Description / Table of Contents: Climate change remains a global challenge requiring international collaborative action. Another area where countries have successfully committed to a long-term multilateral resolution is the liberalization of international trade. Integration into the world economy has proven a powerful means for countries to promote economic growth, development, and poverty reduction. The broad objectives of the betterment of current and future human welfare are shared by both global trade and climate regimes. Yet both climate and trade agendas have evolved largely independently through the years, despite their mutually supporting objectives. Since global emission goals and global trade objectives are shared policy objectives of most countries, and nearly all of the World Bank's clients, it makes sense to consider the two sets of objectives together.This book is one of the first comprehensive attempts to look at the synergies between climate change and trade objectives from economic, legal, and institutional perspectives. It addresses an important policy question - how changes in trade policies and international cooperation on trade policies can help address global environmental spillovers, especially GHG emissions, and what the (potential) effects of (national) environmental policies that are aimed at global environmental problems might be for trade and investment. It explores opportunities for aligning development and energy policies in such a way that they could stimulate production, trade, and investment in cleaner technology options.

Description / Table of Contents: The recent surge in energy prices has drawn attention to the availability and security of energy resources, and the prospects for both supply and prices. This book contains a detailed analysis of the trends in global energy production and supply, with the focus on primary energy. It considers the main factors driving energy production and distribution, including: the cost of developing resources and bringing them to market; energy pricing; and the impact of government policies. The study's central finding is that reserves of oil, gas, coal and uranium are more than adequate to meet projected demand growth at least until 2020. However, massive investment in energy production and transportation infrastructure will be needed to exploit these reserves. Beyond 2020, new technologies such as hydrogen-based fuel cells, clean coal burning and carbon sequestration hold out the prospect of abundant and clean energy supplies in a world largely free of climate-destabilising carbon emissions.

The accident at the Fukushima Daiichi Nuclear Power Plant (NPP) has caused us to focus attention on a large amount of spent nuclear fuels stored in NPPs. In addition, public anxiety regarding the treatment and disposal of high-level radioactive wastes that require long-term control is growing. The Japanese policy on the back-end of the nuclear fuel cycle is still unpredictable in the aftermath of the accident. Therefore, research and development for enhancing the safety of various processes involved in nuclear energy production are being actively pursued worldwide. In particular, nuclear transmutation technology has been drawing significant attention after the accident. This publication is timely with the following highlights: 1) Development of accelerator-driven systems (ADSs), which is a brand-new reactor concept for transmutation of highly radioactive wastes; 2) Nuclear reactor systems from the point of view of the nuclear fuel cycle. How to reduce nuclear wastes or how to treat them including the debris from TEPCO’s Fukushima nuclear power stations is discussed; and 3) Environmental radioactivity, radioactive waste treatment, and geological disposal policy. State-of-the-art technologies for overall back-end issues of the nuclear fuel cycle as well as the technologies of transmutation are presented here. The chapter authors are actively involved in the development of ADSs and transmutation-related technologies. Putting a price on greenhouse gas emissions is a cornerstone policy in climate change mitigation. To this end, many countries have implemented or are developing domestic emissions trading systems.

Description / Table of Contents: The main message of this paper is that while carbon pricing is a prerequisite for least-cost carbon mitigation strategies, carbon pricing is not enough to overcome all the barriers to cost-effective energy efficiency actions. Energy efficiency policy should be designed carefully for each sector to ensure optimal outcomes for a combination of economic, social and climate change goals. The main message of this paper is that while carbon pricing is a prerequisite for least-cost carbon mitigation strategies, carbon pricing is not enough to overcome all the barriers to cost-effective energy efficiency actions. Energy efficiency policy should be designed carefully for each sector to ensure optimal outcomes for a combination of economic, social and climate change goals. This paper aims to examine the justification for specific energy efficiency policies in economies with carbon pricing in place. The paper begins with an inventory of existing market failures that attempt to explain the limited uptake of energy efficiency. These market failures are investigated to see which can be overcome by carbon pricing in two subsectors – electricity use in residential appliances and heating energy use in buildings. This analysis finds that carbon pricing addresses energy efficiency market failures such as externalities and imperfect energy markets. However, several market and behavioural failures in the two subsectors are identified that appear not to be addressed by carbon pricing. These include: imperfect information; principal-agent problems; and behavioural failures. In this analysis, the policies that address these market failures are identified as complementary to carbon pricing and their level of interaction with carbon pricing policies is relatively positive. These policies should be implemented when they can improve energy efficiency effectively and efficiently (and achieve other national goals such as improving socio-economic efficiency).

