    Description: Mobile satellite service (MSS) has been under development in the United States for more than two decades. The service will soon be provided on a commercial basis by a consortium of eight U.S. companies called the American Mobile Satellite Consortium (AMSC). AMSC will build a three-satellite MSS system that will offer superior performance, reliability and cost effectiveness for organizations requiring mobile communications across the U.S. The development and operation of MSS in North America is being coordinated with Telesat Canada and Mexico. AMSC expects NASA to provide launch services in exchange for capacity on the first AMSC satellite for MSAT-X activities and for government demonstrations.

    Description: The RadioSat network under development by radio Satellite Corporation will use mobile satellite (MSAT) technology to provide diverse personal communications, broadcast, and navigation services. The network will support these services simultaneously for integrated mobile radios throughout Canada and the United States. The RadioSat network takes advantage of several technological breakthroughs, all coming to fruition by the time the first MSAT satellite is launched in 1994. The most important of these breakthroughs is the enormous radiated power of each MSAT spacecraft - orders of magnitude greater than the radiated power of previous L-band spacecraft. Another important breakthrough is the development of advanced digital audio compression algorithms, enabling the transmission of broadcast quality music at moderate data rates. Finally, continuing dramatic increases in VLSI capabilities permit the production of complex, multi-function mobile satellite radios in very large quantities at prices little more than those of conventional car radios. In addition to performance breakthroughs and their economic implications to RadioSat, the design of the RadioSat network is reviewed.

    Description: Mobile satellite communications will be provided in the United States by the American Mobile Satellite Consortium (AMSC). Telesat Mobile, Inc. (TMI) and AMSC are jointly developing MSAT, the first regional Mobile Satellite Service (MSS) system. MSAT will provide diverse mobile communications services - including voice, data and position location - to mobiles on land, water, and in the air throughout North America. Described here are the institutional relationships between AMSC, TMI and other organizations participating in MSAT, including the Canadian Department of Communications and NASA. The regulatory status of MSAT in the United States and international allocations to MSS are reviewed. The baseline design is described.

    Description: The American Mobile Satellite Consortium (AMSC) Mobile Satellite Service (MSS) system is described. AMSC will use three multi-beam satellites to provide L-band MSS coverage to the United States, Canada and Mexico. The AMSC MSS system will have several noteworthy features, including a priority assignment processor that will ensure preemptive access to emergency services, a flexible SCPC channel scheme that will support a wide diversity of services, enlarged system capacity through frequency and orbit reuse, and high effective satellite transmitted power. Each AMSC satellite will make use of 14 MHz (bi-directional) of L-band spectrum. The Ku-band will be used for feeder links.

    Description: This paper derives orbits at Mars with ground traces that repeat at the same times every solar day (sol). A relay orbiter in such an orbit would pass over insitu probes at the same times every sol, ensuring consistent coverage and simplifying mission design and operations. 42 orbits in five classes are characteried: 14 cicular equatorial prograde orbits; 14 circular equatorial retrograde orbits; 11 circular sun synchrounous orbits; 2 eccentroc equatorial orbits; 1 eccentric critcally inclined orbit. the paper reports on the performance of a relay orbiter in some of the orbits.

    Description: The coming decade of Mars exploration involves a variety of unique telecommunications challenges. Increasing spatial and spectral resolution of in situ science instruments drive the need for increased bandwidth. At the same time, many innovative and low-cost in situ mission concepts are enabled by energy-efficient relay communications. In response to these needs, the Mars Exploration Program has established a plan for an evolving orbital infrastructure that can provide enhancing and enabling telecommunications services to future Mars missions. We will present the evolving capabilities of this network over the coming decade in terms of specific quantitative metrics such as data volume per sol and required lander energy per Gb of returned data for representative classes of Mars exploration spacecraft.
