    Notes: This paper uses regression techniques to take a second look at a classic risk-perception data set originally collected by Paul Slovic, Sarah Lichtenstein, and Baruch Fischhoff. As discussed in earlier studies, the attributes expected mortality, effects on future generations, immediacy, and catastrophic potential all significantly affect risk ratings. However, we find that perceived risk and dread show different regression patterns; most importantly, only perceived risk ratings correlate with expected mortality. In addition, average risk ratings are found to be significantly affected by perceived individual benefits, which suggests that perceptions of risk are net rather than gross indicators of harm.

    Notes: Abstract Environmental problems will increasingly spill over national boundaries. An effective and efficient response to these problems will require international solutions; relying purely on national regulatory mechanisms to address global issues will not suffice. To meet this need, better international environmental programs must be developed that maximize collective gain, enforce property rights, address the range of environmental values present in different countries, and fairly determine who should pay for global-scale pollution control.

    Notes: Conclusion Studies that include moderate climate forecasts, farmer adaptation, carbon fertilization, and warm-loving crops tend to show that climate change will have only mild impacts on average global agricultural output and may even improve temperate agricultural production. On this point, recent studies yield strikingly consistent results. Of course, impact estimates still contain uncertainties. Key questions include how agriculture might change by 2060, how tropical and subtropical farming will be affected, and how effects will be distributed regionally. The most likely threat to agriculture from climate warming is regional damages in relatively poor areas that lack either the knowledge or the financial resources to adjust. Although it is not clear which regions will actually suffer, the ones that are most vulnerable lie predominantly in or near the tropics (IPCC, 1995). Nonetheless, on average, the factors discussed in this essay will help mitigate the impact of climate change on agriculture.

    Notes: Abstract This paper provides a framework for integrated assessment of the impacts of climate change on natural resources and sets the stage for papers that follow in this volume. Integrated assessments are used to organize large quantities of technical information bearing on complex issues (environmental and others) in ways that facilitate application of the information in decision making and policy setting. Any integrated assessment must be based on the best available information. For that reason this paper includes a ‘primer’ on the current (and presumably best available) understanding of the science underlying climatic change. The remainder of the paper describes the component parts of one possible framework for integrated assessment.