This issue is most pressing for developing countries where growth in power demand is particularly high, fueling the risk of irreversible investment in CO2-intensive capacity, the so-called “carbon lock-in”. Sectoral Approaches in Electricity – Building Bridges to a Safe Climate shows how the international climate policy framework could effectively support a transition towards low-CO2 electricity systems in developing countries. Sectoral approaches are intended to address sectors that require urgent actions, without waiting for countries to take nation-wide commitments. Once built, power generation capacity lasts for decades. Investing massively in CO2-intensive technologies to meet surging electricity demand will either make it impossible or overly costly to stabilise CO2 concentrations at sustainable levels. The technology mix needed to avoid such a development is clear: higher generation efficiency, CO2 capture and storage, nuclear and renewables. Earlier IEA publications have extensively reviewed developed countries’ efforts to steer generation away from carbon-intensive production modes, from dedicated support to low-carbon technologies to, increasingly, the reliance on CO2 pricing via emissions trading. Following the same logic, there are proposals seeking to use the international carbon market to drive changes at sectoral level in developing countries. This publication illustrates the pros and cons of such an approach in a few key emerging economies. It also asks how international climate policy could support and enhance ongoing efforts on end-use energy efficiency - an essential piece of the climate change/electricity puzzle.

Description / Table of Contents: Ensuring energy security has been at the centre of the IEA mission since its inception, following the oil crises of the early 1970s. While the security of oil supplies remains important, contemporary energy security policies must address all energy sources and cover a a comprehensive range of natural, economic and political risks that affect energy sources, infrastructures and services. In response to this challenge, the IEA is currently developing a Model Of Short-term Energy Security (MOSES) to evaluate the energy security risks and resilience capacities of its member countries. The current version of MOSES covers short-term security of supply for primary energy sources and secondary fuels among IEA countries. It also lays the foundation for analysis of vulnerabilities of electricity and end-use energy sectors. MOSES contains a novel approach to analysing energy security, which can be used to identify energy security priorities, as a starting point for national energy security assessments and to track the evolution of a country’s energy security profile. By grouping together countries with similar “energy security profiles”, MOSES depicts the energy security landscape of IEA countries. By extending the MOSES methodology to electricity security and energy services in the future, the IEA aims to develop a comprehensive policy-relevant perspective on global energy security. Ensuring energy security has been at the centre of the IEA mission since its inception, following the oil crises of the early 1970s. While the security of oil supplies remains important, contemporary energy security policies must address all energy sources and cover a a comprehensive range of natural, economic and political risks that affect energy sources, infrastructures and services. In response to this challenge, the IEA is currently developing a Model Of Short-term Energy Security (MOSES) to evaluate the energy security risks and resilience capacities of its member countries. The current version of MOSES covers short-term security of supply for primary energy sources and secondary fuels among IEA countries. It also lays the foundation for analysis of vulnerabilities of electricity and end-use energy sectors. MOSES contains a novel approach to analysing energy security, which can be used to identify energy security priorities, as a starting point for national energy security assessments and to track the evolution of a country’s energy security profile. By grouping together countries with similar “energy security profiles”, MOSES depicts the energy security landscape of IEA countries. By extending the MOSES methodology to electricity security and energy services in the future, the IEA aims to develop a comprehensive policy-relevant perspective on global energy security. The IEA Carbon Capture and Storage Legal and Regulatory Review aims to help countries develop their own regulatory frameworks by documenting and analysing recent CCS legal and regulatory developments from around the world. It was first published in 2010, and a new edition is released annually to provide an up‐to‐date snapshot of global CCS regulatory developments. Each edition includes short contributions from national, regional, state and provincial governments that review recent and anticipated CCS regulatory developments and highlight a particular, pre-nominated regulatory theme. To introduce each edition, the IEA provides a brief analysis of key advances and trends, based on the contributions submitted. The theme for this fourth edition of the CCS Review is policy measures to promote CCS demonstration and deployment. Other issues that have been highlighted include storage assessment and the Alberta Regulator Framework Assessment (RFA) process. Contributions from 22 governments and 6 international CCS organisations are presented in the fourth edition.

