    Notizen: Summary and conclusions States with politically appointed bank supervisors are more liberal in allowing entry than states with bureaucratic supervisors, contrary to Eckert's hypothesis and his results on taxi regulation. While our results disconfirm his, they may simply be evidence that the hypotheses have yet to be framed properly and derived from a well-specified model of lifetime utility maximization by regulators. For example, the risk of bank failures which result from lax regulation of entry might be discounted more by the short-term political appointee than by the career bureaucrat. In addition, we have found that the dual regulatory system in banking does not by itself undo the outcomes of different state regulatory regimes on entry. Why this should be the case remains to be explored. Theories of capture of the regulatory process by affected parties are also not borne out by our estimates of equation (3). Until we know more about the costs, benefits, and alternative methods of influencing regulatory decisions, however, we cannot claim to have evidence for Peltzman's (1976) interest group model. Testing of such a model will require the use of a system of simultaneous equations.

    Notizen: Conclusions The author attempting to analyze the interplay between politics and economics is faced with a large number of problems, ranging from an always too small and idiosyncratic data set to the lack of any generally accepted theory of the process which has testable implications. My aims have been (1) to show that past studies have typically treated inflation in an extremely naive way, disregarding the fact that it may have political pluses if unanticipated, and (2) to test the sensitivity of established formulations to what I believe is the more useful view of voter behavior given in Model II. Since Model I and Model II represent polar extremes of amnesiac and eidetic behavior, tests of intermediate lag structures are clearly in order. Because of administration peculiarities, however, lost data points will pose a serious problem. Next on the research agenda is a look at the process by which the electorate forms its expectations and evaluations. Do events of the recent past indicate that administrations have lost the ability to ‘fool’ people with fiscal and monetary policies because the public's expectations have been rationally formulated? (McCallum, 1977) If so, then there will be a lower likelihood that a president can successfully control his popularity by using monetary and fiscal policies. Or is the recent past an odd slice of history in which external events have temporarily eclipsed the administration's power to control the economy? If so, then the next few decades of data will be well worth examining.

    Notizen: Abstract In the standard Tullock model of rent-seeking as a noncooperative game, aggregate expenditures by seekers can equal, exceed, or fall short of total rents depending on what is assumed about the number of seekers and the marginal return to a seeker's investment. If the supply of an input into the rent-seeking process is controlled by a politician who receives payment from seekers for it, the indeterminacy of the process becomes a less serious problem. He supplies it and designs the rent-seeking game to maximize his wealth. The author derives expressions for the number of seekers and the marginal return parameter which maximize the politician's wealth in one-input and two-input rent-seeking processes.

    Notizen: Abstract In a symmetric two-person rent-seeking game, it is shown that nonzero conjectural variations can be incorporated to yield a larger class of solutions than has been hitherto analyzed. The author shows that the fraction of rents dissipated as expenditures by seekers depends on the conjectural variation which is assumed, and that Posner's assertion of full dissipation in his model only holds under a Bertrand conjecture. All admissible constant conjectural variations which are held by both players yield conjecturally consistent equilibria, but the result no longer holds if the game has a systematic bias toward one player.
