    Description: Flood loss modeling is an important component within flood risk assessments. Traditionally, stage-damage functions are used for the estimation of direct monetary damage to buildings. Although it is known that such functions are governed by large uncertainties, they are commonly applied – even in different geographical regions – without further validation, mainly due to the lack of data. Until now, little research has been done to investigate the applicability and transferability of such damage models to other regions. In this study, the last severe flood event in the Austrian Lech Valley in 2005 was simulated to test the performance of various damage functions for the residential sector. In addition to common stage-damage curves, new functions were derived from empirical flood loss data collected in the aftermath of recent flood events in the neighboring Germany. Furthermore, a multi-parameter flood loss model for the residential sector was adapted to the study area and also evaluated by official damage data. The analysis reveals that flood loss functions derived from related and homogenous regions perform considerably better than those from more heterogeneous datasets. To illustrate the effect of model choice on the resulting uncertainty of damage estimates, the current flood risk for residential areas was assessed. In case of extreme events like the 300 yr flood, for example, the range of losses to residential buildings between the highest and the lowest estimates amounts to a factor of 18, in contrast to properly validated models with a factor of 2.3. Even if the risk analysis is only performed for residential areas, more attention should be paid to flood loss assessments in future. To increase the reliability of damage modeling, more loss data for model development and validation are needed.

    Description: The project "Risk Map Germany" at the Center for Disaster Management and Risk Reduction Technology (CEDIM) aims at visualizing hazards, vulnerabilities and risks associated with natural and man made hazards. CEDIM as an interdisciplinary project unified various expertise like earthquake, storm and flood disaster research. Our aim was to visualize the manifold data exploration in thematic maps. The implemented Web-GIS solution "CEDIM Risk Explorer" represents the map visualizations of the different risk research. This Web-GIS integrates results from interdisciplinary work as maps of hazard, vulnerability and risk in one application and offers therefore new cognitions to the user by enabling visual comparisons. The present paper starts with a project introduction and a literature review of distributed GIS environments. Further the methods of map realization and visualization in the selected technical solution is worked out. Finally, the conclusions give the perspectives for future developments to the "CEDIM Risk Explorer".

    Description: In risk analysis there is a spatial mismatch of hazard data that are commonly modelled on an explicit raster level and exposure data that are often only available for aggregated units, e.g. communities. Dasymetric mapping techniques that use ancillary information to disaggregate data within a spatial unit help to bridge this gap. This paper presents dasymetric maps showing the population density and a unit value of residential assets for whole Germany. A dasymetric mapping approach, which uses land cover data (CORINE Land Cover) as ancillary variable, was adapted and applied to regionalize aggregated census data that are provided for all communities in Germany. The results were validated by two approaches. First, it was ascertained whether population data disaggregated at the community level can be used to estimate population in postcodes. Secondly, disaggregated population and asset data were used for a loss evaluation of two flood events that occurred in 1999 and 2002, respectively. It must be concluded that the algorithm tends to underestimate the population in urban areas and to overestimate population in other land cover classes. Nevertheless, flood loss evaluations demonstrate that the approach is capable of providing realistic estimates of the number of exposed people and assets. Thus, the maps are sufficient for applications in large-scale risk assessments such as the estimation of population and assets exposed to natural and man-made hazards.

    Description: One important prerequisite for a comparable quantitative risk assessment for different types of hazards (e.g., earthquakes, windstorms and floods) is the use of a common database about and financial appraisal of the assets at risk. For damage assessments it is necessary to represent the values at risk on a regional disaggregated scale and to intersect them with hazard scenarios. This paper presents a methodology and results of a financial appraisal of residential buildings for all communities in Germany. The calculated values are defined as replacement values for the reference year 2000. The resulting average replacement costs for residential buildings per inhabitant amount to EUR 46 600, with considerable differences between communities. The inventory can be used for the calculations of direct losses from various natural disasters within the project "Risk Map Germany''.