If caps and floors are commensurate with the ambition of the policy pursued and combined with slightly tightened emission objectives, climatic results could be on average similar to those achieved with “straight” objectives (i.e. with no cost-containment mechanism). This papers reviews current proposals in the UNFCCC negotiations for future mechanisms to report and record Parties’ GHG mitigation actions and commitments, as well as support provided for such actions. It explores the possible purposes, coverage and form of a reporting/recording mechanism post-2012 and highlights the decision points that are needed in order to establish such a mechanism. It examines what information such a mechanism could include in terms of actions, commitments and support, as well as the institutional implications of different design options.

Description / Table of Contents: The International Energy Agency’s Energy Efficiency Unit (EEU) has begun a new programme of work on innovative energy-efficiency policies for mitigating fuel poverty. The IEAs current research focuses on the potential for low-income weatherisation programmes to address poor housing quality – the main driver of fuel poverty - as well as innovative methods for financing and evaluating such programmes. A common problem is that the energy-saving benefits accruing to fuel-poor households barely offset the investment required, suggesting a weak return on government spending. However, these investments have additional co-benefits for participants as well as for energy providers, property owners, local communities and society as a whole. This first IEA workshop focused on methods for incorporating the range of co-benefits into evaluation of low-income weatherisation programmes. The presentations given by top experts in the fuel poverty field are summarised in this report, along with conclusions and proposals for further research.

To meet these challenges, innovation, the adoption of new cost effective technologies, and better use of existing energy-efficient technologies are key elements. The world is not on course for a sustainable energy future – with security concerns and CO2 emissions projected to more than double by 2050. But this alarming outlook can be changed. A recent major IEA analysis “Energy Technology Perspectives – Scenarios and Strategies to 2050” (IEA, 2006) demonstrate that by developing and employing technologies that already exist or are under development, the world could be brought onto a much more sustainable energy path. The costs of achieving a more sustainable energy future are not disproportionate, but they will require substantial effort and investment by both the public and private sectors. There will be significant additional transitional costs related to RD&D and deployment programmes to commercialise many of the technologies over the next couple of decades. Governments will continue to play a major role in energy technology R&D – in defining policies and funding them. How can IEA member country governments be sure they are making the right choices? One answer is by learning from the experience of others – through the use of peer reviews. The IEA version of the peer review – the in-depth review - is a well established tool used since the IEA was created more than 30 years ago. It provides for its members a framework to examine and compare experiences and discuss “best practices” in a host of energy policy areas, including research, development and technology policy. Making the most of the in-depth review process, as well as recommendations emanating from it, offers the promise of better and more well-informed R&D policies – ultimately assisting the development of the new energy technologies that we so urgently need.

Policy makers, industrialists, investors, environmentalists, researchers and others want to better understand the issues that this populous nation faces as it further develops an already thriving economy largely fuelled by coal. This study sheds light on the Chinese coal supply and transformation sectors. China’s coal, mined locally and available at a relatively low cost, has brought enormous benefits to energy consumers in China and to those outside the country who enjoy the products of its coal-based economy. Yet from another perspective, China’s coal use has a high cost. Despite progress, health and safety in the thousands of small coal mines lag far behind the standards achieved in China’s modern, large mines. Environmental degradation is a real and pressing problem at all stages of coal production, supply and use. Adding to these burdens, emissions of carbon dioxide are of concern to the Chinese government as it embarks on its own climate protection strategy. Technology solutions are already transforming the way coal is used in China and elsewhere. This study explores the context in which the development and deployment of these technologies can be accelerated. Providing a large amount of new data, it describes in detail the situation in China as well as the experiences of other countries in making coal cleaner. Above all, the report calls for much greater levels of collaboration – existing bi-lateral and multi-lateral co-operation with China on coal is found lacking. China’s growing openness presents many commercial opportunities. Establishing a global market for cleaner coal technologies is key to unlocking the potential of technology – one of ten major recommendations made in this study.

