadequate for its removal, and even introduce systematic errors. From this standpoint, the requirements of reference star systems are discussed.

Description: A brief description is given of the new astrometric camera and of the program on which it is being employed. This is the photography of the southern sky so that each star appears on at least four overlapping plates. Sets of star coordinates measured on each plate are combined with a limited set of provisional meridian places to give an accurate set of relative star positions which are independent of the meridian system together with a set of residuals for each plate-star. The technique is based on a simple geometrical model of image formation on photographic plates. Current investigations are concerned with the elimination of sources of systematic deviation from this model.

Details of the methods of plate measurement are then given. The plate reduction is carried out in two stages. The plate is first calibrated using the photogrammetric method. The formulae usually quoted have been extended to take account of the large distortion introduced by the field flattening lens. In the second stage, the satellite measurements are reduced to satellite positions corrected for refraction, aberration, and when necessary, phase.

These antenna devices are mechanically resonant systems in the shape of a hollow square with fundamental frequencies in the Hz range. An antenna characteristic is that the absorption cross section for quadrupole radiation at the normal frequency of vibration is the same as that of the fundamental if the damping factors are the same. The absorption cross section of quadrupole gravitational radiation is calculated for a class-1 detector of a cylindrical cross section and for a class-2 detector shaped like a hollow square.

Description: Extensive analytical studies and testing have been conducted on bearings and sliprings in vacuum at temperatures from 30 to 130 F. Thirty-six bearings lubricated with two types of oil were tested in vacuum of less than 10 to the minus 8th power torr at speeds from 55 to 180 rpm. Temperatures, load, speed, and oil viscosity were varied to evaluate the effects on life and wear. All bearings performed successfully during a 7-month test, and the potential merits of the two oils were compared. Over 25 different, dry-lubricated brush/slipring material combinations have been tested, with variations of brush and ring design and surface speed. Test results indicate the probability of 10 years or more of slipring and brush lifetime with properly designed brushes for 1-in.-diameter ring rotating at 60 rpm.

Description: Coning motion can prevent photographic and TV cameras and other oriented spacecraft experiments from maintaining a steady scan, and it can introduce a ripple in the high-gain communication system. Nutation dampers are used to remove this type of spacecraft instability. The first nutation damper flown in a missile for the stabilization of the gyroscope consisted of a hollow ring that was partially filled with mercury, and the sloshing of the mercury dissipated the nutational energy. A similar mercury-ring damper was used in the Pioneer 1 lunar probe in 1958 and became the first nutation damper to be used in space. Since then many types of nutation dampers have been designed for spin-stabilized spacecraft ranging in size from small scientific satellites to large space stations.

Description: The dynamic behavior of the mercury nutation damper is investigated. Particular attention is paid to the eccentric annular mercury configuration, which is the final continuous ring phase that occurs in the operation of all mercury dampers. In this phase, damping is poorest, and the system is closely linear. During the investigation, the hydrodynamic problem is treated as three dimensional, and extensive use is made of a variational principle of least-viscous frictional power loss. A variational principle of least-constraint is also used to advantage. Formulas for calculating the behavior of the mercury damper are obtained. Some confirmatory experiments were performed with transparent ring channels on a laboratory gyroscope. Selected movie frames taken during wobble damping are shown along with the results of film measurements.

Description: Water addition to the Gemini 3 exhaust plasma was studied to determine its effectiveness in the establishment of communication links during the entry portion of the flight. Attenuation levels were measured with and without water injection at uhf frequencies of 230.4 and 296.8 megahertz and at the C-band frequency of 5690 megahertz. Ultrahigh frequency signals that had been blacked out were restored to significant levels, during early portions of the water-injection sequence, by the high flow rate injection. The C-band signal was enhanced by medium and high flow rate injections during the latter portion of the injection period. The uhf signal recovered during water injection resulted in an antenna pattern that was beamed in the radial direction of injection from the spacecraft. Postflight analysis showed that the uhf recovery data were consistent with injection-penetration theory.

Description: Several tentative conclusions can be derived from the results of the synoptic terrain photography experiment, with particular reference to the results from the Gemini mission. The photographs are additional confirmation of the feasibility and value of orbital photographs for geology, geography, and oceanography. The photographs have proven to be of value in the study of the tectonic problems. Although vertical or near-vertical photography is superior to oblique photography, photographs from the Gemini 12 mission have proven that low oblique photographs, and even high oblique photographs, may be of value for certain situations. The oblique views of the Makran Range were useful substitutes for vertical photographs. Equivalent aerial coverage by vertical photographs would have necessitated a camera altitude of several hundred miles. The oblique views of the Sierra Madre Oriental have been used in the search for structures that are approximately normal to the horizon and are enhanced by the foreshortening because of the photograph.

This was accomplished by measurement of the contributions to dose according to profile, particle type, time, and position (location) within the spacecraft. Both active- and passive-dosimetry data collected in this experiment showed that no radiation hazard was associated with manned space operations within the Gemini spacecraft at altitudes as great as 310 kilometers in the South Atlantic anomaly region. This conclusion is warranted also by theoretical calculations.

Description: Spectrometric data were used to gain information for computation of the flux-energy spectra of bremsstrahlung inside the Gemini spacecraft and to determine if energetic electrons are able to penetrate the vehicle walls. The spectra were compared with computer predicted bremsstrahlung spectra by the use of data from beta spectrometers flown on Gemini 10 and 12 missions. The calculations of bremsstrahlung radiation involved uncertainties because of the small amount of information available on cross-section interaction and because of the complex, heterogeneous composition of the spacecraft. The bremsstrahlung detector was designed for time-differentiated measurement of the electron-induced gamma rays over a large section of the vehicle. Preliminary analysis of the data obtained during the missions was indicative that electrons did penetrate the spacecraft wall.

Description: Experiment M403 was flown on the Gemini 4 and 5 spacecraft in an effort to discover whether the spacecraft could accumulate sufficient excess electric charge to constitute a hazard for later Gemini-Agena rendezvous missions. An attempt was made to measure the electric field terminating on a small area of the spacecraft retrograde adapter section and to calculate the total spacecraft charge from this measured field value. The Gemini 5 instrument was inhibited from responding to electric fields that corresponded to a charge on the spacecraft. However, readings were obtained on the Gemini 5 mission that were of as great or greater magnitude than those obtained on the Gemini 4 mission. This could be interpreted as an indication that the contribution of a net spacecraft charge to the Gemini 4 measurements was negligible. An operational measurement that was performed on a later rendezvous mission was indicative of a very small exchange of charge between the Gemini spacecraft and the Agena vehicle.

Description: Some simple calculations were made regarding the scattered light phenomenon of a sunlit earth limb. It was assumed that the light was to be scattered by an atmosphere irradiated by a zenith sun. Calculations were made with several different scattering coefficients assignable to various wavelengths of the extended visual region. The dependence of the excess blue-limb elevation was less obviously determined by the scattering angle than was suspected. It is reasonable to surmise that the variation of the values of excess blue-limb elevation originated principally from the red-limb variance, because the form of the blue-limb profiles (at least in their upper part) was more regular than was that of the red-limb profiles.
