    Notes: Slabs of agar gel were heated in a microwave oven. Temperatures were measured at various depths into the sample to experimentally determine the internal temperature profile. These were compared to power and temperature profiles predicted from Lambert's law, Maxwell's field equations and a Combined equation. Lambert's law and the Combined equation predicted a much slower heating rate than found experimentally, while Maxwell's field equations gave a much more accurate prediction. Because of the internal standing waves that are created, a small variation in sample thickness could make a large difference in heating rate for thin samples.

    Notes: Microwave oven heating rates of various oil-in-water emulsions, water-in-oil emulsions, and layered systems were compared. Emulsions heated faster than corresponding layered systems, which heated faster than a calculated weighted average of individual components. Differences were attributed to increased power absorption caused by the large number of interfaces occurring in emulsions, or by a single interface in the layered system, and by resonant absorption of microwave radiation, which is determined by dielectric properties. The types and proportions of emulsions determined the number of interfaces. The dielectric properties and sample size determined in which samples resonant absorption occurred.

    Notes: The earliest quantitative chemical analysis of ground water from the United States was probably made during 1807. The largest number of early analyses were of water from various mineral springs in and near the towns of Ballston and Saratoga Springs, New York. Although most of the scientific and economic interest at the time centered on the reported health benefits from the water, some of the earliest reports describing the springs contained rudimentary yet scientifically based hydrogeochemical explanations for the dissolved constitutents in the water. One motivation for the early analytical work was the desire to concoct a dry mixture of chemicals that would duplicate the mineral water when mixed with ordinary drinking water. The use of a powder would simplify distribution and bypass dealing with owners of the springs. Early analyses of water from Congress Spring published by different individuals between 1817 and 1856 are similar, and if allowance is made for minor temporal changes in quality, the results would be considered useful even by modern standards.

    Notes: Many states are striving to meet public demand for accountability by “benchmarking”—setting social goals for the state and tracking progress in meeting the goals. However, states are finding it difficult to set realistic targets and to assess the impacts of policy on achievement of the targets without a framework that models the relationships among policy targets, policy actions and social and economic forces outside the control of policymakers. This paper develops a dynamic simulation model of one “benchmark” (poverty incidence) in Oregon, linking transitions into and out of poverty to various events (increased earnings, or having a child as a teenager, for example), and linking these events to policy. The simulation results suggest that, with current policies, Oregon will come close to achieving its poverty benchmark target of 11 percent by the year 2000 if economic conditions remain favorable. The model is used to examine the impact on poverty incidence of three policy strategies: reducing high school dropout and teen pregnancy rates, increasing the effectiveness of social support programs to JOBS participants, and boosting job growth. The simulation results suggest that when assessing the state's performance or “grading” the observed trend in the poverty benchmark, policymakers should take into account the performance of the state (and national) economy. The impact of policy efforts to reduce poverty is limited because many poverty spells are caused largely by events not affected by current state policies.

    Notes: . DNA fragments homologous to P-type cation translocating ATPase genes were identified in Trichomonas vaginalis by polymerase chain reaction (PCR) amplification. The genomic locus corresponding to one PCR fragment, TVCA1, contains a 3,055 base-pair open reading frame encoding a 108,162 dalton protein composed of 981 amino acids. TVCA1 lacks introns, is present in a single copy, and is expressed as a 3.1 kb transcript with short 5’and 3’untranslated regions. Separate primer extension experiments map the 5’end of the TVCA1 transcript to 12 and 16 nucleotide bases (nt) upstream of the methionine initiation codon. The message polyadenylation site is located 62 nt downstream of the protein termination codon at a CA dinucleotide. The TVCA1 protein sequence shares 57-58% similarity with rabbit, schistosome, trypanosome and malarial sarcoplasmic-endoplasmic reticulum calcium (SERCA) pumps, and significantly lower similarity with plasma membrane calcium pumps and cation translocating ATPases of other ion specificities. Structural and functional domains identified in P-type ATPases as well as 61/68 residues specifically implicated in SERCA pump activity are conserved in TVCA1. However, TVCA1 lacks binding sites for phospholamban regulation, thapsigargin inhibition and the calmodulin dependent protein kinase site phosphorylation present in other SERCA pumps.