Description / Table of Contents: The goal of sustainable development is to ensure economic growth today without jeopardising economic development, the social well-being and natural environment of future generations. Energy consumption is closely tied to this goal and plays a key role in determining whether is attainable. As oil, gas and coal still heavily dominate world energy supply, fossil fuels – because of their environmental impact – have been challenged to contribute to a cleaner and sustainable energy future. In 2002, the International Energy Agency Coal Industry Advisory Board issued a position paper at the United Nations World Summit on Sustainable Development that recognised the paramount importance of sustainable development and committed to rally its members to provide evidence of progress towards sustainable development. In this compendium of over fifty case studies, the coal industry demonstrates that practical progress is being made in many areas: communities and people; resource stewardship and environmental impacts; management processes and systems; and along the value chain, in co-operation with customers and suppliers. This publication illustrates that many of the commercial objectives of the coal industry – cost effective achievement of environmental standards, technology research and development, technology transfer and collaboration along the value chain – are also issues that governments can approach positively, in consultation with industry, so that coal is able to have a long-term role in sustainable development.

Description / Table of Contents: The International Energy Agency (IEA) estimates that 100 Carbon Capture and Storage (CCS) projects will be required by 2020 and over 3 000 by 2050 if CCS is to contribute fully to the least-cost technology portfolio for CO2 mitigation. For CCS to reach its emissions reduction potential, the 2009 IEA publication Technology Roadmap: Carbon Capture and Storage recommends that international legal obstacles associated with global CCS deployment be removed by 2012 – including the prohibition on transboundary CO2 transfer under the London Protocol. The London Protocol was amended by contracting parties in 2009 to allow for cross-border transportation of CO2 for sub-seabed storage, but the amendment must be ratified by two-thirds of contracting parties to enter into force. It is unlikely that this will occur in the near term; this working paper therefore outlines options that may be available to contracting parties under international law to address the barrier to deployment presented by Article 6, pending formal entry into force of the 2009 amendment.

Each chapter in this book was produced collaboratively by academics from a wide number of disciplines. The Western Balkans – composed of Albania, Bosnia and Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo – is a complex region facing significant energy challenges. The conflicts over the break-up of the former Yugoslavia damaged much of the energy infrastructure and compounded the challenge of providing reliable energy supply. Electricity systems in many parts of the region remain fragile and in need of investment. A priority across the region is to put into place the institutions, infrastructure and policies that can support the provision of reliable, affordable and sustainable energy. For the Western Balkans as a whole, a key element of the reform effort is the Energy Community Treaty – a regulatory and market framework to which the entire region has now subscribed. This Treaty aims to create an integrated regional market for electricity and gas compatible with the European Union’s internal energy market. This Energy Policy Survey is the first comprehensive review of energy policies and strategies in the Western Balkan region, and also covers important cross-cutting topics such as co-operation and energy trade, oil and gas transportation, and the links between energy and poverty. It identifies and assesses the reforms that are still needed to deliver efficient, modernised energy systems that can assist economic development, address energy poverty and reduce the environmental impacts of energy use.

Description / Table of Contents: Drawing on the latest debates in ecocritical theory and sustainability studies, Literature as Cultural Ecology: Sustainable Texts outlines a new approach to the reading of literary texts. Hubert Zapf considers the ways in which literature operates as a form of cultural ecology, using language, imagination and critique to challenge and transform cultural narratives of humanity’s relationship to nature. In this way, the book demonstrates the important role that literature plays in creating a more sustainable way of life. Applying this approach to works by writers such as Emily Dickinson, Edgar Allen Poe, Herman Melville, William Faulkner, Toni Morrison, Zakes Mda, and Amitav Ghosh, Literature as Cultural Ecology is an essential contribution to the contemporary environmental humanities.

