    Description: The importance of the measurement of wind fields is discussed. Wind regime data can be used to infer the amount and type of wind induced (aerolian) transport of sand and dust, or to establish global circulation models, for example on other planets. Since local measurements are costly and often impossible, it is desired to infer such data from remotely sensed information. A potential mechanism for remotely inferring the wind regime by using synthetic aperture radar data to describe the roughness of the surface is described. A project to estimate the practicality of using such a mechanism is described. An experiment that extends the mechanism to vegetated sites, where the goal is to measure potential for erosion, is reported.

    Description: VICAR (Video Image Communication and Retrieval) is a general purpose image processing software system that has been under continuous development since the late 1960's. Originally intended for data from the NASA Jet Propulsion Laboratory's unmanned planetary spacecraft, VICAR is now used for a variety of other applications including biomedical image processing, cartography, earth resources, and geological exploration. The development of this newest version of VICAR emphasized a standardized, easily-understood user interface, a shield between the user and the host operating system, and a comprehensive array of image processing capabilities. Structurally, VICAR can be divided into roughly two parts; a suite of applications programs and an executive which serves as the interfaces between the applications, the operating system, and the user. There are several hundred applications programs ranging in function from interactive image editing, data compression/decompression, and map projection, to blemish, noise, and artifact removal, mosaic generation, and pattern recognition and location. An information management system designed specifically for handling image related data can merge image data with other types of data files. The user accesses these programs through the VICAR executive, which consists of a supervisor and a run-time library. From the viewpoint of the user and the applications programs, the executive is an environment that is independent of the operating system. VICAR does not replace the host computer's operating system; instead, it overlays the host resources. The core of the executive is the VICAR Supervisor, which is based on NASA Goddard Space Flight Center's Transportable Applications Executive (TAE). Various modifications and extensions have been made to optimize TAE for image processing applications, resulting in a user friendly environment. The rest of the executive consists of the VICAR Run-Time Library, which provides a set of subroutines (image I/O, label I/O, parameter I/O, etc.) to facilitate image processing and provide the fastest I/O possible while maintaining a wide variety of capabilities. The run-time library also includes the Virtual Raster Display Interface (VRDI) which allows display oriented applications programs to be written for a variety of display devices using a set of common routines. (A display device can be any frame-buffer type device which is attached to the host computer and has memory planes for the display and manipulation of images. A display device may have any number of separate 8-bit image memory planes (IMPs), a graphics overlay plane, pseudo-color capabilities, hardware zoom and pan, and other features). The VRDI supports the following display devices: VICOM (Gould/Deanza) IP8500, RAMTEK RM-9465, ADAGE (Ikonas) IK3000 and the International Imaging Systems IVAS. VRDI's purpose is to provide a uniform operating environment not only for an application programmer, but for the user as well. The programmer is able to write programs without being concerned with the specifics of the device for which the application is intended. The VICAR Interactive Display Subsystem (VIDS) is a collection of utilities for easy interactive display and manipulation of images on a display device. VIDS has characteristics of both the executive and an application program, and offers a wide menu of image manipulation options. VIDS uses the VRDI to communicate with display devices. The first step in using VIDS to analyze and enhance an image (one simple example of VICAR's numerous capabilities) is to examine the histogram of the image. The histogram is a plot of frequency of occurrence for each pixel value (0 - 255) loaded in the image plane. If, for example, the histogram shows that there are no pixel values below 64 or above 192, the histogram can be "stretched" so that the value of 64 is mapped to zero and 192 is mapped to 255. Now the user can use the full dynamic range of the display device to display the data and better see its contents. Another example of a VIDS procedure is the JMOVIE command, which allows the user to run animations interactively on the display device. JMOVIE uses the concept of "frames", which are the individual frames which comprise the animation to be viewed. The user loads images into the frames after the size and number of frames has been selected. VICAR's source languages are primarily FORTRAN and C, with some VAX Assembler and array processor code. The VICAR run-time library is designed to work equally easily from either FORTRAN or C. The program was implemented on a DEC VAX series computer operating under VMS 4.7. The virtual memory required is 1.5MB. Approximately 180,000 blocks of storage are needed for the saveset. VICAR (version 2.3A/3G/13H) is a copyrighted work with all copyright vested in NASA and is available by license for a period of ten (10) years to approved licensees. This program was developed in 1989.

    Description: The present work describes the mission operations system (MOS) design process for remote-sensing missions. A MOS is defined as the system required to perform, monitor, and control an operation, encompassing personnel, hardware, software and/or documentation. Attention is given to telecommunications and remote-sensing instrumentation, MOS definition program phases and reviews, and MOS organization, management, and staffing. Also treated are the uplink and downlink processes, anomalies and contingency plans, the illustrative case of the MOS for the Magellan radar sensing mission, and a projection of future MOSs incorporating AI.

