    Notes: Abstract. Starting from a discussion of Schumpeter's analysis of the relationships of capitalism, socialism and democracy, it is shown that, in a complex society, democracy is only compatible with a decentralized market economy with safe property rights. But in time democracy shows a tendency to weaken the capitalist system by more and more regulations and an ever-increasing share of government (including the social security system) in GDP. This tendency is a consequence of political competition because of the development of interest groups and the presence of rationally uninformed voters. It leads to a weakening of efficiency, investment, innovation and thus to lower growth rates of GDP. But in time forces opposing this development arise. First, because of the negative consequences of growing government the welfare and regulatory state is bound to move into a crisis in the long run. Thus innovative politicians have a chance to win the support of a majority of voters for reform projects, who perceive finally the ever-increasing burden of higher taxes and regulations and realize that these burdens are not worth the benefits bestowed on them. In doing so, they may face, however, the competition of ideologies. Second, there are other states with lower taxes and less unnecessary regulations which show higher growth rates of GDP, and gain thus relative advantages in international political and military competition since they can command greater resources with the passage of time. To maintain their relative international power position, reforms are thus considered as necessary by rulers. This may be helped by pressure resulting from comparisons of the standards of living done by their citizens.

    Notes: The article explores in the framework of a two-period model if and under what conditions Böhm-Bawerk's pretention is correct, that the superiority of roundabout production processes leads to a positive interest rate. It is assumed that a central planning agency maximizes a social welfare function which has the available amounts of the single consumer good in both periods as its arguments. Production technique is given by three linear-limitational production processes. In the first production process the consumer good is produced by labor only, in the second by labor and a capital good, in the third the capital good is produced by labor and the capital good. The produced capital good has an infinite life span (no depreciation) and can be used for production not earlier than in the following period. With the production technique described the meaning of greater productivity of roundabout production processes is exactly definable without the use of an average production period.Starting from this model the optimality conditions for optimal quantities and optimal shadow prices are derivcd, using the theorems of Kuhn and Tucker.After defining the rate of interest it is shown that with greater productivity of roundabout production processes there is always a positive interest rate if not the highest possible capital good production takes place and if there is no capital good saturation. In these cases, too, a positive interest rate is possible, but this depends on other conditions than the superiority of roundabout production processes, e.g. a positive time preference. A stationary state without capital saturation can only come into being with a positive time preference and implies always a positive interest rate.Finally, some growth aspects of the model are considered. It is shown that population growth favours the existence of a positive interest rate because it tends to impede or remove capital saturation.

    Notes: Assumptions concerning the political behaviour of voters and politicians have first been made by A. Downs. Using these assumptions and considering several structural characteristics of democracy, the author of this paper attempts to develop some tendencies of economic policy. Since these tendencies are not only subject to the political but also to the economic situation of the country in question, additional assumptions upon the structure of economy have to be made. The present paper deals with a growing economy; it is assumed to work on a high level of diversification and consumption. Some sectors expand however only slowly, others even decline. Given these assumptions, the governmental economic policy will favour I. sectors with low rates of growth, and 2. sectors with low capital/ employment ratios. There exist, however, priorities about the measures to be taken: Import restriction is preferred to export promotion, export promotion to a policy of public buying and storing; even less estimated are public subsidies (provided costs of storing can be neglected and/or elasticities of demand and supply are low). The paper finally shows, how the tendencies of economic policy vary by changing political and economic structures of democracy.