Description / Table of Contents: The use of agent-based models (ABMs) and modelling for understanding landscape change and dynamics continues to grow. One reason for the popularity of ABMs is that they provide a framework to represent multiple, discrete, multi-faceted, heterogeneous actors (human or otherwise) and their relationships and interactions between one another and their environment, through time and across space. This special issue seeks to showcase innovative uses of ABMs for investigating and explaining landscape change and dynamics and to explore and identify how researchers in different disciplines can learn from one another to further innovate. Thus, this special issue will emphasise multidisciplinary dialogue between researchers using ABM in physical geography, hydrology, ecology, land change science, economics, alternative histories, archaeology, sociology, psychology and others. Innovation may come in the form of computational, conceptual, analytical, participatory or epistemological advances in the use of ABM for a range of aims and motivations associated with landscape change and dynamics. Modelling advances may include new ways of representing agent decisions and/or interactions, establishing and evaluating model structures and rules, presenting and visualising change, multi-scale analysis, comparative techniques, narrative methods, and more. The presentation of innovative agent-based modelling from diverse research backgrounds and perspectives will demonstrate opportunities for learning and enable dialogue to enhance future use of ABMs for understanding landscape change.

Description / Table of Contents: The pollution of soil and groundwater by heavy metals and other chemicals is becoming a serious issue in many countries. However, the current bioremediation processes do not often achieve sufficient remediation, and more effective processes are desired. This book deals with advances in the bioremediation of polluted soil and groundwater. In the former chapters of this book, respected researchers in this field describe how the optimization of microorganisms, enzymes, absorbents, additives and injection procedures can help to realize excellent bioremediation. In the latter chapters, other researchers introduce bioremediation processes that have been performed in the field and novel bioremediation processes. Thus, the readers will be able to obtain new ideas about effective bioremediation as well as important information about recent advances in bioremediation.

Description / Table of Contents: CIRIAF (Inter-University Research Center on Pollution and Environment “Mauro Felli” is a research center, based at the University of Perugia, which promotes interdisciplinary research activities in the fields of environmental pollution and its health and socio-economic effects, sustainable development, renewable and alternative energy, energy planning, and sustainable mobility. One hundred professors from fourteen different Italian universities are involved in the activities of the center. The CIRIAF National Congress (e.g., the fourteenth one in 2014), has become, over time, an important event for researchers and experts (engineers, physicists, chemists, architects, doctors, and economists). These individuals are not simply academics; they also hail from ministries, environmental agencies, and local authorities. The annual meeting in Perugia is an opportunity to discuss the issues related to energy, environment and sustainable development. The Special Issue will include the best papers presented at the Congress. These were selected by the Scientific Committee with the help of the various Chairmen of the Sessions. The papers cover all the various aspects of sustainability, from an interdisciplinary point of view, with a strong emphasis on the link between energy production, use and conservation, and environmental impact.