    Description: Building houses in inundation areas is always a risk, since absolute flood protection is impossible. Where settlements already exist, flood damage must be kept as small as possible. Suitable means are precautionary measures such as elevated building configuration or flood adapted use. However, data about the effects of such measures are rare, and consequently, the efficiency of different precautionary measures is unclear. To improve the knowledge about efficient precautionary measures, approximately 1200 private households, which were affected by the 2002 flood at the river Elbe and its tributaries, were interviewed about the flood damage of their buildings and contents as well as about their precautionary measures. The affected households had little flood experience, i.e. only 15% had experienced a flood before. 59% of the households stated that they did not know, that they live in a flood prone area. Thus, people were not well prepared, e.g. just 11% had used and furnished their house in a flood adapted way and only 6% had a flood adapted building structure. Building precautionary measures are mainly effective in areas with frequent small floods. But also during the extreme flood event in 2002 building measures reduced the flood loss. From the six different building precautionary measures under study, flood adapted use and adapted interior fitting were the most effective ones. They reduced the damage ratio for buildings by 46% and 53%, respectively. The damage ratio for contents was reduced by 48% due to flood adapted use and by 53% due to flood adapted interior fitting. The 2002 flood motivated a relatively large number of people to implement private precautionary measures, but still much more could be done. Hence, to further reduce flood losses, people's motivation to invest in precaution should be improved. More information campaigns and financial incentives should be issued to encourage precautionary measures.

    Description: In the aftermath of the severe flood in August 2002, a number of changes in flood policies were launched in Germany and other European countries aiming at an improved risk management. The question arises, whether these changes have already an impact on the residents' capabilities of coping with floods and whether flood-affected private households are now better prepared than in 2002. Therefore, computer-aided telephone interviews with private households in Germany that suffered from property damage due to flooding in 2005, 2006, 2010 or 2011 were performed and analysed with respect to flood awareness, precaution, preparedness and recovery. The data were compared to a similar investigation after the flood in 2002. After the flood in 2002, the level of private precaution increased considerably. One contribution factor is that a larger part of people knew that they are at risk of flooding. Yet this knowledge did not necessarily result in building retrofitting or flood proofing measures. The best level of precaution was found before the flood events in 2006 and 2011. This might be explained by more flood experience and overall greater awareness of the residents. Still, costs and damage avoiding benefits of these measures have to be communicated in a better way. Early warning and emergency response were substantially influenced by flood characteristics. In contrast to flood-affected people in 2006 or 2011, people affected by flooding in 2005 or 2010 had to deal with shorter lead times, less time to take emergency measures; consequently they suffered from higher losses. Therefore, it is important to further improve early warning systems and communication channels, particularly in hilly areas with fast onset flooding.

    Description: Written sources that aim at documenting and analysing a particular natural hazard event in the recent past are published at vast majority as grey literature (e.g. as technical reports) and therefore outside of the scholarly publication routes. In consequence, the application of event-specific documentation in natural hazard research has been constrained by barriers in accessibility, concerns of credibility towards these sources and by limited awareness of their content and its usefulness for research questions. In this study we address the concerns of credibility for the first time and present a quality assessment framework for written sources from a user's perspective, i.e. we assess the documents' fitness for use to enhance the understanding of trans-basin floods in Germany in the period 1952–2002. The framework is designed to be generally applicable for any natural hazard event documentation and assesses the quality of a document, addressing accessibility as well as representational, contextual, and intrinsic dimensions of quality. We introduce an ordinal scaling scheme to grade the quality in the individual quality dimensions and the Pedigree score which serves as a measure for the overall document quality. We present results of an application of the framework to a set of 133 cases of event-specific documentation relevant for understanding trans-basin floods in Germany. Our results show that the majority of flood event-specific reports are of good quality, i.e. they are well enough drafted, largely accurate and objective, and contain a substantial amount of information on the sources, pathways and receptors/consequences of the floods. The validation of our results against assessments of two independent peers confirms the objectivity and transparency of the quality assessment framework. Using an example flood event that occurred in October/November 1998 we demonstrate how the information from multiple reports can be synthesised.

    Description: Due to limited public budgets and the need to economize, the analysis of costs of hazard mitigation and emergency management of natural hazards becomes increasingly important for public natural hazard and risk management. In recent years there has been a growing body of literature on the estimation of losses which supported to help to determine benefits of measures in terms of prevented losses. On the contrary, the costs of mitigation are hardly addressed. This paper thus aims to shed some light on expenses for mitigation and emergency services. For this, we analysed the annual costs of mitigation efforts in four regions/countries of the Alpine Arc: Bavaria (Germany), Tyrol (Austria), South Tyrol (Italy) and Switzerland. On the basis of PPP values (purchasing power parities), annual expenses on public safety ranged from EUR 44 per capita in the Free State of Bavaria to EUR 216 in the Autonomous Province of South Tyrol. To analyse the (variable) costs for emergency services in case of an event, we used detailed data from the 2005 floods in the Federal State of Tyrol (Austria) as well as aggregated data from the 2002 floods in Germany. The analysis revealed that multi-hazards, the occurrence and intermixture of different natural hazard processes, contribute to increasing emergency costs. Based on these findings, research gaps and recommendations for costing Alpine natural hazards are discussed.
