    Description: Development work on an arrangement using ailerons and spoilers for lateral control was carried out by the Vought-Sikorsky Aircraft Division of the United Aircraft Corporation on a small commercial airplane in flight and on an airfoil in a wind tunnel. Spoiler hinge moments were reduced by aerodynamic balance. The arrangement was then built into an experimental airplane and further improvements were adopted as the result of flight and tunnel tests. The use of ailerons for lateral control with flaps up, spoilers with flaps full down, and gradual transition as the flaps are lowered was found to provide lateral control under the flight conditions for which they were best suited. The ailerons were of short span, permitting the use of long-span flaps, and were drooped to a relatively large angle when the flaps were deflected. A high maximum lift coefficient was thus attained. With large control deflections in the intermediate flap-angle range and spoiler effectiveness near neutral improved by "ventilating" the spoiler, the lateral control was satisfactory for the experimental airplane and was a definite improvement over that of a conventional control arrangement.

    Description: The Lunar Flashlight is a Jet Propulsion Laboratory project, with NASA Marshall Space Flight Center (MSFC) serving as the principal investigator and providing the solar sail propulsion system. The goal of Lunar Flashlight is to determine the presence and abundance of exposed lunar water ice within permanently shadowed regions (PSRs) at the lunar south pole, and to map its concentration at the 1-2 kilometer scale to support future exploration and use. After being ejected in cis-lunar space by the launch vehicle, Lunar Flashlight deploys solar panels and an 85-square-meter solar sail and maneuvers into a low-energy transfer to lunar orbit. The solar sail and attitude control system work to bring the satellite into an elliptical polar orbit, spiraling down over a period of 18 months to a perilune of 30-10 kilometers above the south pole for data collection. Lunar Flashlight uses its solar sail to shine reflected sunlight onto the lunar surface, measuring surface reflectance with a four-filter point spectrometer. The spectrometer measures water ice absorption features (1.5, 1.95 microns) and the continuum between them (1.1, 1.9 microns). The ratios of water ice bands to the continuum will provide a measure of the abundance of surface frost and its variability across PSRs. Water ice abundance will be correlated with other data from previous missions, such as the Lunar Reconnaissance Orbiter and Lunar Crater Observation and Sensing Satellite, to provide future human and robotic explorers with a map of potential resources. The mission is enabled by the use of an 85-square-meter solar sail being developed by MSFC.

    Description: This paper describes the design of a unique suite of mechanisms that make up the Deployment and Pointing System (DAPS) for the Neutron Star Interior Composition Explorer (NICER/SEXTANT) instrument, an X-Ray telescope, which will be mounted on the International Space Station (ISS). The DAPS system uses four stepper motor actuators to deploy the telescope box, latch it in the deployed position, and allow it to track sky targets. The DAPS gimbal architecture provides full-hemisphere coverage, and is fully re-stowable. The compact design of the mechanism allowed the majority of total instrument volume to be used for science. Override features allow DAPS to be stowed by ISS robotics.

    Description: Coastal regions have historically represented a significant challenge for air quality investigations because of water-land boundary transition characteristics and a paucity of measurements available over water. Prior studies have identified the formation of high levels of ozone over water bodies, such as the Chesapeake Bay, that can potentially recirculate back over land to significantly impact populated areas. Earth-observing satellites and forecast models face challenges in capturing the coastal transition zone where small-scale meteorological dynamics are complex and large changes in pollutants can occur on very short spatial and temporal scales. An observation strategy is presented to synchronously measure pollutants over land and over water to provide a more complete picture of chemical gradients across coastal boundaries for both the needs of state and local environmental management and new remote sensing platforms. Intensive vertical profile information from ozone lidar systems and ozonesondes, obtained at two main sites, one over land and the other over water, are complemented by remote sensing and in situ observations of air quality from ground-based, airborne (both personned and unpersonned), and shipborne platforms. These observations, coupled with reliable chemical transport simulations, such as the National Oceanic and Atmospheric Administration (NOAA) National Air Quality Forecast Capability (NAQFC), are expected to lead to a more fully characterized and complete landwater interaction observing system that can be used to assess future geostationary air quality instruments, such as the National Aeronautics and Space Administration (NASA) Tropospheric Emissions: Monitoring of Pollution (TEMPO), and current low-Earth-orbiting satellites, such as the European Space Agencys Sentinel-5 Precursor (S5-P) with its Tropospheric Monitoring Instrument (TROPOMI).