Description / Table of Contents: Pazifikstaaten wie die Fidschi-Inseln sind wie kaum eine andere Region der Welt gekennzeichnet von gesellschaftlichen Veränderungen und dem globalen Umweltwandel. Auf Basis eines partizipativen Forschungsdesigns, durchgeführt in ausgewählten Küstendörfern, untersucht dieser Band die Auswirkungen der Globalisierung und des Klimawandels auf die Lebensqualität ihrer Bewohner. Dabei wird aufgezeigt, dass die Dorfbewohner keine passiven Opfer externer Prozesse sind, sondern aktiv ihr Leben gestalten. Mittels neo-traditioneller Bewegungen gelingt es den Bewohnern weitestgehend, ein festes Wertefundament als Grundlage ihrer kulturellen Identität zu bewahren. Eine intakte Gemeinschaft steht dabei im Zentrum spiritueller, ökonomischer und sozialer Werte. Im Zuge der gesellschaftlichen Transformation agieren die Gemeinschaften nicht mehr ortsgebunden, sondern bilden mithilfe moderner Transport- und Kommunikationstechnologien globalisierte Netzwerke – ohne dabei die Bezüge zu ihrer kulturellen Herkunft zu verlieren. Auswärts lebende Familienangehörige tragen so Wissen und materiellen Wohlstand in die Dorfgemeinschaften und erweitern die Handlungspotentiale und Lebensstandards der Küstendorfbewohner. Im Zuge der Wissensvermittlung erfolgt jedoch insbesondere die Darstellung des Klimawandels und seiner Gefahren verkürzt und nicht auf lokale Werte zurechtgeschnitten, sodass es auch zu Wahrnehmungsverzerrungen und Fehlanpassungen kommt. Im Kontext von Entwicklungszusammenarbeit rät diese Untersuchung daher zu kultureller Sensibilität und einer kritischen Reflektion ethnozentrischer Weltanschauungen, um die Lebensqualität in fidschianischen Dorfgemeinschaften nicht zu gefährden. In diesem Band werden ethnographische Ideale für eine kultur- und sozialgeographische Forschung im globalen Süden aufbereitet. Konzeptionell ist die Untersuchung in die kritische geographische Verwundbarkeits- und Transformationsforschung eingerahmt. In einem kulturräumlichen Überblick wird zunächst aus historisch-politischer Perspektive die Bedeutung postkolonialer Belastungen auf gegenwärtige Transformationsprozesse aufgezeigt. Das Herzstück bildet anschließend die ausführliche Analyse gesellschaftlicher Transformationsprozesse auf die Lebensqualität in drei Küstendörfern der Fidschi-Inseln. | As other Pacific Islands Countries, Fiji is shaped by processes of social transformations and global environmental change. This study utilises ethnographic ideals for enhancing cultural and social geographic research in the global south. A participatory in-depth analysis of rural life in three Fijian coastal villages is at the core of this study. This is framed by a historic-political overview of the burden of Fiji's colonial past. Fijian coastal villagers are not passive victims of global social transformation and climate change. Through neo-traditional movements they actively form processes of social and cultural change. Rural Fijian norms, values and cultural identity crystallize in robust communities. Via modern forms of communication and transportation Fijians established globalised networks securing individuals' quality of life. Family members living far from their home villages remain in contact with their relatives. This way they keep their Fijian Identities as source of wellbeing and as well support the villagers' material wealth and knowledge to enhance capabilities. Merely regarding hazardous climate change impacts the passed on knowledge is spread abridged and poorly fitting into local value systems. Therefore, misperceptions and maladaptations are prevalent. In consequence this study pleads for development agencies to act culturally sensitive and to critically reflect ethnocentric worldviews in order not to harm Fijian values and wellbeing.

Description / Table of Contents: The pervasive relevance of geospatial information and the development of emerging geospatial technologies offer new opportunity for bridging the gap between remote sensing scientific know-how and end users of products and services. Geospatial technology comprises tools and techniques dealing with the use of spatially referenced information, for the description and modeling of spatial and dynamic phenomena related to the Earth's environment. This book addresses environmental and social applications of geospatial technologies, thus also providing a multidisciplinary perspective on emerging geospatial techniques and tools. It consists of ten chapters offering insight into geospatial technology progress and trends. Authors present several application-oriented studies from various parts of the world, including applications in collaborative geomatics, geospatial statistics, GIS, agriculture, and natural hazard monitoring.

Description / Table of Contents: This study investigates the ethical aspects of deploying and researching into so-called climate engineering methods, i.e. large-scale technical interventions in the climate system with the objective of offsetting anthropogenic climate change. The moral reasons in favour of and against R&D into and deployment of CE methods are analysed by means of argument maps. These argument maps provide an overview of the CE controversy and help to structure the complex debate.

Description / Table of Contents: This book depicts the results of a research project in northern China, where an international and interdisciplinary team of researchers from Italy, Germany and China has applied a broad range of methodology in order to answer basic and applied research questions and derive comprehensive recommendations for sustainable water management and wetland restoration. The project primarily focused on ecosystem services, e.g. the purification of water and biomass production. In particular, the ecosystem function and use of reed (Phragmites australis) and the perception as well as the value of water as a resource for Central Asia's multicultural societies was analysed.

