    Notes: Abstract The Global Learning and Observations to Benefit the Environment (GLOBE) Program is a unique hands-on international environmental science and education program designed for use in schools in Kindergarten through Grade 12. Continually growing, GLOBE to date involves students in almost 5000 schools in over 60 countries around the world. GLOBE students take environmental measurements selected by the world science community so as to provide data useful for research into the dynamics of the Earth's environment. GLOBE data is reported using the Internet/World Wide Web. Data from GLOBE schools all over the world are used to produce vivid displays and contour maps as immediate feedback helping students to appreciate the impact and context of their efforts. Other features of the GLOBE Web site allow GLOBE students to communicate and collaborate with scientists and with other GLOBE students around the world.

    Description: The purpose of this document is to describe a global strategy to integrate the use of space technology in the fight against malaria. Given the well-documented relationship between the vector and its environment, and the ability of existing space technologies to monitor environmental factors, malaria is a strong candidate for the application of space technology. The concept of a malaria early warning system has been proposed in the past' and pilot studies have been conducted. The HI-STAR project (Health Improvement through Space Technologies and Resources) seeks to build on this concept and enhance the space elements of the suggested framework. As such, the mission statement for this International Space University design project has been defined as follows: "Our mission is to develop and promote a global strategy to help combat malaria using space technology". A general overview of malaria, aspects of how space technology can be useful, and an outline of the HI-STAR strategy is presented.

    Description: Our mission is to develop and promote a global strategy to help combat malaria using space technology. Like the tiny yet powerful mosquito, HI-STAR (Health Improvements Through Space Technologies and Resources) is a small program that aspires to make a difference. Timely detection of malaria danger zones is essential to help health authorities and policy makers make decisions about how to manage limited resources for combating malaria. In 2001, the technical support network for prevention and control of malaria epidemics published a study. HI-STAR focuses on malaria because it is the most common and deadly of the vector-borne diseases. Malaria also shares many commonalities with other diseases, which means the global strategy developed here may also be applicable to other parasitic diseases. HI-STAR would like to contribute to the many malaria groups already making great strides in the fight against malaria. Some examples include: Roll Back Malaria, The Special Program for Research and Training in Tropical Diseases (TDR) and the Multilateral Initiative on Malaria (MIM). Other important groups that are among the first to include space technologies in their model include: The Center for Health Application of Aerospace Related Technologies (CHAART) and Mapping Malaria Risk in Africa (MARA). Malaria is a complex and multi-faceted disease. Combating it must therefore be equally versatile. HI-STAR incorporates an interdisciplinary, international, intercultural approach.called 'Malaria Early Warning Systems; Concepts, Indicators and Partners.' This study, funded by Roll Back Malaria, a World Health Organization initiative, offers a framework for a monitoring and early warning system. HI-STAR seeks to build on this proposal and enhance the space elements of the suggested framework. It is the work of fifty-three professionals and students from the International Space University's 2002 Summer Session Program held in California, USA.

    Description: The International Space University (ISU) 2002 Summer Session was conducted in Pomona, California, June 29-August 30, 2002. Ninety-nine professionals and students from thirty-one countries attended the Summer Session. More than half of these students participated in the Student Research Design Project entitled, "HI-STAR: Health Improvements through Space Technologies and Resources." ISU's interdisciplinary Student Research Design Projects are intended to have great educational value for the participants and, at the same time, to result in a product that will be useful to the field. The HI-STAR project was a success on both counts. The mission of the ISU students' effort on HI-STAR was to develop and promote a global strategy to help combat malaria using space technology. Like the tiny yet powerful mosquito, HI-STAR is a small program that aspires to make a difference. HI-STAR seeks to build on this proposal and enhance the space elements of the suggested framework. Malaria disease dynamics and distributions are related to environmental variables. From space, environmental conditions that support the growth of mosquito populations can be monitored, Malaria-specific information can be gathered from satellite-borne remote sensing instruments and ground-based sensors. This information can be integrated via geographic information systems (GIS) into a Malaria Information System (MIS) that can provide assessment analyses and risk maps as output. HI-STAR defines and suggests the development of an active MIS as a low-cost tool to help organizations plan their efforts to fight malaria.

