    Notes: It is found that market growth and structural changes will affect the results of quantitative analyses of the Uruguay Round. Rapid economic growth in Asia, and relatively deeper cuts in protection in that region, result in larger proportionate welfare gains in the year 2005 than in the year 1992. It is also found that changing comparative advantage, and shifts in global demand, result in substantial changes in the restrictive effects of the bilateral quotas on textiles and apparel. Accounting for the factors associated with market growth and structural change adds 30% to the estimates of global welfare gains from the Uruguay Round.

    Notes: Examines the reform of NHS employment practices focusing on managerial attempts to alter pay and working practices within NHS Trusts. It draws on case study evidence to illustrate the difficulties that have confronted managers in making radical changes in employment practices. It is argued that, despite important changes in working practices, the possibilities for a more strategic approach towards the management of staff in the NHS remains heavily constrained by central government intervention which reduces management autonomy at Trust level. After considering the implications for NHS employment practices of the NHS reforms, case study evidence from an acute trust hospital of pay determination and work organisation reform is assessed. Concludes by placing these findings in a wider context, including the prospects for employment practice reform under a Labour government.

    Notes: Since the establishment of the Economic Community of West African States in 1975, its acronym has become well known, even though ‘E.C.O.W.A.S.’ still means little more than a synonym for ‘West Africa’ and a symbolic tribute to the ideals of African unity. The Community has certainly witnessed a growth of its bureaucracy and institutions, but the limited co-operation actually achieved has been based on strengthening links which were developed in the region since the early 1960s rather than on the transfer of state prerogatives to Community organs on specific issues.

    Notes: The battle between the recording industry and those illegal sharing music over the Internet has gripped headlines over the last few years like few others related to the digital age. At its core, it is a battle about the meaning of property and thus a battle over the heart of the emerging information economy. This article critically examines the double punch of law and technology - the simultaneous and interwoven deployment of legal and electronic measures to protect digital content - and asks whether it is merely a defense strategy against piracy, as the industry asserts, or rather an attempt to fundamentally redefine the producer-consumer relationship. Based on some initial evidence for the latter proposition, the article analyzes reasons for concern, outlines the current politics of copyright policymaking that have given producers the upper hand, and sketches elements of a strategy to fight music piracy that does not infringe on basic consumer rights.

    Notes: Stephen Bach, who is Lecturer in Industrial Relations at the Warwick Business School and an Associate Fellow of its Industrial Relations Research Unit, examines the impact of the internal market in the NHS on the role, organisation and influence of the personnel function. He argues that personnel specialists have not been able to fulfil expectations of them and occupy a peripheral role within NHS trusts. This has occurred because of their limited involvement in corporate decision making, the difficulties of decentralising personnel practice and the absence of a strategic direction for the management of human resources at national level. In this context, he argues that the prospects for the personnel function and the potential for an integrated, long-term approach to the management of staff in the NHS remain at best uncertain.
