    Notes: Preliminary studies were carried out on the effect of stocking rate during late autumn on a continuously stocked Lolium perenne-dominated sward at an upland site in central Scotland. Measurements were made of L. perenne tiller population density on 29 September and 2 November and of L. perenne net production, mean sward height and total herbage mass in early and late October and early and late November. Stocking rates were 12 ewes per ha during October and 8 and 16 ewes per ha during November. Sward height and herbage mass declined with time and more rapidly at the higher stocking rate. L. perenne growth per tiller and per unit area was influenced by time but not by stocking rate and was closely related to the 5·5°C soil temperature at 10 cm depth. Tiller senescence was greatly reduced at the higher stocking rate and/or the consequentially lower sward height and herbage mass. Tiller net production was therefore sustained at a positive level on the higher stocked sward throughout November while on the lower stocked sward it fell below zero early in November.

Many fishery management agencies are adopting harvest control rules (HCRs) to achieve harvest policies and management objectives. HCRs, however, often require data-intensive stock assessments to facilitate the harvest prescription. An HCR based on catch and catch per unit effort (cpue) was developed for the southern and eastern scalefish and shark fishery of Australia, for stocks that lack the data needed to conduct a full statistical catch-at-age assessment. The HCR produces a recommended biological catch and is characterized by two parameters, target cpue and target catch, both derived from historical data. Simulation tests showed that the HCR could guide the stock to the desired state from different initial levels of depletion. However, the selection of parameter values for the HCR was critical. Achieving fishery objectives was difficult when the target catch was a function of recent catch, rather than data from a predefined historical reference period. Problems may also arise when specifying the reference period on which the HCR parameters are determined. The cpue-based HCR is a valuable tool for managing fisheries where monitoring and assessment activities are relatively expensive, or in general, where data are scarce.

Implementing harvest strategies in Australia: 5 years on. – ICES Journal of Marine Science, 71: 195–203. Australian Commonwealth fisheries are managed using a formal harvest strategy policy (HSP) introduced by the federal government in 2007. At the State level, a number of commercial fisheries are also managed under formal harvest strategies, but no overarching policy currently exists to guide their consistent implementation across jurisdictions. There have been 5 years of experience with implementation of the Commonwealth policy across the highly diverse array of commercial fisheries found in Australia. The HSP has an explicit target of maximum economic yield, and an explicit limit set at half the biomass that would support maximum sustainable yield. The policy also specifies an acceptable level of risk associated with falling below the limit reference point. We discuss the experience gained from implementing the HSP in Australia, including a number of challenges faced, and attempt to summarize the benefits and costs of implementing harvest strategies. Our view is that, overall, the benefits clearly outweigh the costs.

    Description: The objectives for many commercial fisheries include maximizing either yield or profit. Clearly specified management targets are a key element of effective fisheries management. Biomass targets are often specified for major commercial fisheries that are managed using quantitative stock assessments where biomass is calculated and tracked over time. B MSY , the biomass corresponding to Maximum Sustainable Yield, is often used as a target when maximizing yield is important, while B MEY is the biomass target to maximize profit. There are difficulties in estimating both quantities accurately, and this paper explores default proxies for each target biomass, expressed as biomass levels relative to carrying capacity, which are more easily estimated. Integration across a range of uncertainties about stock dynamics and the costs of fishing suggests that a proxy for B MSY in the range of 35–40% of carrying capacity minimizes the potential loss in yield compared with that which would arise if B MSY was known exactly, while a proxy for B MEY of 50–60% of carrying capacity minimizes the corresponding potential loss in profit. These estimates can be refined given stock-specific information regarding productivity (particularly the parameter which defines the resilience of recruitment to changes in spawning stock size) and costs and prices. It is more difficult to find a biomass level that achieves a high expected profit than a biomass level that achieves a high expected catch, because the former is sensitive to uncertainties related to costs and prices, as well as parameters which determine productivity.

    Description: Fish and wildlife often exhibit an aggregated distribution pattern, whereas local abundance changes constantly due to movement. Estimating population density or size and survey detectability (i.e. gear efficiency in a fishery) for such elusive species is technically challenging. We extend abundance and detectability (N-mixture) methods to deal with this difficult situation, particularly for application to fish populations where gear efficiency is almost never equal to one. The method involves a mixture of statistical models (negative binomial, Poisson, and binomial functions) at two spatial scales: between-cell and within-cell. The innovation in this approach is to use more than one fishing gear with different efficiencies to simultaneously catch (sample) the same population in each cell at the same time-step. We carried out computer simulations on a range of scenarios and estimated the relevant parameters using a Bayesian technique. We then applied the method to a demersal fish species, tiger flathead, to demonstrate its utility. Simulation results indicated that the models can disentangle the confounding parameters in gear efficiency and abundance, and the accuracy generally increases as sample size increases. A joint negative binomial–Poisson model using multiple gears gives the best fit to tiger flathead catch data, while a single gear yields unrealistic results. This cross-sampling method can evaluate gear efficiency cost effectively using existing fishery catch data or survey data. More importantly, it provides a means for estimating gear efficiency for gear types (e.g. gillnets, traps, hook and line, etc.) that are extremely difficult to study using field experiments.

Ecosystem-based fisheries management (EBFM) has emerged during the past 5 y as an alternative approach to single-species fishery management. To date, policy development has generally outstripped application and implementation. The EBFM approach has been broadly adopted at a policy level within Australia through a variety of instruments including fisheries legislation, environmental legislation, and a national policy on integrated oceans management. The speed of policy adoption has necessitated equally rapid development of scientific and management tools to support practical implementation. We discuss some of the scientific tools that have been developed to meet this need. These tools include extension of the management strategy evaluation (MSE) approach to evaluate broader ecosystem-based fishery management strategies (using the Atlantis modelling framework), development of new approaches to ecological risk assessment (ERA) for evaluating the ecological impacts of fishing, and development of a harvest strategy framework (HSF) and policy that forms the basis for a broader EBFM strategy. The practical application of these tools (MSE, ERA, and HSF) is illustrated for the southern and eastern fisheries of Australia.
