    Ocean-shelf exchange: a north-west European perspective (2023)

    Description: Transports across the continental shelf edge enhance shelf-sea production, remove atmospheric carbon and imply an active boundary to ocean circulation. Overall transports across the varied shelf edge from south-west of Britain to north of Scotland are estimated (from a variety of measurements and models) as several m〈sup〉2〈/sup〉s〈sup〉−1〈/sup〉. This large value results from variable strong wind-forced and tidal currents and along-slope flow.Even a globally typical 1 m〈sup〉2〈/sup〉s〈sup〉−1〈/sup〉 across an estimated 5x10〈sup〉5〈/sup〉 km of shelf edge amounts to 500 Sv; large compared with oceanic transports and potentially important to shelf-sea and adjacent oceanic budgets. However, exchanges with periods ∼ one day or less may be effective only for water properties that evolve on such short time-scales. Thus transports’ significance depends on distinctive properties of the water, or its contents, and on internal shelf-sea circulation affecting further transport. Transports across the NW European shelf edge enable its disproportionately strong CO〈sub〉2〈/sub〉 “pump”.The complex context, and small scales of numerous processes enabling cross-slope transports, imply a need for models. Measurements remain limited in extent and duration, but widely varied contexts, particular conditions, events, processes and behaviours are now available for model validation. Variability still renders observations insufficient for stable estimates of transports and exchanges, especially if partitioned by sector and season; indeed, there may be significant inter-annual differences. Validated fine-resolution models give the best prospect of spatial and temporal coverage and of estimating shelf-sea sensitivities to the adjacent ocean.

    Developing and Implementing an International Macroseismic Scale (IMS) for Earthquake Engineering, Earthquake Science, and Rapid Damage Assessment (2023)

    Description: Macroseismology plays a crucial role in earthquake hazard and risk analyses, tying earthquake occurrences and impacts from the past with those of the present and future. The use of macroseismic intensity has grown as the hazard layer within essential USGS and others’ real-time information products and even in presenting hazard maps in a form friendlier to nontechnical users. However, even with best practices, there are limitations to modern macroseismic data collection approaches. Whereas crowd-sourced intensities are robust for lower levels, they are poorly defined above intensity VII, where damage assessment requires knowledge of each building’s structural system. Likewise, the United States, New Zealand, and others employ the Modified Mercalli Intensity (MMI) scale, which is consistent with—yet inferior to—the more recently developed European Macroseismic Scale (EMS-98). We report on an IMS Working Group meeting held in October 2022 at the USGS Powell Center to address these and other issues and to work towards an IMS. Workshop goals were, first, to harmonize the MMI scale with EMS-98 for the US and NZ—which share several similar building types—by considering those structures and associated damage grades not well represented in the current EMS-98 building vulnerability table. Second, formalize the process of augmenting EMS-98 with vulnerability classes appropriate for building types in other countries, thus promoting a scale that can be employed globally. Such efforts require expanding the EMS-98 explanatory documents. Lastly, we discuss how standardized earthquake-damage data collection worldwide—as part of an IMS—could facilitate hazard and risk analyses.

    Description: On 10 December 2008, coinciding with the 60th anniversary of the Universal Declaration of Human Rights, the United Nations General Assembly adopted the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights (OP-ICESCR). The Optional Protocol permits individuals or groups of individuals to submit complaints to the UN Committee on Economic, Social and Cultural Rights if they have exhausted domestic remedies and believe a ratifying State has violated their rights under the Covenant. It therefore effected an historic change in the UN human rights system in that it recognizes the equal status of claimants of economic, social and cultural rights and their right to access justice. The Protocol came into force on 5 May 2013, and the number of ratifications is steadily growing. This Commentary, the first and most comprehensive of its kind, offers rigorous scholarly commentary on the provisions of the OP-ICESCR, aimed at informing and encouraging research, reasoned argument, consistent interpretation and effective advocacy, adjudication and remedies under the Protocol. It provides a critical resource for both users of the Optional Protocol (applicants, lawyers, governments, the Committee) and a broader audience of scholars, students, national judiciaries and policy makers. The book is divided into three main sections that respectively address procedural issues, substantive interpretation, and remedies and enforcement. Each of the chapters highlights and discusses what is most innovative about the OP-ICESCR, as well as potential ambiguities and controversies. The Commentary makes a unique and critical contribution to legal scholarship and practice by laying the foundations for cutting-edge, authoritative jurisprudence. The chapters have benefited from a peer-review process, and an exchange and discussion among the authors and other experts.

Making and unmaking in early modern English drama is about the prevalence and significance of visual things that are ‘under construction’ in early modern plays. Contributing to challenges to the well-worn narrative of ‘iconophobic’ early modern English culture, it explores the drama as a part of a lively post-Reformation visual world. Interrogating the centrality of concepts of ‘fragmentation’ and ‘wholeness’ in critical approaches to this period, it opens up new interpretations of the place of aesthetic form in early modern culture. An interdisciplinary study, this book argues that the idea of ‘finish’ had transgressive associations in the early modern imagination. It centres on the depiction of incomplete visual practices in works by playwrights including Shakespeare, John Lyly, and Robert Greene. The first book of its kind to connect dramatists’ attitudes to the visual with questions of materiality, Making and Unmaking in Early Modern English Drama draws on a rich range of illustrated examples. Plays are discussed alongside contexts and themes, including iconoclasm, painting, sculpture, clothing and jewellery, automata, and invisibility. Asking what it meant for Shakespeare and his contemporaries to ‘begin’ or ‘end’ a literary or visual work, this book is invaluable for scholars and students of early modern English literature, drama, visual culture, material culture, theatre history, history and aesthetics.     Description: "Consolidated Gold Fields was a major British mining house founded by Cecil Rhodes in 1892. Diversifying from its South African gold interests, the company invested widely during the following century. This included investments in the Western Australian gold sector from the 1920s and exploration and mining activities elsewhere in Australia and the Territory of New Guinea. In the 1960s, Consolidated Gold Fields Australia (CGFA) was formed. CGFA had ambitious plans and the financial backing from London to establish itself as one of the main diversified mining companies in Australia. Investments were held in the historic Mount Lyell Mining and Railway Company, in Renison, and it was one of the first groups to develop iron ore deposits in the Pilbara of Western Australia. It also acquired a major interest in mineral sands. While the London-based Consolidated Gold Fields ceased to exist in 1989, taken over and dismembered by renowned corporate raider Hanson Plc, its Australian subsidiary, renamed Renison Goldfields Consolidated (RGC), continued for another nine years as a diversified mining group before it suffered its own corporate demise, facilitated by Hanson. CGFA and RGC were important participants in Australia’s post–World War II mining sector. This book is a history of a once great British mining-finance house and its investments in Australia. Consolidated Gold Fields had a rich and broad history in Australia; its ultimate fate did not demonstrate its potential as an Australian mining company."