    Description: Acquisition of ground truth data for use in microwave interaction modeling requires measurement of surface roughness sampled at intervals comparable to a fraction of the microwave wavelength and extensive enough to adequately represent the statistics of a surface unit. Sub-centimetric measurement accuracy is thus required over large areas, and existing techniques are usually inadequate. A technique is discussed for acquiring the necessary photogrammetric data using twin film cameras mounted on a helicopter. In an attempt to eliminate tedious data reduction, an automated technique was applied to the helicopter photographs, and results were compared to those produced by conventional stereogrammetry. Derived root-mean-square (RMS) roughness for the same stereo-pair was 7.5 cm for the automated technique versus 6.5 cm for the manual method. The principal source of error is probably due to vegetation in the scene, which affects the automated technique but is ignored by a human operator.

    Description: A common problem in acquiring ground-truth data for use in microwave interaction modeling is the capture of surface roughness data that are both sampled at distances comparable to a fraction of the wavelength and extensive enough to represent the surface statistics in at least one resolution cell of the microwave remote sensor used. A technique has been developed for acquiring the necessary photogrammetric data using twin 70-mm film cameras mounted on a helicopter boom. The apparatus is described, and the accuracy with which ground surface roughness can be characterized using this device is estimated. Both standard and cross-correlation methods were used for data reduction. Stereogrammetry is compared with a completely automated image-matching technique. Dense disparity images were generated from the helicopter stereo pairs. Using interior orientation parameters supplied by the camera manufacturers, and assuming that exterior orientation parameters remain constant between control target and test field photography, an extremely dense DEM (digital elevation model) for a test field has been derived. Results are compared, and accuracy estimates are presented.

    Description: Multiple incidence angle SIR-B data of the Cordon la Grasa region of the Chubut Province of Argentina are used to discriminate various forest types by their relative brightness versus incidence angle signatures. The region consists of several species of Nothofagas which change in canopy structure with elevation, slope, and exposure. In general, the factors that appear to impact the radar response most are canopy structure, density, and ground cover (presence or absence of dead trunks and branches in particular). The results of this work indicate that (1) different forest species, and structures of a single species, may be discriminated using multiple incidence angle radar imagery and (2) it is essential to consider the variation in backscatter due to incidence angle when analyzing the comparing data collected at varying frequencies and polarizations.

    Description: Agriculture, which occupies a vital position in the economy of the State of California, depends crucially on the available water. The California Department of Water Resources (DWR) is, therefore, greatly concerned with the total water requirements for agricultural applications. In view of the limitations of an area-limited, single-date survey system, the DWR has been cooperating with NASA and the University of California in a study of the applicability of Landsat imagery and digital data as an aid in making decisions concerning the management of water resources. Attention is given to a statewide inventory of irrigated land, computer-assisted estimation and mapping of irrigated land, and a crop type analysis using Landsat digital data.

    Description: The Shuttle Imaging Radar (SIR-B), the second synthetic aperture radar (SAR) to fly aboard a shuttle, was launched on October 5, 1984. One of the primary goals of the SIR-B experiment was to use multiple incidence angle radar images to distinguish different terrain types through the use of their characteristic backscatter curves. This goal was accomplished in several locations including the Chubut Province of southern Argentina. Four descending image acquisitions were collected providing a multiple incidence angle image set. The data were first used to assess stereo-radargrammetric techniques. A digital elevation model was produced using the optimum pair of multiple incidence angle images. This model was then used to determine the local incidence angle of each picture element to generate curves of relative brightness vs. incidence angle. Secondary image products were also generated using the multi-angle data. The results of this work indicate that: (1) various forest species and various structures of a single species may be discriminated using multiple incidence angle radar imagery, and (2) it is essential to consider the variation in backscatter due to a variable incidence angle when analyzing and comparing data collected at varying frequencies and polarizations.

    Description: Periodic assessment of existing and future demands for water within California is one responsibility of the California Department of Water Resources (CDWR). The California Irrigated Lands Assessment for Water Management Project represented a 5-year joint research effort between the NASA and the CDWR with technical support from the University of California (UC) at Berkeley and at Santa Barbara. The objectives were: (1) to develop and demonstrate procedures for providing highly precise, timely, estimates of irrigated area on a statewide basis using Landsat sensor data, and (2) to develop, through research with small demonstration sites, a procedure for the inventory and mapping of crop groups on a regional basis. Both manual and computer-assisted analyses were investigated. This paper highlights the statewide irrigated lands inventory where a procedure for statewide estimation of irrigated land using full frame Landsat MSS imagery and sampled ground data was successfully demonstrated. The statewide estimate of 3 990 112 hectares was within + or - 1.32 percent relative standard error at the 95-percent Confidence Interval, well within the design goal. This procedure represents a new capability for obtaining near-real time data on changes in agricultural water use throughout the state.

    Description: SIR-C is a continuation of the Shuttle Imaging Radar (SIR) series of synthetic aperture radar (SAR) imaging systems flown by the Jet Propulsion Laboratory aboard the Space Shuttle. SIR-A, flown in 1981, showed that SAR can be a useful remote sensing tool in the fields of geology, hydrology, and oceanography. SIR-B added the capability of moving the radar's antenna in 1984, showing that multiple incidence angle images add materially to the usefulness of SAR. SIR-C will add the dimensions of wavelength and polarization, providing the most powerful system ever flown for SAR scientific studies of the earth.
