Description / Table of Contents: Complexity science-made possible by modern analytical and computational advances-is changing the way we think about social systems and social theory. Unfortunately, economists' policy models have not kept up and are stuck in either a market fundamentalist or government control narrative. While these standard narratives are useful in some cases, they are damaging in others, directing thinking away from creative, innovative policy solutions. Complexity and the Art of Public Policy outlines a new, more flexible policy narrative, which envisions society as a complex evolving system that is uncont

Description / Table of Contents: The Geologic Time Scale 2012, winner of a 2012 PROSE Award Honorable Mention for Best Multi-volume Reference in Science from the Association of American Publishers, is the framework for deciphering the history of our planet Earth. The authors have been at the forefront of chronostratigraphic research and initiatives to create an international geologic time scale for many years, and the charts in this book present the most up-to-date, international standard, as ratified by the International Commission on Stratigraphy and the International Union of Geological Sciences. This 2012 geologic time scale is an enhanced, improved and expanded version of the GTS2004, including chapters on planetary scales, the Cryogenian-Ediacaran periods/systems, a prehistory scale of human development, a survey of sequence stratigraphy, and an extensive compilation of stable-isotope chemostratigraphy.

Note: Ernie Rutter has made, and continues to make, a significant impact in the field of rock deformation. He has studied brittle and plastic deformation processes that occur within both the oceanic and continental crust, as well as other key properties such as the permeability and seismic velocities of these rocks. His approach has been one that integrates field observations, laboratory experiments and theoretical analyses. This volume celebrates Ernie's key contribution to rock deformation and structural geology by bringing together a collection of papers that represent this broad approach. The papers within the volume address key issues that remain within these fields. These range from fundamental studies of brittle and plastic behaviour along with the resultant structures and microstructures from both the field and laboratory, to applied problems where a better understanding of the deformation and properties of the crust is still needed.

Description / Table of Contents: TThis book presents interdisciplinary evaluation criteria for MWEPs and applies the criteria to the Lower Jordan Valley (Middle East) and the Fergana Valley (Central Asia). Both cases are characterized by transboundary conflicts, challenges caused by demographic and climate change, and by political and societal pressures. Based on the findings, the book provides recommendations for science and political decisions makers as well as for international financing institutions. It also outlines research gaps from an interdisciplinary perspective. In the past, major water engineering projects (MWEPs) have been used as an instrument to cope with the demands of growing populations and for enhancing development progress. Experiences with MWEPs have shown that a purely technical approach has not always brought about the desired results. In many cases, MWEPs even had negative implications for society and environment. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are needed in order to meet present and future challenges. Furthermore, the continuous evaluation and optimization of these measures is essential. This book presents the results of the Interdisciplinary Research Group "Society – Water – Technology" of the Berlin-Brandenburg Academy of Sciences and Humanities.

Description / Table of Contents: The book outlines principal milestones in the evolution of the atmosphere, oceans and biosphere during the last 4 million years in relation with the evolution from primates to the genus Homo - which uniquely mastered the ignition and transfer of fire. The advent of land plants since about 420 million years ago ensued in flammable carbon-rich biosphere interfaced with an oxygen-rich atmosphere. Born on a flammable Earth surface, under increasingly unstable climates descending from the warmer Pliocene into the deepest ice ages of the Pleistocene, human survival depended on both-biological adaptations and cultural evolution, mastering fire as a necessity. This allowed the genus to increase entropy in nature by orders of magnitude. Gathered around camp fires during long nights for hundreds of thousandth of years, captivated by the flickering life-like dance of the flames, humans developed imagination, insights, cravings, fears, premonitions of death and thereby aspiration for immortality, omniscience, omnipotence and the concept of god. Inherent in pantheism was the reverence of the Earth, its rocks and its living creatures, contrasted by the subsequent rise of monotheistic sky-god creeds which regard Earth as but a corridor to heaven. Once the climate stabilized in the early Holocene, since about -7000 years-ago production of excess food by Neolithic civilization along the Great River Valleys has allowed human imagination and dreams to express themselves through the construction of monuments to immortality. Further to burning large part of the forests, the discovery of combustion and exhumation of carbon from the Earth's hundreds of millions of years-old fossil biospheres set the stage for an anthropogenic oxidation event, affecting an abrupt shift in state of the atmosphere-ocean-cryosphere system. The consequent ongoing extinction equals the past five great mass extinctions of species-constituting a geological event horizon in the history of planet Earth. Dr Andrew Glikson is an Earth and Paleo-climate Scientist, Visiting Fellow at the Australian National University, Research School of Earth Science, the School of Archaeology and Anthropology, and the Planetary Science Institute, and a member of the ANU Climate Change Institute.

