    Description: The Lake Earl/Smith River Delta area is a key coastal wetland situated in northern California. The Lake and Delta have retained much of their value to wildlife and serve as an important link in a chain of such wetlands that extend southward along the Pacific Ocean from Alaska to South America. Millions of water-associated birds of the Pacific Flyway utilize these areas as feeding and resting stops along their migration paths. In California, these wetlands also serve as a significant portion of the available wintering grounds for a major share of the birds within the flyway.The Smith River is also one of the State's most productive salmon and steelhead streams. Anadromous fish produced here provide thousands of angler use days to sport fishermen and contribute substantially to the commercial fishing catch off the northern coast.Because of the importance of coastal wetlands to the fish and wildlife of California, the Department of Fish and Game has initiated a high priority statewide inventory and assessment of these wetlands. This publication is an integral part of that program.This report identifies specific resources and uses; directs attention to problems; and recommends courses of action needed to insure resource protection. It is intended as a guide for citizens, planners, administrators and other interested in the use and development of California'scoastal land and waters. (132pp.)

    Notes: Using small-angle neutron scattering (SANS), we examined the magnetic microstructure of Co-12 at. % Cr-2 at. % Ta films sputter-deposited at 200 °C. Nuclear magnetic resonance confirmed the presence of highly Co-enriched regions produced by compositional separation. The SANS spectrum exhibited a main magnetic scattering peak corresponding to a size of several nm in the magnetic microstructure. This is indicative of a fine and uniform distribution of Co-enriched regions suitable for high-density magnetic recording. © 1996 American Institute of Physics.

    Notes: The compositional distribution in fcc Co-Mn magnetic thin films was studied in order to examine the possibility of a compositional separation, similar to that observed previously in hcp Co-Cr thin film magnetic recording media, occurring in an fcc alloy system. Spin-echo 59Co NMR study of Co75Mn25 films revealed a change from a homogeneous compositional distribution in a film deposited at a substrate temperature (Ts) of RT to a compositionally separated state in a film deposited at a Ts of 300 °C. Vibrating sample magnetometry revealed an associated three-fold enhancement in saturation magnetization in the films deposited at a Ts of 300 °C. © 1995 American Institute of Physics.

    Notes: Increasing concern about the state of health-related research in the UK in the 80s and early 90s, led to an influential parliamentary review. The consequence of this was to strengthen health research through a programme that was fully integrated into the management structure of the NHS. No country had ever attempted such an ambitious approach (Black, 1997). In 1994 a far-reaching review, recommended further, revolutionary changes to the management of R&D in the UK National Health Service (Culyer, 1994). Many of these were implemented in 1997 with the result that every UK health service at regional and local level has developed an infrastructure, and management arrangements for R&D activity. In most local areas, hospitals with significant involvement in R&D have been eligible to bid to the UK Department of Health for NHS R&D Support funds.In Nottingham, three Hospital Trusts and a community based service made bids to the Department of Health and received grants to support R&D. This paper focuses on one of the hospital Trusts - the mental health service in Nottingham. Our experience will be of particular interest as the first bid that the mental health service made was spectacularly unsuccessful. The organisation was forced to consider dis-investment in its existing research infrastructure and a potential negative impact on the provision of patient care. This led to a wide-ranging consultation and evaluation of research and research-related activity. A range of approaches and tools were deployed to develop the strategy and to ensure its successful implementation and evolution. The strategy reflected a balanced approach, taking into account historical and organisational research strengths, while recognising the need to build capacity and capability, enhance foresight capability and strengthen the knowledge base. The ability to contribute to, and influence policy and practice has been a key driver of the strategy.The result was a successful bid and the evolution of an R&D strategy that has been flexible in its response to policy changes, changing local circumstances and wider socio-economic trends and technical innovations. Furthermore, R&D performance, measured through outputs, impacts and income, has continually improved and increased.

    Notes: 90° phase matching in periodically poled fused silica is achieved over approximately 2 mm at a wavelength of 1064 nm. Electrical poling was done at 5 kV for 120 min using photolithographed periodic electrodes on fused silica glass at 250 °C. A nonlinearity equivalent to d11/200 of quartz is estimated from measurements. Several phase-matched interactions are reported and the implications for device applications discussed.

    Notes: Inventory management has undergone significant philosophical changes in recent decades such as the advent of the zero inventory concept. However, as attractive as the concept of minimal inventories may be, it is often unrealistic in application. Attention to basic features of inventory control systems such as order quantities, base stock levels, and reorder points remain crucial to ensure customer service at minimal cost. A nonlinear optimization model for determining base stock levels in a multi-echelon inventory network is presented. Lagrangian relaxation results in (1) newsboy-style relations that provide the optimal solutions, and (2) instantaneous shadow prices for the budget constraint. Sensitivity analysis of this model will facilitate making decisions concerning the desired investment in inventory for the entire system. This model may be solved on standard nonlinear programming software and is generalizable to problems in both production and distribution settings.