Description / Table of Contents: The reversible elimination of hydrogen from metal hydrides serves as the basis for unique methods of energy transformation. This technology has found widespread practical utilization in applications such as hydrogen compressors, storage, and sensors, as well as batteries. Moreover, it is plausible that metal hydride technology could be utilized to provide practically viable solutions to the challenges of energy storage. For nearly two decades, an extensive, worldwide research effort has been devoted to complex metal hydrides possessing high volumetric and/or gravimetric hydrogen densities with the goal of their practical utilization as onboard hydrogen storage materials. Additionally, a significant and growing number of efforts have been devoted to developing metal hydrides as advanced sensors and ionic conductors, and for electrochemical and stationary energy storage. This Special Issue will provide a sampling of on-going, state-of-art research on metal hydrides, ranging from fundamental investigations to practical applications with a concentration on topics which are currently of high interest.

Description / Table of Contents: China’s change to a new model of growth, now called the ‘new normal’, was always going to be hard. Events over the past year show how hard it is. The attempts to moderate the extremes of high investment and low consumption, the correction of overcapacity in the heavy industries that were the mainstays of the old model of growth, the hauling in of the immense debt hangover from the fiscal and monetary expansion that pulled China out of the Great Crash of 2008 would all have been hard at any time. They are harder when changes in economic policy and structure coincide with stagnation in global trade and rising protectionist sentiment in developed countries, extraordinarily rapid demographic change and recognition of the urgency of easing the environmental damage from the old model. China’s economy has slowed and there are worries that the authorities will not be able to contain the slowdown within preferred limits. This year’s Update explores the challenge of the slowdown in growth and the change in economic structure. Leading experts on China’s economy and environment review change within China’s new model of growth, and its interaction with ageing, environmental pressure, new patterns of urbanisation, and debt problems at different levels of government. It illuminates some new developments in China’s economy, including the transformational potential of internet banking, and the dynamics of financial market instability. China’s economic development since 1978 is full of exciting change, and this year’s China Update is again the way to know it as it is happening.

Description / Table of Contents: "In Energy without Conscience" David McDermott Hughes investigates why climate change has yet to be seen as a moral issue. He examines the forces that render the use of fossil fuels ordinary and therefore exempt from ethical evaluation. Hughes centers his analysis on Trinidad and Tobago, which is the world's oldest petro-state, having drilled the first continuously producing oil well in 1866. Marrying historical research with interviews with Trinidadian petroleum scientists, policymakers, technicians, and managers, he draws parallels between Trinidad's eighteenth- and nineteenth-century slave labor energy economy and its contemporary oil industry. Hughes shows how both forms of energy rely upon a complicity that absolves producers and consumers from acknowledging the immoral nature of each. He passionately argues that like slavery, producing oil is a moral choice and that oil is at its most dangerous when it is accepted as an ordinary part of everyday life.

Description / Table of Contents: The global energy scene is in a state of flux. Understanding the dynamic interplay of energy markets, technology and policy has never been more critical. The World Energy Outlook (WEO), widely regarded as the gold standard of energy analysis, provides strategic insight on what today’s policy and investment decisions mean for long-term trends. The 2017 edition of the WEO, which will be released on 14 November, will contain a full update of energy demand and supply projections through 2040 under different scenarios, and their consequences for energy security, investment, energy industries and the environment. It will also include in-depth analysis of: China’s energy outlook. China’s influence has long been felt in coal, oil and gas, as well as in nuclear power, but the country is also now firmly established as a global leader in renewable energy, efficiency and innovation. The WEO will examine China’s economic and energy transitions in detail, and consider how the country’s policy choices can shape not just national prospects, but also global outcomes. Natural gas. The outlook for gas markets is evolving rapidly under pressure from two revolutions: the shale revolution, led by the United States, and the LNG revolution that is testing traditional gas business and pricing models. It will also investigate the wider opportunities and uncertainties for gas in the transition to a cleaner energy system, including its role in tackling local pollution as well as the risk of methane emissions. In addition, the WEO-2017 series will feature two special analyses, to be released in October. The close links between energy and development, assessing today’s global picture for access to modern energy, the strategies and technologies that can enable countries to achieve energy for all by 2030, and the ways in which reliable energy can move communities from poverty towards prosperity. Prospects for energy in Southeast Asia, where infrastructure and investment have to keep up with rapid, sustained growth in energy demand. The report will cover the particular challenge of providing secure, clean and affordable energy to small island systems and remote settlements.
