    Notes: Rather than legal enactment and collective bargaining being the main engines of the ‘Europeanisation’ of industrial relations, benchmarking and ‘soft’ forms of regulation are increasingly to the fore. This article traces the origins of benchmarking from management tool to regulatory instrument, in particular analysing its functioning at the levels of the Euro–company, Euro–sector and the Community itself. Without better processes, better data and better implementation, the paper concludes, benchmarking is likely to prove no more effective a means of co–ordination than the traditional Community method.

    Notes: Claims that companies have increasingly turned to temporary workers, outworkers and subcontracting to enhance their ‘numerical flexibility’ are scrutinised using data from a survey of industrial relations in large companies. The survey reveals considerable continuity in the use of these employment practices. Recent reports published by the National Economic Development Office and ACAS are shown to overstate the extent of change in the 1980s.

    Notes: The view that the role of European Works Councils (EWCs) is shaped predominantly by national industrial relations (IR) traditions in the company's country of origin derives largely from the experience of EWCs in companies based in continental Europe. This article argues that a more differentiated approach to the influence of national IR factors on EWCs needs to be developed to take account of the circumstances of companies headquartered in the UK and the US, whose national IR arrangements do not provide a strong institutional model for the EWC and, in the case of US-based companies, where headquarters management has little or no direct involvement in the EWC. Findings from comparative case studies of EWCs in eight UK- and US-based multinationals suggest that their character is shaped by the interplay between ‘country-of-origin’ factors,‘country-of-location’ factors and structural, company-specific considerations.

    Notes: Paul Marginson, Paul Edwards, Peter Armstrong and John Purcell draw on the findings of IRRU's Company Level Industrial Relations Survey to investigate the business structure, budgetary control systems and strategic orientations of large companies in the UK. Companies’ internal structure, and their systems of budgetary control, are shown to be associated with the kind of diversification strategy they are pursuing. Both external change, such as acquisition, and organic change are widespread across all types of firm as is the consequent internal reorganisation. They discuss the implications of the different strategic orientations and structural arrangements, and the rapidity of organisational change, for human resource policy.Paul Marginson and Paul Edwards are respectively Senior Lecturer and Professor of Industrial Relations at the Warwick Business School and Associate Fellow and Deputy Director of its Industrial Relations Research Unit; Peter Armstrong is Senior Lecturer in the Management School at the University of Sheffield; and John Purcell is University Lecturer in Management Studies and Fellow of Templeton College, Oxford.
