Abstract This article documents, in the cases of Libya and Egypt, situations that occur in many other nations: conversion of farmlands to nonagricultural uses, exhaustion of nonrenewable water resources, irrigation leading to waterlogging and salinization of agricultural lands, development that does not benefit people in the regions being developed, etc. It is suggested that use of natural resources should be in accord with nationally determined priorities and should occur in a sustainable manner.