Description / Table of Contents: Home / Earth, Space & Environmental Sciences / Geology & Geophysics / Geology & Geophysics Extreme Events: Observations, Modeling, and Economics Mario Chavez (Editor), Michael Ghil (Editor), Jaime Urrutia-Fucugauchi (Editor) ISBN: 978-1-119-15701-4 438 pages March 2016, Wiley-Blackwell Extreme Events: Observations, Modeling, and Economics (1119157013) cover image Read an Excerpt Description The monograph covers the fundamentals and the consequences of extreme geophysical phenomena like asteroid impacts, climatic change, earthquakes, tsunamis, hurricanes, landslides, volcanic eruptions, flooding, and space weather. This monograph also addresses their associated, local and worldwide socio-economic impacts. The understanding and modeling of these phenomena is critical to the development of timely worldwide strategies for the prediction of natural and anthropogenic extreme events, in order to mitigate their adverse consequences. This monograph is unique in as much as it is dedicated to recent theoretical, numerical and empirical developments that aim to improve: (i) the understanding, modeling and prediction of extreme events in the geosciences, and, (ii) the quantitative evaluation of their economic consequences. The emphasis is on coupled, integrative assessment of the physical phenomena and their socio-economic impacts. With its overarching theme, Extreme Events: Observations, Modeling and Economics will be relevant to and become an important tool for researchers and practitioners in the fields of hazard and risk analysis in general, as well as to those with a special interest in climate change, atmospheric and oceanic sciences, seismo-tectonics, hydrology, and space weather.

Description / Table of Contents: "The financial crisis keeps us on edge and creates a diffuse sense of helplessness. Well-nigh unfathomable problems lead to measures that seem like emergency operations on the open heart of the Western world, performed with no knowledge of the patient's clinical history. The gravity of the situation is matched by the paucity of our understanding of it, and of how it came about in the first place. In this book, compiled from his Adorno Lectures given in Frankfurt, Wolfgang Streeck lays bare the roots of the present financial, fiscal and economic crisis, seeing it as part of the long neoliberal transformation of postwar capitalism that began in the 1970s. Linking up with the crisis theories of that decade, he analyses the subsequent tensions and conflicts involving states, governments, voters and capitalist interests--a process in which the defining focus of the European state system has shifted from taxation through debt to budgetary "consolidation." The book then ends by exploring the prospects for a restoration of social and economic stability. Buying Time is a model of enlightenment. It shows that something deeply disturbing underlies the current situation: a metamorphosis of the whole relationship between democracy and capitalism"--
Description / Table of Contents: "The financial and economic crisis that began in 2008 still has the world on tenterhooks. The gravity of the situation is matched by a general paucity of understanding about what is happening and how it started. In this book, based on his 2012 Adorno Lectures given in Frankfurt, Wolfgang Streeck places the crisis in the context of the long neoliberal transformation of postwar capitalism that began in the 1970s. He analyses the subsequent tensions and conflicts involving states, governments, voters and capitalist interests, as expressed in inflation, public debt, and rising private indebtedness. Streeck traces the transformation of the tax state into a debt state, and from there into the consolidation state of today. At the centre of the analysis is the changing relationship between capitalism and democracy, in Europe and elsewhere, and the advancing immunization of the former against the latter"--

Description / Table of Contents: "The scale, effectiveness and legitimacy of global governance lag far behind the world's needs. This path-breaking book examines how far civil society involvement provides an answer to these problems. Does civil society make global governance more democratic? Have citizen action groups raised the accountability of global bodies that deal with challenges such as climate change, financial crises, conflict, disease and inequality? What circumstances have promoted (or blocked) civil society efforts to make global governance institutions more democratically accountable? What could improve these outcomes in the future? The authors base their argument on studies of thirteen global institutions, including the UN, G8, WTO, ICANN and IMF. Specialists from around the world critically assess what has and has not worked in efforts to make global bodies answer to publics as well as states. Combining intellectual depth and political relevance, Building Global Democracy? will appeal to students, researchers, activists and policymakers"--

