    Notes: The numerical calculations of the transition phase of a streamer to an arc in nitrogen is reported. The proposed model includes an extensive set of collisional processes leading to gas heating. Radial variations of the species concentration and temperature are included in the calculation. Starting with the streamer parameters as an initial condition, the calculations are carried out until "quasisteady'' state arc conditions are reached. The time evolution of the species concentration, the discharge voltage, and the current are discussed. The steady-state arc temperatures, radii, currents, and voltages are compared with available experimental data.

    Notes: A more realistic numerical technique hereafter known as Hegde's Ultimate Numerical Technique (HUNT) is developed and demonstrated on a one dimensional and a two dimensional steady state diffusion problem of heat transfer. The available numerical methods developed are based on finite difference technique neglecting the contribution of higher order terms in Taylor series expansion of the function leading to an approximation and the error in the solution. In the present effort of the HUNT, the optimization of the partial derivatives leads to the elimination of the error and justifies the stability and the convergence of the solution. The HUNT procedure based on the interface theory developed by the author, is capable of providing the ultimate optimum solution to all the partial derivatives considered as decision vectors. Even though the HUNT is demonstrated on one dimensional and two dimensional steady state diffusion equations, it does not require rigorous efforts to apply it to three dimensional problems of fluid flow and heat transfer. As pilot exercises the HUNT is demonstrated on a one dimensional circular fin and a two dimensional plate to obtain the temperature distribution. The result is compared with the analytical method and the finite volume method for which the results are available in the literature. To the knowledge of the authors, HUNT is both different and a unique example of its kind.

    Notes: Abstract  We have cloned and sequenced an orthologue of the human SOX9 gene in the lizard, Calotes versicolor, which lacks heteromorphic sex chromosomes as well as temperature-dependent sex determination. PCR amplification of Calotes cDNA using human SOX9 primers yielded an 861-bp fragment which harboured the high-mobility group domain and flanking sequences and had identity greater than 85% at nucleotide and greater than 90% at amino acid level with the hitherto known homologues of Sox9, demonstrating its evolutionary conservation. CvSox9 makes an approx. 5-kb transcript which is expressed in the genital ridge and mullerian duct of all the embryos from their very inception. In the genital ridge the expression in day 40 and day 45 embryos is confined to the embryonic testis (medulla) of only 50% embryos, indicating a shift in the expression from non-gonad-specific to testis-specific. The temporal and cell-specific expression in the genital ridge suggests a vital role for CvSox9 in the determination and/or differentiation of testis.

    Notes: Abstract Optically violent variable quasars and BL Lac objects, which form a subclass of active galactic nuclei are termed as Blazars. Blazars show high degree variation in their flux and polarization in a relatively shorter period of time. They are strong radio sources with a non-stellar continuum. Most of the BL Lac objects do not show any emission lines though in some cases very weak lines are observed. They harbour in elliptical galaxies. Some BL Lacs show superluminal motion indicating the flow of matter at relativistic speeds close to the line of sight. It is likely that the enormous energy produced by these objects may be due to a massive black hole with an accretion disc system. Some Blazars have been observed to detect short time variations in their flux and polarization in the visual band. These studies are aimed at understanding the physical processes taking place in the central engine. Detecting shorter period variations assumes significance as they impose restrictions on the total volume from where the huge amount of energy is comming out. To date the recorded shortest period variation in visual band is 6.3 min in OJ 287, a BL Lac object. Attempts are being made to detect shorter period variations, which pose observational challenges. It is generally accepted that the central engine of AGN harbours a massive blackhole with an accretion disc surrounding it.

    Notes: Abstract After independence, the Education Commission called for the creation of new institutions to undertake the task of higher education in technology, agriculture and management. Three models of higher education were imported. In the field of technology the “MIT model” was advocated by the Sarkar Committee. The five Indian Institutes of Technology (IITs) were the results of this thinking. The “Land-grant University Model” provided the basis for development of agricultural universities. The “Business School Model” was instrumental in the creation of the Indian Institutes of Management (IIMs) at Ahmedabad and Calcutta. In this article, we explore the implications of importing the “MIT model” in the case of IITs and venture some possible explanations of the feelings of institutional helplessness through in-depth data collected in one IIT. We believe that the “sorting” process implicit in the MIT and the Business school models, in particular, when imposed on the Indian socio-economic milieu has aggravated the isolation of the elites from the realities of the country as well as increased dependence on the West. This, has in turn, resulted in mediocrity and irrelevances even in these islands of intended excellence. The IIT experience serves to illustrate this argument. Our argument is developed through 1 understanding the phenomenon of sorting and how this distances the IIT graduate, in particular, from the rest of the engineering graduates, among others; 2 placing the argument in the perspective of transfer of intellectual technology from the West.

    Notes: Abstract In the 1950s and 1960s, several institutions were created in India to cater to the needs of management education and to assist in the process of national development. To date, there has been very little systematic comparative analysis of the experience of creating these institutions and examining their performance. The present paper reports the results of an attempt to assess the performance of six management education institutions in India which were established in the 1950s and 1960s and equally divided between post-graduate and post-experience education. Being an exploratory study, the emphasis has been on developing a methodology for assessment of performance and applying this to the area of management education. Basically, performance on both system survival and system effectiveness dimensions has been incorporated into the performance measurement attempt. System survival has been operationalized through a series of indicators on capability development; the system effectiveness dimension has been operationalized through a series of indicators on innovative thrust and penetration for these six institutions. An attempt has also been made to relate various process mechanisms of institution building to the different aspects of performance. Thus, the paper also explores the relationship of institution building processes with performance.

    Notes: Abstract Residual-stress profiles were determined along the rolling direction in cold-rolled, annealed, and roller-leveled copper-2% beryllium alloy strips using the X-ray-diffraction technique. The data were corrected for the effects of beam penetration and subsurface-stress relaxation due to material removal. The type, magnitude and distribution of residual stresses were found to depend on the amount of cold reduction of the strips. Surface residual stresses as high as 40 percent of the material yield strength were observed, with the stress values decreasing rapidly through the depth. Corrections for the effects of both beam penetration and stress relaxation were found to be very important at higher percentages of strip cold reduction. Thermal treatments were found to significantly reduce the level of residual stress. However, mechanical treatments (roller leveling) produced no change in the magnitude of stress at the strip surface, but resulted in an irregular pattern of stress.
