    Description / Table of Contents: Over the past few decades, water policies have undergone significant changes in many countries, notably due to the development of national and international political, social, and environmental issues, including globalization, trade liberalization, institutional and legal requirements, changing standards of living, management practices, and technological innovation. Policy changes include both “high level” views about water status and practical instruments, in particular with an emphasis on integrated basin management and economic policy instruments. A relevant part of the water policy literature addresses this topic, mainly as an issue related to environmental conservation. However, water remains a major productive factor, particularly in agriculture. This role is made even more prominent in light of economic crises, increased competition across markets and climate change, as well as fossil energy limitations, which also highlight the water–energy nexus as a key resource issue for future economic viability. The delay, in the past, in recognizing the economic consequences of a limited water supply, and in decoupling economic development from water demand and supply, has resulted in a water-dependent growth model, currently threatened by increasing scarcity and droughts. Consequently, there is now an urgent need for new perspectives for promoting a more sustainable and efficient use of water resources. This calls for, on the one hand, a comprehensive understanding of water efficiency and productivity and, on the other hand, an investigation of the linkages among economic sectors to illustrate trade-offs in water reallocations. In addition, this also points to the need to study the institutional innovations and economic evaluation instruments that are able to better assess policy performance and provide evidence for improved mechanism designs aimed specifically at water efficiency and productivity.

Analysis of a Case Study Water doi: 10.3390/w10070922 Authors: Verlicchi Paola Al Aukidy Mustafa Zanni Giacomo The study deals with the evaluation of the recreational benefit of a reclaimed water reuse project in the municipality of Ferrara, north Italy, by means of the contingent valuation method. It also provides an analysis of the public acceptance of the project, determined by eliciting the willingness of the local people to contribute to the realization of this project in monetary terms (their willingness to pay). The project involves the upgrade of the existing wastewater treatment plant by conventional (rapid sand filters) and natural (constructed wetland) treatments. The latter will be constructed within the urban park surrounding the wastewater treatment plant area and will combine the objectives of both wastewater treatment with recreational services, since they will create equipped green areas open to the public. The study is based on the answers provided by 400 respondents, who are residents in the four districts of the municipality of Ferrara. It emerges that willingness to pay is strongly influenced by the socio-economic characteristics of the respondents, with an amount on average of 48 €/family.

    Description: This paper presents and discusses the results of a study carried out in Ecuador, where the zootechnical sector represents one of the country’s most important economic activities. It is, however, the source of many environmental problems, including the release of untreated liquid effluents and odorous emissions, and the production and disposal of solid wastes. The main aim of this study was to propose a treatment train for the zootechnical farm wastewater, combining natural systems (i.e., lagoons and subsurface flow beds) with conventional technologies and a cost-benefit analysis. With reference to a specific case study, the different steps of the treatment train were designed and the corresponding construction, operational and maintenance costs evaluated. To better assess the technical and economic feasibility of such a proposal, a cost-benefit analysis was carried out. The social benefit was evaluated by means of the contingent valuation method and a focus on the methodology and collected results was reported. The main findings discussed, in terms of selected treatments, their costs, and the financial and economic analysis of the project, could be useful for administrators, decision-makers and all technicians involved in planning and management of zootechnical farm wastewaters in developing countries, in particular in Latin America.