Description / Table of Contents: This volume contains the proceedings of the VIII Hotine-Marussi Symposium on Mathematical Geodesy, which was held June 17 to 21, 2013, in Rome, Italy. Since 2006 the series of Hotine-Marussi Symposia is under the responsibility of the InterCommission Committee on Theory (ICCT), a cross-commission entity within the International Association of Geodesy (IAG). The overall goal of the Hotine-Marussi Symposia has always been the advancement of theoretical geodesy. The 39 papers in these proceedings areindeed testimony to the width and vibrancy of theoretical geodesy. The Symposium was organized in 8 topical sessions reflecting all branches of geodesy: from geodetic data analysis through potential field modeling to estimation theory. Also theoretical aspects of reference frames and of novel sensors were covered. During a special session at the AccademiaNazionaledeiLinceiFernando Sansò was put into the spotlight in order to acknowledge his long-term commitment and dedication as the driving force behind the series of Hotine-Marussi Symposia over the past decades

Description / Table of Contents: This book presents an analysis of land and water resources in Siberia, initially characterizing the landscapes, their ecosystems, crucial processes, human impacts on soil and water quality, and the status quo of available research. Further chapters deal with modern monitoring and management methods that can lead to a significant knowledge shift and initiate sustainable soil and water resources use. These include soil hydrological laboratory measurement methods; process-based field evaluation methods for land and water quality; remote sensing and GIS technology-based landscape monitoring methods; process and ecosystem modeling approaches; methods of resource and process evaluation and functional soil mapping; and tools for controlling agricultural land use systems. More than 15 of these concrete monitoring and management tools can immediately be incorporated into research and practice. Maintaining the functions of great landscapes for future generations will be the reward for these efforts

Description / Table of Contents: "In 2006, Chile teemed with protesters after finance minister Andres Velasco invested budget surpluses from the nation's historic copper boom in two Sovereign Wealth Funds. A year later, when prices plummeted and unemployment soared, Chile's government was able to stimulate recovery by drawing on the funds. State-owned investment vehicles that hold public funds in a wide range of assets, Sovereign Wealth Funds enable governments to access an unprecedented degree of wealth. Consequently, more countries are seeking to establish them. Looking at Chile, China, Australia, Singapore, and numerous other examples, including a comparative analysis of Britain and Norway's use of oil revenues, Angela Cummine tackles the key ethical questions surrounding their use, including: To whom does the wealth belong? How should the funds be managed, invested, and distributed? With sovereign funds--and media attention--continuing to grow, this is an invaluable look at a hotly debated economic issue."

Description / Table of Contents: "As the race for resources in distant parts of the planet gathers momentum, most discussion has centered on the potential for conflict, environmental destruction, and upheaval from climate change. This important book shifts the conversation about the Arctic and Antarctic from conflict to cooperation. A multidisciplinary roster of experts provides fresh views of the polar regions, focusing on diplomacy and the potential for cooperative international decision-making. Collectively the contributors illustrate the breadth of issues that complicate governance in the Arctic and Antarctic, as well as parallels and differences between the politics of the two poles"--

Description / Table of Contents: This book provides a balanced and up-to-date overview of the multidimensional change taking place in the Arctic regions. Against this background, the role of the European Union regarding Arctic developments is considered, including the ongoing process of formulating an umbrella EU Arctic policy. In particular, the themes of climate change, maritime transport, fisheries, offshore oil and gas extraction, mining, land use and sociocultural change are discussed. The book comprises primarily an updated and expanded version of the report 'Strategic Assessment of Development of the Arctic: An assessment conducted for the European Union', produced for the European Commission. The report was to a great extent based on the interaction with Arctic stakeholders

