    Notes: The constitutional development of Nigeria which started under the British occupation has been marked by two fundamental principles: the decision to set the political evolution of the country on a federal basis, and the effort, far less successful, to integrate the traditional institutions into a modern political system. This second principle will be the subject of this article, which I hope will also shed some light on the complex relationships between tradition and modernity, and thus show the importance of ‘primordial loyalties’ in political life.

    Notes: Summary The compatibility of blends of poly(vinyl acetate) and poly(ethylene oxide) has been studied by rheological and thermo-optical analysis. Results from experiments point to the conclusion that there is extensive mixing between the segments of the two macromolecules in the blend. The interaction between the two polymers is manifested by a decrease in the melting point and a continuous decrease in viscosity with decreasing POE content in the mixture.

    Notes: Summary Polyethers from 1,4-bis(chloromethylene)-2,5-dimethoxybenzene and 4,4′-biphenol were obtained by phase transfer catalysis, using different catalysts and solvents. The molecular weights and yields were determined, showing a solvent effect and a influence of the catalysts used.

    Notes: Summary The viscometric and refractometric behaviour of poly (benzyl methacrylate) (PBM) in isobutyl methyl ketone (IMK) as a function of the temperature was studied. The viscometric relations in IMK and toluene by membrane osmometry and GPC at 25°C were established. The viscometric results show discontinuities in the intrinsic viscosity [η] in IMK and sharp changes in the conformational and thermodynamic parameters Kθ and B. The variation on the unperturbed dimensions of the polymer chain was attributed to a conformational transition. The influence of the side groups was analyzed. The conformational behaviour of this polymer was compared with the saturated corresponding poly (cyclohexyl methyl methacrylate).

    Notes: Abstract Mortar mixes with different water-cement ratios and consistency were impregnated with methyl-methacrylate monomer and polymerized thermally under water using the free radical initiatorα, α′-azobis (isobutyronitrile). Results on drying, impregnation and polymerization are presented. It is shown that a considerable amount of polymer remained strongly adhered or chemically inserted in the inorganic matrix. The molecular weight of the inserted polymer is higher than that obtained in the solvent extracted polymer and this is also higher than the polymer molecular weight obtained by bulk polymerization under the same conditions. The compressive and flexural strength of the impregnated mortar were found to be a function of the amount of polymer in the composites. Fracture behaviour under load, and polymer distribution inside the composites were examined by scanning electron microscopic techniques (SEM). It was observed that the polymer acts in two ways, first as a filler of porous and microcrack voids, secondly forming an anisotropic irregular network improving the bond characteristic of the interface between aggregate and matrix. Furthermore, due to the the adhesion of the polymer to both phases, it acts as a reinforcement and improves the mechanical properties, in particular the flexural strength.

    Notes: Abstract Assessment of seismic hazard in Panama is made using a seismotectonic regionalization model. The coefficients of Gumbel's Type-I distribution are calculated and return periods for several magnitudes are found. From these coefficients intensities, peak ground acceleration and earthquake hazard for a set of return periods and epicentral distances are estimated and substantial variations in the probability of occurrence are noted. The Panama Fracture Zone (PFZ) and the Panama-South America Suture Zone (PSZ) provinces are the most active in producing earthquakes with a magnitude of about 7.0 in less than 16 yr. Magnitude 7.0 earthquakes in the Azuero province have a return period of about 160 yr, whereas in the Panama Deformed Belt (PDB) province the return period for magnitude 7.5 events is about 175 yr.
