    Description: There is a pressing need for improved health care in general and emergency health care in particular throughout the Caribbean Basin. The importance of rotorcraft as an integral part of the needed system of emergency medical care in the region was investigated. Many of the larger countries in the region currently have the needed infrastructure to implement a national system of rotorcraft-based emergency medical centers within their borders. By helping to establish a system of rotorcraft based health care centers in strategic locations in the Lesser Antilles, the U.S. can assist the islands of the region by demonstrating the concept and establishing a potential training site for the other larger countries of the region. There is sufficient demand for rotorcraft based emergency health care within the Lesser Antilles to locate one center on the island of Puerto Rico and another one of the southern-most islands. With the use of fixed wing aircraft or long range helicopters, the two rotorcraft based centers could provide the region with rapid and efficient emergency health care. The superior speed and range of the XV-15 Tilt Rotor aircraft make it an attractive possibility for emergency transport and rescue in this region.

    Description: Technology is available to produce space suits providing a quick-reaction, safe, much more mobile extravehicular activity (EVA) capability than before. Such a capability may be needed during the shuttle era because the great variety of missions and payloads complicates the development of totally automated methods of conducting operations and maintenance and resolving contingencies. Routine EVA now promises to become a cost-effective tool as less complex, serviceable, lower-cost payload designs utilizing this capability become feasible. Adoption of certain advanced space suit technologies is encouraged for reasons of economics as well as performance.

    Description: Substantial cost savings and performance improvement will result by the use of Extravehicular Activity (EVA) to supplement or replace automation. Taking an all-pallet version of Langley Research Center's Advanced Technology Laboratory payload as an example, $54.5 million should be saved by EVA over automation, considering deployment and stowing only. Additional savings should accrue when reduced-reliability equipment (where permitted) is substituted for high reliability equipment and EVA is used for repairs. More comprehensively, launch and operation costs could also be reduced by elimination of the need to return to the ground for repairs; and production spending might be reduced when an entire vehicle was saved by manned EVA repair not feasible via automation. Potential disadvantages include increased cost due to development and manufacture of EVA equipment, payload provisions to enable EVA interfaces, training, orbiter modification, and prevention of EVA-caused contamination. Possible applications to the Space Shuttle missions are discussed.

    Description: The possible ways by which NASA payload costs might be reduced in the future were studied. The major historical reasons for payload costs being as they were, and if there are technologies (hard and soft), or criteria for technology advances, that could significantly reduce total costs of payloads were examined. Payload costs are placed in historical context. Some historical cost breakdowns for unmanned NASA payloads are presented to suggest where future cost reductions could be most significant. Space programs of NOAA, DoD and COMSAT are then examined to ascertain if payload reductions have been brought about by the operational (as opposed to developmental) nature of such programs, economies of scale, the ability to rely on previously developed technology, or by differing management structures and attitudes. The potential impact was investigated of NASA aircraft-type management on spacecraft program costs, and some examples relating previous costs associated with aircraft costs on the one hand and manned and unmanned costs on the other are included.

    Description: An evolutionary, gradual, and step-wise spacecraft systems technology development from those used on the Apollos and Skylab 1 to that required for the space station was considered. The four mission spacecraft were dry workshop versions of the Saturn 4-B stage, and each individually configured, outfitted and launched by INT-21 vehicles. These spacecraft were evaluated for crews of three, six and nine men and for mission lifetimes of one year. Two versions of the Apollo CSM, a three man and a four man crew, were considered as the logistic vehicle. The solar cell electrical power system of the first mission evolves into a light weight panel system supplemented by an operating isotope-Brayton system on the later missions. The open life support system of the first mission evolves to a system which recovers both water and oxygen on the last mission. The data handling, communications, radiation shielding, micrometeoroid protection, and orbit keeping systems were determined. The program costs were estimated and, excluding operational costs, the cost for each mission would average about $2 billion of which one-sixth would be for development, one-fourth for experiments, and the balance for vehicle acquisition.

    Description: This paper presents the background and results of a study of future payload technology requirements. The overall objectives of the study were the identification and description of technology items that must be advanced beyond the current state of the art in order for early shuttle-era NASA payloads to meet their currently defined objectives. The purpose was to provide data that will effectively assist the NASA payload technology planning effort. A total of 91 payload technology requirements have been defined in detail with requirements occurring in all disciplines. Included in the description of these technology requirements are the current state-of-the-art, the level of technology advancement required, and the date when the technology will be needed. The highlights of the study are: (1) NASA must provide the major impetus to attain these technology requirements, (2) most of these technologies must be available in 3-4 years, and (3) about half of the technology advancements require a test in space.
