    Notes: This article describes the development of a generic loss assessment methodology, which is applicable to earthquake and windstorm perils worldwide. The latest information regarding hazard estimation is first integrated with the parameters that best describe the intensity of the action of both windstorms and earthquakes on building structures, for events with defined average return periods or recurrence intervals. The subsequent evaluation of building vulnerability (damageability) under the action of both earthquake and windstorm loadings utilizes information on damage and loss from past events, along with an assessment of the key building properties (including age and quality of design and construction), to assess information about the ability of buildings to withstand such loadings and hence to assign a building type to the particular risk or portfolio of risks. This predicted damage information is then translated into risk-specific mathematical vulnerability functions, which enable numerical evaluation of the probability of building damage arising at various defined levels. By assigning cost factors to the defined damage levels, the associated computation of total loss at a given level of hazard may be achieved. This developed methodology is universal in the sense that it may be applied successfully to buildings situated in a variety of earthquake and windstorm environments, ranging from very low to extreme levels of hazard. As a loss prediction tool, it enables accurate estimation of losses from potential scenario events linked to defined return periods and, hence, can greatly assist risk assessment and planning.

    Description: This study describes the development of a simple, heuristic manual calculation procedure for estimating the site period-shift factor and soil damping ratio, with appropriate considerations for the level of shaking, impedance contrast between soil and bedrock interface and the plasticity of the soil layers. Essentially, the analogy of a building shear-frame has been used to represent the seismic response behaviour of a soil column.     Description: Deterministic and probabilistic seismic hazard analyses should be complementary, in the sense that probabilistic analysis may be used to identify the controlling deterministic design-level earthquake events, and more sophisticated models of these events may then be developed to account for uncertainties that could not have been included directly in the probabilistic analysis. De-aggregation of the tentative uniform hazard spectra (UHS) in Hong Kong resulting from a probabilistic seismic hazard assessment (PSHA) indicates that strong and major distant earthquakes, rather than moderate local earthquakes, make the largest contribution to the seismic hazard level within the natural-period range longer than 0.3 s. Ground-motion simulations of controlling events located 90 and 340 km from Hong Kong, taking into account uncertainties in the rupture process, reveal that the tentative UHS resulting from the PSHA may have significantly underestimated the mid-to-long period components. This is attributed mainly to the adoption of double-corner source-spectrum models in the attenuation relationships employed in the PSHA. The results of the simulations indicate clearly that rupture directivity and rupture velocity can significantly affect the characteristics of ground motions, even from such distant earthquakes. The rupture-directivity effects have profound implications in elongating the second corner period where the constant velocity intersects the constant displacement, thus increasing the associated displacement demand. However, demands for acceleration and velocity are found to be not sensitive to the presence of the directivity pulses. Ground pulses resulting from forward rupture directivity of distant earthquakes have longer predominant periods than the usual near-fault directivity pulses. These long-period pulses may have profound implications for metropolises, such as Hong Kong and others in Southeast Asia, having large concentration of high-rise buildings.     Description: Site effects characterize the filtering mechanisms within the soil sedimentary layers overlying bedrock. In regions of high seismicity such as California where strong motion records are relatively abundant, site coefficients can be developed by regression of recorded ground shaking parameters. In regions of low-to-moderate seismicity or of high seismicity but with a paucity of recorded strong motion data, such empirical models cannot be obtained in the same way. This study describes the theoretical development of a simple, rational manual procedure to calculate site coefficients, based on a single period approximation (SPA), and to construct displacement response spectra (RSD) for soil sites. The proposed simplified model, which takes into account the non-linear behaviour of soil that is dependent on the level of shaking, impedance contrast at the soil-bedrock interface and the plasticity of soil material, has been verified by comparison with results obtained from non-linear shear wave analyses and data recorded during the 1994 Northridge earthquake. The proposed model is believed to be a convenient tool for calculating non-linear site responses and constructing site-specific response spectra, which has the potential of being incorporated into code provisions.