    Description: Electric propulsion, whether powered by solar generators or by nuclear reactors, offers a valuable solution to the problems posed by chemical in-space propulsion. It maybe argued that solar electric propulsion is more applicable to near-Earth missions or to missions to the nearer planets, whereas nuclear electric propulsion remains operational even in the vicinity of the far outer planets. Taking into account considerations such as cost and safety it can be concluded that both types of electric propulsion are complementary having their specific niches of application. A third technology based on non-chemical sources for high efficiency propulsion is solar thermal propulsion, which may find its own specific niche in near-Earth missions or missions to the inner planets.

    Description: The 2003 Summer Session Program of the International Space University (ISU) was conducted at the ISU Central Campus in Strasbourg, France, July 5-September 6, 2003. Attending the Summer Session were 114 students from 27 countries including the US. The International Space University (ISU) offers its students a unique and comprehensive educational package covering all disciplines related to space programs and enterprises - space science, space engineering, systems engineering, space policy and law, business and management, and space and society. By providing international graduate students and young space professionals both an intensive interdisciplinary curriculum and also the opportunity to solve complex problems together in an intercultural environment, ISU is preparing the future leaders of the emerging global space community. Since its founding in 1988, ISU has graduated more than 2200 students from 87 countries. Together with hundreds of ISU faculty and lecturers from around the world, ISU alumni comprise an extremely effective network of space professionals and leaders that actively facilitates individual career growth, professional activities and international space cooperation. ISU's interdisciplinary Student Theme Days and Student Workshops are intended to have great educational value for the participants. Along with the interdisciplinary Core Lectures, they apprise the students of state-of-the-art activities, programs and policies in spacefaring nations. They also provide ISU students the opportunity to meet world experts in space-related subjects.

    Description: The United States seeks to protect its security and foreign-policy interests, in part, by actively controlling the export of goods, technologies, and services that are or may be useful for military development in other nations. "Export" is defined not simply as the sending abroad of hardware but also as the communication of related technology and know-how to foreigners in the United States and overseas. The U.S. government mechanism for controlling dual-use items--items in commerce that have potential military use is the Export Administration Regulations (EAR) administered by the Department of Commerce; items defined in law as defense articles fall under the jurisdiction of the Department of State and the International Traffic in Arms Regulations (ITAR). Because of the potential military implications of the export of defense articles, the ITAR regime imposes much greater burdens (on both the applicant and the government) than does the EAR regime during the process of applying for, and implementing the provisions of, licenses and technical-assistance agreements. Until the early 1990s export control activity related to all space satellites (commercial and scientific) was handled under ITAR. Between 1992 and 1996 the George H.W. Bush and the Clinton administrations transferred jurisdiction over the licensing of civilian communications satellites to the Commerce Department under EAR. In 1999, however, in response to broad concerns about Chinese attempts to acquire U.S. high technology, the U.S. House of Representatives convened the Select Committee on U.S. National Security and Military/Commercial Concerns with the People s Republic of China, also known as the Cox Committee. One of the many consequences of the Cox Committee's report was Congress's mandate that jurisdiction over export and licensing of satellites and related equipment and services, irrespective of military utility, be transferred from the Department of Commerce to the State Department and that such equipment and services be covered as defense articles under ITAR. Scientific satellites were explicitly included despite their use for decades in peaceful internationally conducted cooperative scientific research. It is widely recognized that the shift in regulatory regime from EAR to ITAR has had major deleterious effects on international scientific research activities that depend on satellites, spaceflight hardware, and other items that are now controlled by ITAR. Furthermore, contravening U.S. interests in attracting foreign students to U.S. universities, the capture of space technology by ITAR has caused serious problems in the teaching of university space science and engineering classes, virtually all of which include non-U.S. students. This report is a summary of a September 2007 workshop in which participants from the space research communities and the export-control administration and policy communities came together to discuss problems, effects, and potential solutions regarding the application of ITAR to space science. The principal themes and ideas that emerged from the discussions are summarized.