    Description: MSL Curiosity investigated the Windjana sandstone outcrop, in the Kimberley area of Gale Crater, and obtained mineralogical analyses with the CheMin XRD instrument. Windjana is remarkable in containing an abundance of potassium feldspar (and thus K in its bulk chemistry) combined with a low abundance of plagioclase (and low Na/K in its chemistry). The source of this enrichment in K is not clear, but has significant implications for the geology of Gale Crater and of Mars. The high K could be intrinsic to the sediment and imply that the sediment source area (Gale Crater rim) includes K-rich basalts and possibly more evolved rocks derived from alkaline magmas. Alternatively, the high K could be diagenetic and imply that the Gale Crater sediments were altered by K-rich aqueous fluids after deposition.

    Description: Recent changes in the climate system have led to growing concern, especially in communities which are highly vulnerable to resource shortages and weather extremes. There is an urgent need for better climate information to develop solutions and strategies for adapting to a changing climate. Climate models provide excellent tools for studying the current state of climate and making future projections. However, these models are subject to biases created by structural uncertainties. Performance metrics-or the systematic determination of model biases-succinctly quantify aspects of climate model behavior. Efforts to standardize climate model experiments and collect simulation data-such as the Coupled Model Intercomparison Project (CMIP)-provide the means to directly compare and assess model performance. Performance metrics have been used to show that some models reproduce present-day climate better than others. Simulation data from multiple models are often used to add value to projections by creating a consensus projection from the model ensemble, in which each model is given an equal weight. It has been shown that the ensemble mean generally outperforms any single model. It is possible to use unequal weights to produce ensemble means, in which models are weighted based on performance (called "intelligent" ensembles). Can performance metrics be used to improve climate projections? Previous work introduced a framework for comparing the utility of model performance metrics, showing that the best metrics are related to the variance of top-of-atmosphere outgoing longwave radiation. These metrics improve present-day climate simulations of Earth's energy budget using the "intelligent" ensemble method. The current project identifies several approaches for testing whether performance metrics can be applied to future simulations to create "intelligent" ensemble-mean climate projections. It is shown that certain performance metrics test key climate processes in the models, and that these metrics can be used to evaluate model quality in both current and future climate states. This information will be used to produce new consensus projections and provide communities with improved climate projections for urgent decision-making.

    Description: We present the detection of a giant radio halo (GRH) in the Sunyaev-Zel'dovich (SZ)-selected merging galaxy cluster ACT-CL J0256.5+0006 (zeta = 0.363), observed with the Giant Metrewave Radio Telescope at 325 MHz and 610 MHz. We find this cluster to host a faint (S(sub 610) = 5.6 +/- 1.4 mJy) radio halo with an angular extent of 2.6 arcmin, corresponding to 0.8 Mpc at the cluster redshift, qualifying it as a GRH. J0256 is one of the lowest-mass systems, M(sub 500,SZ) = (5.0 +/- 1.2) x 10(sup14) solar mass foud to host a GRH. We measure the GRH at lower significance at 325 MHz (S(sub 325) = 10.3 +/- 5.3 mJy), obtaining a spectral index measurement of alpha sup 610 sub 325 = 1.0(sup +0.7)(sub 0.9). This result is consistent with the mean spectral index of the population of typical radio halos, alpha = 1.2 +/- 0.2. Adopting the latter value, we determine a 1.4 GHz radio power of P(sub 1.4GHz) = (1.0 +/- 03) x 10(sup 24) W Hz(sup -1), placing this cluster within the scatter of known scaling relations. Various lines of evidence, including the ICM morphology, suggest that ACT-CL J0256.5+0006 is composed of two subclusters. We determine a merger mass ratio of 7:4, and a line-of-sight velocity difference of perpendicular = 1880 +/- 210 km s(sup -1). We construct a simple merger model of infer relevant time-scales in the merger. From its location on the P1.4GHz-L(sub x) scaling relation, we infer that we observe ACT-CL J0256.5+0006 just before first core crossing.

