    Notes: The primary purpose of the paper is to provide characterizations of the conditions for welfare improvements in several situations that have received very little attention in the existing literature. The first aim is to exhibit the gains that can accrue to a country from the elimination of excess supplies as a result of a policy move from autarky to free trade. The second aim is to characterize the conditions under which the introduction of new goods into the economy will generate welfare gains. The third main area discussed is the extension of the authors’ methodology to a large open economy that can influence its terms of trade. The techniques used to illustrate the gains from eliminating excess supplies and from the introduction of new goods have a much wider applicability; they may be used to obtain and synthesize several welfare results from the literature.

    Notes: The paper analyzes environmental tax policy reform using a competitive model of world trade that includes production-generated environmental damage (pollution) and trade tariffs. The authors examine the feasibility of Pareto-improving multilateral reforms of environmental taxes, and show that any environmental tax reform that is mutually welfare-improving when compensating lump-sum transfers are assumed is also welfare-improving when a suitable tariff reform (but no transfers) is combined with the tax changes. Several specific reform proposals are developed. These results expand the feasible set of mutually improving policy proposals for international policy initiatives.

    Notes: The paper considers an extension of the Flam and Helpman model of North–South trade in which the government of South organizes and pays for R&D activity to reduce the production cost of quality-differentiated products. The main conclusions are the following: South has a welfare incentive to initiate R&D activity under some conditions on effectiveness of R&D in improving the technology. By doing so, South can increase the production of higher-quality differentiated products. North suffers a welfare loss from this R&D except in the case where the effectiveness of South’s R&D activity is unusually high.
