Abstract It has been shown that various perturbations of reorienting dipolar surface groups of atoms result in increases in the frequencies of the twist vibrations and decreases in the frequencies of the stretching vibrations when their anharmonicity is taken into account. Simple theoretical relations, which give an approximate description of the shifts of the frequencies of the maxima of the absorption bands of OH and OD groups on an SiO2 surface in response to various perturbations, have been presented. The gentle slope of the low-frequency side of the absorption band of the stretching vibrations of reorienting groups on a heterogeneous surface has been explained.
