    Description: Scientific literature is replete with papers describing advances in applying new technologies to the study of landslides and advances in our understanding of factors affecting landslide occurrence, distribution, and movement. Far fewer papers look at how this knowledge is implemented to achieve landslide risk reduction. State and local governments exercise the greatest control on how landslide risk reduction is accomplished. Data generated from a questionnaire to state geological surveys, review of their agency Web sites, and two case studies demonstrate that progress has been made during the last 20 years in implementing actionable policy changes and programs to achieve a reduction is landslide risk in the United States. Progress is evident from the pivotal role played by state and local government in the areas of: (1) developing guidelines and training, (2) increasing public awareness and education, (3) implementing loss reduction measures, and (4) conducting emergency preparedness, response, and recovery. The number of states requiring registration for practicing geologists has nearly doubled during the last 20 years. This increase was accompanied by a shift from individual state tests as part of determining competency to a uniform national test. During this period, state geological surveys established Web sites as a primary means for promoting public awareness and education about landslide hazards. Measures reducing the impact of landslides have included providing information specific to residents and landowners, as well as supporting land-use planning efforts by local governments. Many state geological surveys are involved with emergency management of landslide hazards.

    Description: Forest loss is one of the most pervasive land surface transformations on Earth, with drastic effects on global climate, ecosystems, and human well-being. As part of biodiversity conservation and climate change mitigation efforts, many countries, including China, have been implementing large-scale policies to conserve and restore forests. However, little is known about the effectiveness of these policies, and information on China’s forest dynamics at the national level has mainly relied on official statistics. In response to international calls for improved reliability and transparency of information on biodiversity conservation and climate change mitigation efforts, it is crucial to independently verify government statistics. Furthermore, if forest recovery is verified, it is essential to assess the degree to which this recovery is attributable to policy, within the context of other relevant factors. We assess the dynamics of forest cover in China between 2000 and 2010 and evaluate the effectiveness of one of the largest forest conservation programs in the world—the Natural Forest Conservation Program (NFCP). Results indicate that forest cover has significantly increased in around 1.6% of China’s territory and that the areas exhibiting forest gain experienced a combined increase in net primary productivity (ca. 0.9 Tg of carbon). Among the variables evaluated at county level, the NFCP exhibited a significantly positive relation with forest gain, whereas reduction in rural labor showed a negative relationship with both forest loss and gain. Findings such as these have global implications for forest conservation and climate change mitigation efforts.

    Description: The research to develop and fabricate a terminal area navigation system for use in the NASA VTOL Approach and Landing Technology (VALT) program. The results of that effort are reported. The navigation system developed and fabricated was based on a general purpose airborne digital computer. A set of flight hardware units was fabricated to create the necessary analog, digital and human interface with the computer. A comprehensive package of software was created to implement the control and guidance laws required for automatic and flight director approaches that are curved in two planes. A technique was developed that enables the generation of randomly shaped lateral paths from simple input data. The lateral path concept combines straight line and elliptical-curved segments to fit a continuous curved path to the data points. A simple, fixed base simulation was put together to assist in developing and evaluating the system. The simulation was used to obtain system performance data during simulated curved-path approaches.

    Description: A technique for creating and using arbitrarily curved flight paths is described, in conjunction with either automatic or manual guidance. Operating techniques for VTOL aircraft in the terminal area environment are investigated. Straight lines and elliptical segments to connect a series of data points into a continous approach path were developed. Software was created to allow the generation of arbitrarily shaped altitude and speed profiles in conjunction with the lateral curved paths.

    Description: Techniques for obtaining time synchronized (4D) approach control in the VALT research helicopter is described. Various 4D concepts and their compatibility with the existing VALT digital computer navigation and guidance system hardware and software are examined. Modifications to various techniques were investigated in order to take advantage of the unique operating characteristics of the helicopter in the terminal area. A 4D system is proposed, combining the direct to maneuver with the existing VALT curved path generation capability.