    Description: During early November 2013, the magnetosphere experienced concurrent driving by a coronal mass ejection (CME) during an ongoing high-speed stream (HSS) event. The relativistic electron response to these two kinds of drivers, i.e., HSS and CME, is typically different, with the former often leading to a slower buildup of electrons at larger radial distances, while the latter energizing electrons rapidly with flux enhancements occurring closer to the Earth. We present a detailed analysis of the relativistic electron response including radial profiles of phase space density as observed by both Magnetic Electron and Ion Sensor (MagEIS) and Relativistic Electron Proton Telescope instruments on the Van Allen Probes mission. Data from the MagEIS instrument establish the behavior of lower energy (〈1 MeV) electrons which span both intermediary and seed populations during electron energization. Measurements characterizing the plasma waves and magnetospheric electric and magnetic fields during this period are obtained by the Electric and Magnetic Field Instrument Suite and Integrated Science instrument on board Van Allen Probes, Search Coil Magnetometer and Flux Gate Magnetometer instruments on board Time History of Events and Macroscale Interactions during Substorms, and the low-altitude Polar-orbiting Operational Environmental Satellites. These observations suggest that during this time period, both radial transport and local in situ processes are involved in the energization of electrons. The energization attributable to radial diffusion is most clearly evident for the lower energy (〈1 MeV) electrons, while the effects of in situ energization by interaction of chorus waves are prominent in the higher-energy electrons.

    Description: The Robonaut project has been conducting research in robotics technology on board the International Space Station (ISS) since 2012. Recently, the original upper body humanoid robot was upgraded by the addition of two climbing manipulators ("legs"), more capable processors, and new sensors, as shown in Figure 1. While Robonaut 2 (R2) has been working through checkout exercises on orbit following the upgrade, technology development on the ground has continued to advance. Through the Active Reduced Gravity Offload System (ARGOS), the Robonaut team has been able to develop technologies that will enable full operation of the robotic testbed on orbit using similar robots located at the Johnson Space Center. Once these technologies have been vetted in this way, they will be implemented and tested on the R2 unit on board the ISS. The goal of this work is to create a fully-featured robotics research platform on board the ISS to increase the technology readiness level of technologies that will aid in future exploration missions. Technology development has thus far followed two main paths, autonomous climbing and efficient tool manipulation. Central to both technologies has been the incorporation of a human robotic interaction paradigm that involves the visualization of sensory and pre-planned command data with models of the robot and its environment. Figure 2 shows screenshots of these interactive tools, built in rviz, that are used to develop and implement these technologies on R2. Robonaut 2 is designed to move along the handrails and seat track around the US lab inside the ISS. This is difficult for many reasons, namely the environment is cluttered and constrained, the robot has many degrees of freedom (DOF) it can utilize for climbing, and remote commanding for precision tasks such as grasping handrails is time-consuming and difficult. Because of this, it is important to develop the technologies needed to allow the robot to reach operator-specified positions as autonomously as possible. The most important progress in this area has been the work towards efficient path planning for high DOF, highly constrained systems. Other advances include machine vision algorithms for localizing and automatically docking with handrails, the ability of the operator to place obstacles in the robot's virtual environment, autonomous obstacle avoidance techniques, and constraint management.

    Description: About one-half of the global CO2 emissions from fossil fuel combustion and deforestation accumulates in the atmosphere, where it contributes to global warming. The rest is taken up by vegetation and the ocean. The precise contribution of the two sinks, and their location and year-to-year variability are, however, not well understood. We use two different approaches, batch Bayesian synthesis inversion and variational data assimilation, to deduce the global spatiotemporal distributions of CO2 fluxes during 2009-2010. One of our objectives is to assess different sources of uncertainties in inferred fluxes, including uncertainties in prior flux estimates and observations, and differences in inversion techniques. For prior constraints, we utilize fluxes and uncertainties from the CASA-GFED model of the terrestrial biosphere and biomass burning driven by satellite observations and interannually varying meteorology. We also use measurement-based ocean flux estimates and two sets of fixed fossil CO2 emissions. Here, our inversions incorporate column CO2 measurements from the GOSAT satellite (ACOS retrieval, filtered and bias-corrected) and in situ observations (individual flask and afternoon-average continuous observations) to estimate fluxes in 108 regions over 8-day intervals for the batch inversion and at 3 x 3.75 weekly for the variational system. Relationships between fluxes and atmospheric concentrations are derived consistently for the two inversion systems using the PCTM atmospheric transport model driven by meteorology from the MERRA reanalysis. We compare the posterior fluxes and uncertainties derived using different data sets and the two inversion approaches, and evaluate the posterior atmospheric concentrations against independent data including aircraft measurements. The optimized fluxes generally resemble those from other studies. For example, the results indicate that the terrestrial biosphere is a net CO2 sink, and a GOSAT-only inversion suggests a shift in the global sink from the tropics south to the north relative to the prior and to an in-situ-only inversion. We also find a smaller terrestrial sink in higher-latitude northern regions in boreal summer of 2010 relative to 2009.