Description / Table of Contents: Recent climate model simulations indicated that sulfate (SO4) formed from ship emissions may be one of the major contributors to the negative anthropogenic aerosol radiative forcing. Due to increasingly stringent regulations on the maximum sulfur content of ship fuels this contribution is expected to decrease strongly in the future. Possibly, nitrate (NO3) formation will compensate for part of the reduction, but measurements indicate that it may be crucial to include coarse mode particle interactions with condensable trace gases in order to quantify this effect. However, none of the aerosol (sub)models previously used for such assessments accounted for the coarse mode particle effects. This provided the motivation to extend one of those submodels, namely MADE, in the present work. The new submodel, MADE3, is based on the second generation of MADE, called MADE-in. It includes nine lognormal modes to represent three size ranges with three types of aerosol particles each. The associated increase in complexity w.r.t. to MADE and MADE-in required a complete revision of the code and careful reexamination of the underlying physical assumptions, as only the fine modes had been considered in the gas–particle interactions in the predecessor submodels. The main new features of MADE3 are the ability of coarse mode particles to take up condensing vapors and to coagulate with fine mode particles, and the gas–particle partitioning of chlorine, which is mainly contained in sea spray (SS) particles. In order to test the algorithms used in the new submodel it was run in a box model setup and the results were compared to those obtained in an analogous setup with the much more detailed, particle-resolved aerosol model PartMC-MOSAIC. The comparison was performed for an idealized marine boundary layer test case and showed improved performance of MADE3 over MADE in the representation of coarse mode particles and total aerosol composition. Subsequently, MADE3 was implemented into the atmospheric chemistry general circulation model EMAC. Due to the new mode structure this required extensive adaptations to other submodels, specifically to the one used for cloud and precipitation processing of aerosol particles. EMAC does not track interstitial aerosol particles separately from those immersed in cloud droplets, ice crystals, or precipitation. Hence, a sophisticated scheme was devised and implemented for the assignment of the in-cloud or in-precipitation aerosol to one of four possible modes, instead of just one possible mode in the MADE case. The coupled model, EMAC with MADE3, was thoroughly evaluated by comparison of simulation output to station network measurements of near-surface aerosol component mass concentrations, to airborne measurements of vertical aerosol mass mixing ratio and number concentration profiles, to ground-based and airborne measurements of particle size distributions, and to station network and satellite measurements of aerosol optical depth. Satisfactory agreement with the observations was obtained and it was thus shown that MADE3 is ready for application within EMAC. The results from an identically designed simulation with the predecessor submodel MADE led to the conclusion that a fraction of the secondary aerosol species partitions to the coarse modes in MADE3 and is thus removed more quickly from the atmosphere. Furthermore, a new evaluation method was developed, which allows for comparison of model output to size-resolved electron microscopy measurements of particle composition. Both submodels, MADE3 and MADE, were finally used in EMAC simulations of the effect of ship emissions on the atmospheric aerosol. As in previous studies for year 2000 conditions, SO4 was found to be the dominant species in the fine modes in this context. In contrast to SO4, the major fraction of ship emissions-induced near-surface NO3 was found to partition to the coarse modes in the MADE3 simulations. A similar amount of fine mode NO3 as in the present and former MADE simulations was also formed. Hence, fine mode particle growth due to ship emissions was also similar, and was reduced in idealized simulations of a future low-sulfur fuel scenario. Particle volume concentration decreased by about 1 % due to ship emissions in the MADE3 simulations, but not in the MADE simulations. This finding was independent of the fuel sulfur content. In summary, the inclusion of coarse mode particle interactions and the gas–particle partitioning of chlorine could alter prior conclusions on the climate effect of ship emissions-induced aerosol perturbations, mainly due to the differences in NO3 formation. This climate effect will be re-quantified in a follow-up study by coupling the MADE3 aerosol to a two-moment cloud microphysics scheme. Further planned applications of the new submodel include the quantification of climate effects of aerosol perturbations via their influence on ice clouds as well as simulations with boundary conditions specific to measurement campaigns. Results from the latter may lead to further model improvements and can also provide guidance for the interpretation of measurement results.

Description / Table of Contents: This manuscript sets out a process for estimating fatalities in collapsed buildings due to ground shaking in an earthquake. The aim of this research is to supplement current earthquake loss estimation with fatality rates (percentage of occupants killed) for use in models which are based on recent empirical information on deaths from earthquakes. This document specifically explores the lethality potential to occupants of collapsed structures. Whilst earthquake casualty modeling has admittedly suffered from a lack of post-earthquake collection of data and rigour in assessing these data, recent earthquakes such as 2008 Wenchuan (China) and 2011 Christchurch (New Zealand) have brought to light some important findings. Under the auspices of US Geological Survey’s PAGER, empirical fatality data related to collapses of buildings from significant earthquakes in the past 40 years have been thoroughly examined. Through detailed investigations of fatal building collapses and the volume reductions within these buildings, important clues related to the lethality potential of different failure mechanisms of global modern and older construction types were found. The gathered evidence forms the basis of the derivation of a set of fatality rates for use in loss models. The set of judgment-based rates are for 31 global building types. This significant advancement in casualty modeling, the resolutions and quality of available data, the important assumptions made, and the final derivation of fatality rates are discussed here. This document contributes to global efforts to develop a way of estimating probable earthquake fatalities very rapidly after an earthquake has taken place. The fatality rates proposed here can be incorporated directly into earthquake loss estimation models where fatalities are derived from collapses of different types of buildings

