    Description: A key process in the interaction of magnetospheres with the solar wind is the explosive release of energy stored in the magnetotail. Based on observational evidence, magnetic reconnection is widely believed to be responsible. However, the very possibility of spontaneous reconnection in collisionless magnetotail plasmas has been questioned in kinetic theory for more than three decades. In addition, in situ observations by multi-spacecraft missions (e.g., THEMIS) reveal the development of buoyancy and flapping motions co-existing with reconnection. Never before have kinetic simulations reproduced all three primary modes in realistic 2D configurations with a finite normal magnetic field. Moreover, 3D simulations with closed boundaries suggest that the tail activity is dominated by buoyancy-driven instabilities, whereas reconnection is a secondary effect strongly localized in the dawn-dusk direction. In this paper, we use massively parallel 3D fully kinetic simulations with open boundariesto show that sufficiently far from the planet explosive processes in the tail are dominated by reconnection motions. These motions occur in the form of spontaneously generated dipolarization fronts accompanied by changes in magnetic topology which extend in the dawn-dusk direction over the size of the simulation box, suggesting that reconnection onset causes a macro-scale reconfiguration of the real magnetotail. In our simulations buoyancy and flapping motions significantly disturb the primary dipolarization front but neither destroy it nor change the near-2D picture of the front evolution critically. Consistent with recent multi-probe observations, dipolarization fronts are also found to be the main regions of energy conversion in the magnetotail.

    Description: Involvement of the USDA in the development and use of remote sensing in support of major departmental missions began in the 1940's with the use of aerial cameras mounted in fixed wing aircraft to obtain photographs of the country's land area. Cooperation with NOAA and NASA in the large area crop inventory experiment (1974 to 1978) and results from the Illinois crop acreage experiment (1977) led to the establishment in 1978 of the AgRISTARS project program, a six-year effect to determine the usefulness, cost, and extent to which aerospace remote sensing data can be integrated into existing or future USDA systems to improve the objectivity, reliability, timeliness, and adequacy of information required to carry out agency missions. The objectives of the eight technical projects of AgRISTARS are summarized.

    Description: A computer-aided procedure, for use in the detection and location of areas of surface water, has been developed. The procedure was developed in support of the National Program of Inspection of Dams established by Public Law 92-367. The procedure utilizes data acquired by the unmanned Earth Resources Technology Satellite in conjunction with ancillary data in the form of topographic and highway maps, and meteorological data summaries. The procedure is divided into several distinct phases. A five-volume manual has been prepared to instruct potential users of the procedure.

    Description: Aims, history and schedule of the Large Area Crop Inventory Experiment (LACIE) conducted by NASA, USDA and NOAA from 1974-1977 are described. The LACIE experiment designed to research, develop, apply and evaluate a technology to monitor wheat production in important regions throughout the world (U.S., Canada, USSR, Brasil) utilized quantitative multispectral data collected by Landsat in concert with current weather data and historical information. The experiment successfully exploited computer data and mathematical models to extract timely corp information. A follow-on activities for the early 1980's is planned focusing especially on the early warning of changes affecting production and quality of renewable resources and commodity production forecast.
