    Notes: The prevalent and straightforward routine of impulsively collecting masses of new data for studies relating to ground-water contamination can be inefficient and costly as it does not provide optimal value from existing hydrogeologic and other information. A preliminary guidance framework is outlined, for early stage monetary risk assessments prior to any new measurements, considering both the probability and the economical consequences of contamination. The framework is aimed at providing a basis for cost-effective decision-making regarding ground-water protection and management actions. It centers on improved conceptual hydrogeological site descriptions based on existing information and professional judgments prior to any new measurements. A key aspect of the framework is to derive maximum possible quantitative understanding of risks from limited prior available qualitative information. The framework has a dual-site approach, assuming a situation of a contaminant source site and a receptor site. A two-step procedure leads to the monetary risk assessment with respect to existing compliance levels: (1) conceptual model development, and (2) quantitative model realization, addressing the probability of contaminant release at the contamination source, the hydraulic connection between the source and the receptor, and the contaminant transport conditions. The purpose of the framework is twofold: (1) to provide a risk assessment framework which optimizes use of professional judgment for studies where data are limited, and (2) to give synergistic interpretive values that complement field measurements and that can be used as prior estimates in more detailed studies.

    Notes: Environmental degradation due to emissions of sulfur dioxide, nitrate oxides, and ammonia from diffuse sources amounts to substantial costs to society and so do the alternatives to protect and restore the environment. Damage to ground water includes acidification, aluminum leaching, elevated concentrations of nitrate, and eutrophication. Monetary risk-based decision analysis (on a national scale) is applied to compare alternative actions designed to protect ground water from further degradation. This decision analysis uses simulations of nitrate and aluminum concentrations over a 15 year period with two reduction scenarios for sulfur dioxide, nitrate oxides, and ammonia, and results in estimates of economic uncertainty. For each alternative, an objective function is estimated including the implementation costs, the economic risk associated with failure according to the selected decision criteria, and the economic benefits related to the implementation. The decision criteria are based on the European Community drinking water quality standards for nitrate and aluminum. The study aims at incorporating the hydrogeologic uncertainty resulting from the propagation of errors from data input to model output. A range of economic values has been applied to the ground water resource to study the sensitivity of the decision analysis to valuing ground water. The results indicate that higher reduction rates of the studied pollutants reduce the economic uncertainty but also lead to larger total costs. The study also indicates that the economic uncertainty may be equal to the total cost provided by the objective function. The contamination level of nitrate is much more responsive to the reduction scenarios than the aluminum concentration. For high, but not unrealistic, ground water valuing, the economic uncertainty makes the decision between the studied alternatives unclear.

    Notes: Techniques to obtain optimal value from existing hydrogeological information are neglected in many ground water contamination studies, resulting in great costs to the public. Data collection and routine interpretations should not be good enough for hydrogeologists, who should be inherently adept at keen early perspectives and applying useful generalizations. Techniques are available to obtain and explain expanded knowledge from piecemeal and imprecise information at the early stages of site studies. Scarcity of precise data should not be a deterrent. This needed mindset should precede the prevailing mindset of initial collection of extensive new data, followed by data interpretation and mathematical modeling. The existing mindset is often guided by rigid regulations.The procedure of interlocking the past with the present to predict the future through the systematic use of generalizations and retrodictive inferences builds a prior conceptual model explanation (PCME). This early PCME is an organized, mental picture or discernment of a hydrogeological setting displaying three-dimensional hydrogeologic features, the discernment being capable of explaining in narrative form the general fluid mechanics and contaminant behavior within imprecise but reasonable bounds. This characterization is logically followed by possible cause-and-effect relations and predictions of extended consequences of natural and human actions. A site PCME has sound support from the cross-checking of interrelated factors that leads to almost interlocking proofs.

    Notes: A geostatistical methodology based on Markov-chain analysis and Bayesian statistics was developed for probability estimations of hydrogeological and geological properties in the siting process of a nuclear waste repository. The probability estimates have practical use in decision-making on issues such as siting, investigation programs, and construction design. The methodology is nonparametric which makes it possible to handle information that does not exhibit standard statistical distributions, as is often the case for classified information. Data do not need to meet the requirements on additivity and normality as with the geostatistical methods based on regionalized variable theory, e.g. kriging. The methodology also has a formal way for incorporating professional judgments through the use of Bayesian statistics, which allows for updating of prior estimates to posterior probabilities each time new information becomes available. A Bayesian Markov Geostatistical Model (BayMar) software was developed for implementation of the methodology in two and three dimensions. This paper gives (1) a theoretical description of the Bayesian Markov Geostatistical Model; (2) a short description of the BayMar software; and (3) an example of application of the model for estimating the suitability for repository establishment with respect to the three parameters of lithology, hydraulic conductivity, and rock quality designation index (RQD) at 400–500 meters below ground surface in an area around the Äspö Hard Rock Laboratory in southeastern Sweden.

    Notes: Interests in the development and protection of ground water have had unbalanced thrusts through the years, focusing on special types of problems that arise at a particular time. Massive funding and excessively rigid rules guided by bureaucratic procedures have resulted in excessive effort in some activities and neglect in others.Of special importance are the needs for optimal use of existing experience and data and for strengthening the hydrogeologic experience at policy and regulatory levels. At hand are (1) great piles of hydrogeologic data, some unneeded, (2) widely varying background knowledge and varying experience of workers, and (3) types and ranges of uncertainties. To make optimal use of available data and knowledge, to handle uncertainties, and to properly integrate the hydrogeologic conditions with other factors, there should be risk-based approaches in a decision analysis framework. Better balanced efforts toward future ground-water protection and management can be realized by incorporating features of the suggested framework approach.

    Notes: A study of the DRASTIC classification methodology, with special emphasis on Swedish conditions, indicated both favorable and unfavorable properties of the system. The study showed that the fairly large number of parameters (seven) and the correlations between these parameters give DRASTIC some advantageous statistical properties. A comparison of the DRASTIC parameters with parameters found to determine the effects on ground-water quality in surficial aquifers in southwestern Sweden from acid deposition showed a good agreement between these two parameter sets; the study thus indicated that the selection of parameters is relevant for general ground-water vulnerability assessments in Sweden. The concept of hydrogeologic settings and the possibility to trace results backwards in the system is excellent, but the qualitative weight functions in DRASTIC result in a simplistic index of unclear meaning that is less useful and less distinctive than desired. The system tends to overestimate the vulnerability of porous media aquifers compared to aquifers in fractured media; the rating tables need to be revised so that more weight is given to specific surface and effective porosity, and less to hydraulic conductivity. The applicability of the results would be enhanced and the risk of misuse reduced if the results were more clearly directed toward scientifically defined factors, e.g. sorption capacity, travel time, and dilution.