Description / Table of Contents: This innovative study presents concepts and problems in soil physics, and provides solutions using original computer programs. It provides a close examination of physical environments of soil, including an analysis of the movement of heat, water and gases. The authors employ the programming language Python, which is now widely used for numerical problem solving in the sciences. In contrast to the majority of the literature on soil physics, this text focuses on solving, not deriving, differential equations for transport. Using numerical procedures to solve differential equations allows the solution of quite difficult problems with fairly simple mathematical tools. Numerical methods convert differential into algebraic equations, which can be solved using conventional methods of linear algebra. Each chapter introduces a soil physics concept, and proceeds to develop computer programs to solve the equations and illustrate the points made in the discussion. Problems at the end of each chapter help the reader practise using the concepts introduced. The text is suitable for advanced undergraduates, graduates and researchers of soil physics. It employs an open source philosophy where computer code is presented, explained and discussed, and provides the reader with a full understanding of the solutions. Once mastered, the code can be adapted and expanded for the user's own models, fostering further developments. The Python tools provide a simple syntax, Object Oriented Programming techniques, powerful mathematical and numerical tools, and a user friendly environment.

Description / Table of Contents: This book examines the growing interest by Asian states, which are normally considered as ‘outsiders’ in the Arctic governance system. Whilst existing research asserts that Asian states are mostly interested in the economic aspect of the changing Arctic, including its mineral and fossil sources and the opening up of new sea routes, the book argues that the relation between Asian states and the Arctic is much more complex and dynamic, grounded in their unique perspective on national security and the role of economic development in securing their national interests. Aki Tonami is Researcher at the Nordic Institute of Asian Studies, Department of Political Science, University of Copenhagen, Denmark. She received her Ph.D from Kyoto University, Japan, and has worked as Research Advisor for the Ministry of Foreign Affairs of Japan. She has written extensively on East Asian environmental foreign policy, and her research interests include environmental governance, economic diplomacy, and the Polar Regions

Description / Table of Contents: The Arctic sea-ice reached record lows in 2007, and again in 2012. In the international news media, these moments were reflected via striking images of polar bears, crumbling ice chunks and the use of more alarmist metaphors about global climate change. Through these narratives, and despite the periodic disappearance of climate change from media reports due to issue fatigue, a sharper narrative of climate change has entered public discourse: a new global reality where the future is no longer a given. Going beyond media studies as well as descriptive or highly scientific accounts of the impacts of climate change in the Arctic, this book explores how both historical and contemporary mediations, scientific narratives and satellite technology simultaneously capture and reconstruct this new reality of the Anthropocene, where human activities shape the planet. By highlighting the linkages between science, media, environmental change and geopolitics, the informed contributors to the volume invite the reader to reflect on what is local and what is global in today's connected mediatized world.

Description / Table of Contents: This book presents the basic principles of soil dynamics, and a variety of solutions of practical interest for geotechnical engineering, geophysics and earthquake engineering. Emphasis is on analytical solutions, often including the full derivation of the solution, and giving the main parts of computer programs that can be used to calculate numerical data. Reference is also made to a website from which complete computer programs can be downloaded. Soil behaviour is usually assumed to be linear elastic, but in many cases the effect of viscous damping or hysteretic damping, due to plastic deformations, is also considered. Special features are: the analysis of wave propagation in saturated compressible porous media, approximate analysis of the generation of Rayleigh waves, the analysis of the response of soil layers to earthquakes in the deep rock, with a theoretical foundation of such problems by the propagation of Love waves, and the solution of such basic problems as the response of an elastic half space to point loads, line loads, strip loads and moving loads.

Description / Table of Contents: Teil 1: Globale Klimaprojektionen und regionale Projektionen für Deutschland und Europa -- Teil 2: Klimawandel in Deutschland: Regionale Besonderheiten und Extreme -- Teil 3: Auswirkungen des Klimawandels in Deutschland -- Teil 4: Übergreifende Risiken und Unsicherheiten -- Teil 5: Integrierte Strategien zur Anpassung an den Klimawandel