    Notes: This paper describes the U.S. Environmental Protection Agency's assessment of potential health risks associated with the possible widespread use of a manganese (Mn)-based fuel additive, methylcyclopentadienyl manganese tricarbonyl (MMT). This assessment was significant in several respects and may be instructive in identifying certain methodological issues of general relevance to risk assessment. A major feature of the inhalation health risk assessment was the derivation of Mn inhalation reference concentration (RfC) estimates using various statistical approaches, including benchmark dose and Bayesian analyses. The exposure assessment component used data from the Particle Total Exposure Assessment Methodology (PTEAM) study and other sources to estimate personal exposure levels of particulate Mn attributable to the permitted use of MMT in leaded gasoline in Riverside, CA, at the time of the PTEAM study; on this basis it was then possible to predict a distribution of possible future exposure levels associated with the use of MMT in all unleaded gasoline. Qualitative as well as quantitative aspects of the risk characterization are summarized, along with inherent uncertainties due to data limitations.

    Notes: The Technology Acceptance Model (TAM) has been widely used to predict user acceptance and use based on perceived ease of use and usefulness. However, in order to design effective training interventions to improve user acceptance, it is necessary to better understand the antecedents and determinants of key acceptance constructs. In this research, we focus on understanding the determinants of perceived ease of use. Data from three experiments spanning 108 subjects and six different systems supported our hypothesis that an individual's perception of a particular system's ease of use is anchored to her or his general computer self-efficacy at all times, and objective usability has an impact on ease of use perceptions about a specific system only after direct experience with the system. In addition to being an important research issue in user acceptance research, understanding antecedents of perceived ease of use is also important from a practical standpoint since several systems in which millions of dollars are invested are rejected because of poor user interfaces. Moreover, the actual underlying problem might be low computer self-efficacy of the target user group. In such cases, training interventions aimed at improving computer self-efficacy of users may be more effective than improved interface design for increasing user acceptance.

    Notes: Eighty-six isolates of Erwinia salicis, the causal agent of watermark disease of willow, were obtained from culture collections and collected from various willow plantations in south-east England. These isolates were characterized by their reaction in a competitive enzyme-linked immunosorbent assay, by enzyme electrophoresis, and for lysis by a panel of five bacteriophage. Eighty-one isolates had similar characteristics and clustered at a level of similarity of at least 60%. Five isolates were found to have less than 20% similarity to the other E. salicis. Antiserum raised against E. salicis (NCPPB 2535) was found to be specific to E. salicis and did not cross-react with other bacteria tested. No geographical clustering of electrotypes was found: however, Dutch and English isolates could be distinguished by bacteriophage typing. The local distribution of electrotypes collected from diseased trees suggests that the bacterium is spread via the propagating material and that tree to tree spread is rare.

    Notes: Respiration tests were carried out during a seven month bioremediation field trial to monitor biodegradation rates of weathered diesel non-aqueous phase liquid (NAPL) contaminating a shallow sand aquifer. Multiple depth monitoring of oxygen concentrations and air-filled porosity were carried out in nutrient amended and nonamended locations to assess the variability of degradation rate estimates calculated from respiration tests.The field trial consisted of periodic addition of nutrients (nitrogen and phosphorus) and aeration of a 100 m2 trial plot. During the bioremediation trial, aeration was stopped periodically, and decreases in gaseous oxygen concentrations were logged semi-continuously using data loggers attached to recently developed in situ oxygen probes placed at multiple depths above and within a thin NAPL-contaminated zone. Oxygen usage rate coefficients were determined by fitting zero-and first-order rate equations to the oxygen concentration reduction curves, although only zero-order rates were used to calculate biodegradation rates. Air-filled porosity estimates were found to vary by up to a factor of two between sites and at different times.NAPL degradation rates calculated from measured air-filled porosity and oxygen usage rate coefficients ranged up to 69 mg kg-1 day-1. These rates are comparable to and higher than rates quoted in other studies, despite the high concentrations and weathered state of the NAPL at this test site. For nutrient-amended sites within the trial plot, estimates of NAPL degradation rates were two to three times higher than estimates from nonamended sites. Rates also increased with depth.

This paper discusses in the context of the Model State Water Allocation Code the following ten ideas about doing that: (1) seek the right timing for enactment; (2) set modest goals; (3) prepare a well-drafted proposal; (4) recognize diversity by offering legislative choices; (5) consider the impacts of adoption; (6) make alliances; (7) respect executive influence; (8) become involved in legislative interaction; (9) be flexible; and (10) persist. Heeding these ideas, although not guaranteeing enactment, is sure to be educational for participants and useful to legislators.
