    Description: In May 2020 I was a guest on an episode of the TV show "Planet Wissen" dedicated to "Pathways out of the Plastic Flood". It was an opportunity for me to talk about the preliminary results of our work in the ENSURE project on "Plastic: Social Perception and Behaviour Patterns". The journalist Andrea Wojtkowiak had sent me a few questions in advance, but - as is so often the case - there wasn't enough time to discuss everything in detail during the programme itself. So for all those interested in the issue of plastic, here are the more in-depth answers.

    Description: Inhabitants of Pacific Small Island States are facing multiple socio-ecological pressures and the impacts of global climate change aggravate the situation. In order to reduce present and future vulnerabilities it is necessary to address the causes of such detrimental alterations and to find sustainable ways to cope with present and projected challenges. Studying people’s perspectives and agency, or in other words, their perceptions and behaviour, can help to better understand how sustainable practices can be motivated and can contribute to an increased efficiency of mitigation and adaptation projects. Despite increasing research related to environmental changes and their resulting impacts for the Pacific island region, the breadth of perspectives of local people is often under-represented in science and policy. This thesis therefore illustrates the role and diversity of perceptions that guide human behaviour in the context of addressing environmental challenges. Based on a summary of theoretical considerations three major areas of relevant perceptions have been identified. These include perceptions related to environmental change, coping strategies, and social processes. In a survey study (N=180) perceptions of climate-related environmental changes and ways of addressing resulting impacts have been investigated in Tuvalu, Samoa, and Tonga. The results reveal that the respondents perceive a multitude of alterations and attribute them mainly to irresponsible human behaviour. The perceptions of the intensity of change and the degree of perceived impacts vary within and between island states. A certain fraction of this variance can be explained by geographical and climatic differences between the islands and sociodemographic variables. People’s perspectives on their ability to cope with the impacts on their lives reflect not only the diversity of measures that locals use, but also their will to adapt and the acknowledgement of their own responsibilities. However, the perception of lacking skills, opportunities, and low self-efficacy are likely to hinder effective adaptation. Sustainable ways of adaptation could therefore be encouraged by offering information about effective measures, skills to implement them, and the availability of materials. Here, the study results regarding the expectations that locals have of other actors, such as governments, NGOs, and the church, can be helpful for developing coherent support. The findings could be incorporated by local organizations to a) further identify specific needs of communities, b) work on tailored information about environmental change and effective coping strategies, and c) find ways for approaching and motivating different demographic groups. Thereby, this dissertation could contribute to an enhanced understanding of the complexity of local perspectives on current developments and to advance strategies for a transition to more sustainable lifestyles.

Da die bestehenden Regulierungen zur Eindämmung des Problems nicht ausreichen, muss die ständig steigende Kunststoffproduktion und -nutzung insgesamt reduziert werden. Es bedarf eines systemischen Ansatzes, der alle Akteure in die Verantwortung nimmt, die Kunststoffprodukte und -verpackungen produzieren, nutzen, recyceln und entsorgen sowie damit handeln. Die Politik muss den nötigen Paradigmenwechsel vorantreiben und eine gesamtgesellschaftliche Suffizienzdebatte ermöglichen.

    Description: Every community-based marine resource management (CBMRM) inherently takes place in a highly complex social–ecological environment, and stakeholder perceptions related to various aspects of the natural and social environment guide behavior in every stage of the management process. This paper provides an introduction to the psychology of perception with regard to marine resource management. In particular, it offers a typology of CBMRM relevant perceptions along with an analysis of psychological, societal, and physical factors that modulate them. Based on this analysis, we propose the introduction of specially trained local Perception Experts (PE's), whose role will be to recognize and reflect individual perceptions of involved stakeholders, and to communicate them at community meetings where decisions are made. This empirically testable addition to current CBMRM schemes could help to increase participation, develop management measures that fit the capacities of the involved stakeholders more accurately, and hence, contribute to a faster rehabilitation of marine resources.

    Description: The high volume of plastic packaging currently consumed in Germany poses a complex socio-ecological risk. As part of the BMBF-funded ENSURE research consortium, environmental psychologists at the Institute for Advanced Sustainability Studies (IASS) in Potsdam have studied various policy options to promote a reduction in individual consumption of plastic food packaging. A representative nationwide survey of 1,200 persons conducted by the researchers shows that 92 per cent of the interviewed consumers consider plastic waste in the environment a threat to the preservation of our natural resources and the foundations of life. Despite this widespread awareness, the consumption of plastic packaging continues to grow: In 2018, Germany generated over three million tonnes of plastic packaging waste; more than double the amount produced in 1997. The findings of the ENSURE project indicate that consumers are willing and indeed wish to reduce their consumption of plastic packaging; however, they are hindered by personal and structural barriers. Political action is needed to break down these barriers to change and support consumers in their efforts. This IASS Policy Brief presents three strategic policy recommendations that could help reduce the consumption of packaging in daily life. Following an outline of the broader context and key issues, these three recommendations are explained in detail. In conclusion, we highlight the need for a systemic approach to the reduction of plastic packaging.

    Description: Individual perceptions of climate-related environmental changes are essential to understand behavioural responses to such changes. Despite several studies on change-perception in single Pacific Small Island States (PSIS), the variance in these perceptions within and between different PSIS has so far largely been neglected. We, therefore, explored perceptions of climate-related environmental changes and attributed causes in Tuvalu, Samoa, and Tonga. Our survey (N=180) shows that perceptions of environmental changes vary considerably between the three island states and also within each country. A certain fraction of this variance can be explained by (i) geographical and climatic differences between the island states and (ii) selected socio-demographic variables. The socio-demographic factors that proved most relevant include (i) the size of the settlement in which respondents live, (ii) their distance to the sea, (iii) their interaction with nature, and (iv) their self-assessment of their own religiosity. Moreover, we found that people attribute reported changes to manifold irresponsible and unsustainable human behaviours, and to a lesser extent to natural processes and divine acts. By illustrating the variance of perceptions and also the awareness of anthropogenic causes, the study helps to communicate the diversity of local voices and offers ways for finding a basis for discussing and implementing more sustainable behaviour alternatives.
