    Notes: . This paper is concerned with the impacts of academic knowledge production (human capital, research, and consultancy) on the investment behavior of the manufacturing industry. Beginning with the neoclassical theory of capital accumulation, a multiregional investment model for non-residential structures and equipment is developed. Within this model, the knowledge impacts of universities are represented by a diffusion function, which takes into account the possibilities of contagious and hierarchical diffusion of knowledge. Special attention has been given to the development of a theoretically sound and empirically operational investment model, and to the identification of spatio-temporal correlation. The latter has been approached by means of the use of an EGLS estimator, based on a stationary spatio-temporal Markov scheme for the residual. The main result of the case study relating to the Netherlands is that academic knowledge production has a significant positive impact on investments in equipment which is strongest in the neighborhood of central places (i.e., following a hierarchical diffusion pattern).

    Notes: Stricter environmental regulations are often opposed on the grounds that they will alter equilibrium capital flows. Empirical evidence in this area remains largely unresolved, mainly due to the quite disparate results found in the literature. This paper takes a positive look at the relationship between new manufacturing plant location decisions and environmental regulations by examining data from 11 studies that provide more than 365 observations. One major result from our meta-analysis is that methodological considerations play a critical role in shaping the body of received estimates. Our empirical estimates also lend insights into future research that is necessary before any robust conclusions can be made regarding the effects of environmental regulations on capital flows.

    Notes: In this paper methodological aspects of impact analysis of regional economic policy are discussed. The first part of the paper deals primarily with conceptual notions and considers impact analysis as part of the comprehensive process of policy evaluation. Given this frame of reference, a detailed conceptual framework for impact analysis is outlined. In the second part of this paper measurement methods are classified into micro and macro studies. The latter class is then further subdivided according to the structure and contents of the impact model at hand. The advantages and weaknesses of each method are evaluated. Finally, an overview of the choice of an appropriate measurement method, given the circumstances under which a specific type of effect of a given kind of instrument has to be measured, is given. This is followed by some general conclusions on impact assessment.

    Notes: Abstract. Several major changes in educational policies have occurred in Spain over the last four decades. One of these is the re-organization of the educational system beginning in 1970. A policy to encourage the regional spread of universities was pursued over the seventies and eighties. There has also been devolution of power to some regions with respect to the management of the educational system. These policy changes are hypothesized to have resulted in an impact on inter-regional and intra-regional inequality with respect to educational facilities. We investigate the change in inequality that occurred between the 60s and the70s, and also between the 80s and early 90s.

    Notes: Abstract Some features of international environmental problems are considered. A basic problem is to induce countries to adopt a cooperative approach. One of the instruments to induce countries to cooperate is an exchange of concessions in fields of relative strengths, such as swapping trade concessions for cooperation on international environmental problems. This instrument will be modelled in this paper with tensor games. Both tradeoff and non-tradeoff tensor games will be addressed, with emphasis on tradeoff tensor games with linear strict weights. The relationship between the Pareto equilibria of a non-tradeoff tensor game and the Nash equilibria of the associated tradeoff tensor games will be studied. Due to structural similarities between tensor games and repeated multiple objective games, some attention will also be paid to the latter. Relationships between objects related to Folk theorems for the tradeoff tensor game with completely additive weights and the corresponding objects for its constituting isolated games will be studied. Since many international environmental problems have prisoners' dilemma characteristics, it is analyzed how interconnection may enhance cooperation in prisoners' dilemma games.
