    Notes: Abstract.  The ‘diamond effect’ exists when a consumer's utility depends on the exchange value, not just on the intrinsic consumption effects of the good. Yew-Kwang Ng has discussed the optimal tax on a pure ‘diamond’ good. This paper extends Ng's model to cover mixed diamond goods. It uses three mathematical models to show that the optimal tax on a mixed diamond good with both intrinsic and diamond effects depends on the proportion of the diamond effect. The result may explain the violation of the Ramsey Rule in practice, and may be used to formulate private car taxes in China.

    Notes: We develop a simple model of direct foreign investment where the host country government cannot credibly signal its honest intention such as to stick to the contracted tax rate. The foreign firm has some prior belief regarding the ex post discretionary policies of the local government. Since the investment is completely irreversible, such a belief pattern might not induce the firm to invest in a country which badly needs it. It is shown that the host government can design a subsidy scheme which might attract foreign investment by removing the credibility problem.

    Notes: Despite spectacular economic growth, most East-Asian countries (especially those with the Confucian cultures) score very low in happiness surveys. The present paper speculates on the reasons for this East-Asian happiness gap, including environmental disruption, excessive competitiveness, repressive education, excessive conformity, negative attitudes towards enjoyment, and the emphasis on outward appearance. The desired direction of future growth, especially regarding the relative importance of public spending on the environment and research, and the non-material aspects of life, are also briefly touched on.

    Notes: After a very brief review of Sen and his contributions, Sen’s views on capability egalitarianism are discussed. At the ultimate level, equality in welfare weights (the utilitarian objective of maximizing the equally weighted sum of individual welfares) is the morally right objective. Ultimately, everyone wants to have high welfare, not equal welfare with others. Capability and welfare egalitarianisms may lead to very low welfare levels for all and hence be unacceptable. However, Sen’s capability egalitarianism may be very useful at the practical level, as a means to promote harmony and ultimately high levels of welfare. Other contributions (including one from Sen himself) to this volume are summarized and commented on.

    Notes: Ng (Pacific Economic Review 1 (1996): 93–115) showed that the enrichment of a sector benefits the rest of the world as a whole in its general thrust, by showing the benefit for a benchmark case of a proportionate enrichment with homothetic preferences (for the enriching sector). This note generalizes the analysis to examine the effect of enrichment of one sector on some other sector. A proportionate enrichment with homothetic preferences can still be said to benefit any given sector in its general thrust, but in a somewhat weaker sense.

    Notes: Freedom (in the choice of jobs or the place of residency) and fairness (horizontal equity) may be inconsistent with the attainment of (vertical) equity (interpersonal equalization of marginal welfare of income) and/or efficiency, even abstracting from familiar factors (incentive effects, administrative costs) accounting for the equity-efficiency trade-off. The imposition of congestion taxes on urban residency or the offer of high salaries to attract volunteer soldiers may achieve an efficient division of the population consistent with freedom and fairness but is unlikely to coincide with the equalization of the marginal welfare of income. Dieser Konflikt mag einen Beitrag leisten zu der Erkläarung der Segregation in China zwischen Stadt und Land und dem weitverbrei-teten Phänomen der Wehrpflicht. Der vorliegende Beitrag bietet einen Beweis und eine schematische Illustration des Problems und eine allgemeine Diskussion des Konflikts.〈section xml:id="abs1-3"〉〈title type="main"〉RÉSUMÉLa liberté (comme dans le choix ďune situation professionnelle ou ďun lieu de résidence) et ľimpartialité (équité horizontale) peuvent ětre incompatibles avec la réalisation de ľéquité (verticale) et/ou de ľefficacité, měme en faisant abstraction des facteurs familiers (effets ďincitation, coǔts administratifs) qui interviennent dans le compromis équité-efficacité. Liberté et impartialité requièrent une indifférence individuelle (égalité des utilityés totales) entre les deux possibilityés, tandis que 1'equite (verticale) requiert une egalisation interindividuelle du bien-etre marginal du revenu. Asseoir un impot ďencombrement sur les residences urbaines ou offrir des salaires eleves pour attirer des soldats volontaires peuvent permettre ďobtenir une repartition efficace de la population compatible avec la liberte et ľimpartialite, mais ont peu de chances de coi'ncider avec legalisation du bien-etre marginal du revenu. Ce conflit peut expliquer en partie la segregation ville-campagne en Chine et le maintien de la conscription. Le present article verifie la théorie de ce conflit, illustre ce problème graphiquement, et pose le débat en termes généraux.
