Description: Fluorescent excitation and emission spectral data on chlorophyll and Gelbstoff in natural sea waters from the Atlantic, Gulf, and Pacific coasts show that algae particulates are totally absorbing over much of the near ultraviolet and visible spectra and act approximately as quantum counters; plant pigments absorb energy and transfer a large portion to chlorophyll where some fraction is emitted as chlorophyll fluorescence. Gelbstoff data do not exhibit quantum counter action because of their low concentration. It is concluded that luminescence data of natural sea waters are useful in monitoring algal and Gelbstoff as well as pollutant concentrations.

Description: The technical characteristics of various telecommunications media are examined for incorporation into educational networks. FM radio, AM radio, and VHF and UHF television are considered along with computer-aided instruction. The application of iteration networks to library systems, and microform technology are discussed. The basic principles of the communications theory are outlined, and the operation of the PLATO 4 random access system is described.

Description: Chlorophyll and Gelbstoff excitation and emission spectra of sea water samples are assembled according to geographic sites from the Atlantic and Gulf coasts, the west coast, and a location north of Hawaii. Data were taken by fluorescent spectrophotometer and include also laboratory algal cultures for comparison with the sea water samples.

Description: Using the point spread function photometry program DAOPHOT, we have used UBV CCD photometry to construct color-magnitude diagrams and luminosity functions for three OB associations in the Large Magellanic Cloud. The region LH 76 appears to be completely coeval; the region LH 13 shows some evidence for noncoevality which will need to be checked with spectra of the stars in question. The region LH 105, which lies on the southern edge of 30 Doradus, shows significant contamination by an underlying older population, possibly from previous star forming events. The luminosity functions, which serve as the first step toward determining the initial mass function in these regions, are calculated.

Description: IRAS far-infrared fluxes are presented for six H II regions in the LMC. These regions are the sites of recent, massive star formation where the radiative heating source is young stars rather than the general interstellar radiation field. As such, the observations become building blocks for the interpretation of far-infrared emission from spatially unresolved galaxies. In addition, the multiwavelength luminosities of the region then probe the young stellar upper initial mass function. With the long-range goal of determining the stellar content of unresolved star-forming regions, we present the results of a simple model which combines the infrared data with existing H-alpha/H-beta and thermal radio data. For the two OB associations where the mass function has been determined directly, the model correctly 'predicts' a solar neighborhood upper mass function within the uncertainties. No evidence is found for upper mass functions significantly different from that in the solar neighborhood.

Description: Adequate suppression of range sidelobes in chirp pulse-compression radar system for spaceborne rain-mapping application demonstrated in operation of aircraft version of system. Radar system operates at center frequency of 13.8 GHz, developed for operation aboard NASA DC-8 aircraft to measure vertical rainfall-rate profiles and rain-cell dimensions. Sidelobes suppressed by at least 55 dB. Technique applied to other frequencies, therefore, useful in other radar systems in which low sidelobes at mid to far range needed.

Description: The laboratory procedures, algorithms, measurements, and uncertainties associated with generation of the spectral and radiometric calibration of data acquired by AVIRIS are described. AVIRIS is an airborne sensor that obtains high-spatial-resolution image data of the earth in 224 spectral channels in four spectrometers covering the range from 400 to 2450 nm. The spectral calibration of AVIRIS agrees with the in-flight data to within two nanometers, and the absolute radiometric calibration is consistent with the in-flight verification to 10 percent over the spectral range. In-flight radiometric stability as measured by five consecutive passes over the surface calibration site is reported to be between three and five percent.

Description: Report describes conceptual design of spaceborne radar system mapping precipitation and clouds at mid-latitudes to provide data for research on global weather and climate. Radar operates at two frequencies. Lower (35 GHz) provides vertical profiles of rainfall at rates up to 20 mm/h and enables probing of cirrus clouds. Higher (94 GHz) enables detection and quantitative measurements of clouds of all types and provides rain profiles at rates up to 10 mm/h.

Description: Two altimeter concepts based on spaceborne synthetic-aperture-radar (SAR) proposed to gather global, uniformly sampled, high-resolution, topographical data on land and ice. Wide swath and high pulse rate of SAR makes possible to acquire spatially contiguous data over large areas in reasonable amount of time, and time needed for altimetric processing of SAR data considerably less than that needed to generate topographical maps from stereoscopic photographs. Radar less vulnerable to cloud cover and other weather conditions than optical techniques.
