    Description: Considerable uncertainty surrounds the issue of whether precipitation over the tropical oceans (30 deg N/S) systematically changes with interannual sea-surface temperature (SST) anomalies that accompany El Nino (warm) and La Nina (cold) events. Time series of rainfall estimates from the Tropical Rainfall Measuring Mission (TRMM Precipitation Radar (PR) over the tropical oceans show marked differences with estimates from two TRMM Microwave Imager (TMI) passive microwave algorithms. We show that path-integrated attenuation derived from the effects of precipitation on the radar return from the ocean surface exhibits interannual variability that agrees closely with the TMI time series. Further analysis of the frequency distribution of PR (2A25 product) rain rates suggests that the algorithm incorporates the attenuation measurement in a very conservative fashion so as to optimize the instantaneous rain rates. Such an optimization appears to come at the expense of monitoring interannual climate variability.

    Description: Composite feedlines with metal liners have the potential to reduce weight/cost while providing the same level of permeation resistance and material compatibility of all-metal feedlines carrying cryogenic propellants in spacecraft. The major technical challenges are the large difference in Coefficient of Thermal Expansion between the liner and the composite, and the manufacturing method required to make a very thin liner with the required strength and dimensional tolerance. This study investigates the use of autofrettage (compressive preload) to counteract Coefficient of Thermal Expansion when pre-pressurization procedures cannot be used to solve this problem. Promising materials (aluminum 2219, Inconel 718, nickel, nickel alloy) and manufacturing techniques (chemical milling, electroplating) are evaluated to determine the best liner candidates. Robust, autofrettaged feedlines with a low Coefficient of Thermal Expansion liner (Inconel 718 or nickel alloy) are shown to successfully counteract mismatch at LOX temperature. A new concept, autofrettage by temperature, is introduced for high Coefficient of Thermal Expansion materials (aluminum and pure nickel) where pressure cannot be used to add compressive preload.

    Description: The sensitivities of convective storm structure and intensity to changes in the altitudes of the prestorm environmental lifted condensation level and level of free convection axe studied using a full-physics three-dimensional cloud model. Matrices of simulations are conducted for a range of LCL=LFC altitudes, using a single moderately-sheared curved hodograph trace in conjunction with 1 convective available potential energy values of either 800 or 2000 J/kg, with the matrices consisting of all four combinations of two distinct choices of buoyancy and shear profile shape. For each value of CAPE, the LCL=LFC altitudes are also allowed to vary in a series of simulations based on the most highly compressed buoyancy and shear profiles for that CAPE, with the environmental buoyancy profile shape, subcloud equivalent potential temperature, subcloud lapse rates of temperature and moisture, and wind profile held fixed. For each CAPE, one final simulation is conducted using a near optimal LFC, but a lowered LCL, with a neutrally buoyant environmental thermal profile specified in between. Results show that, for the buoyancy-starved small-CAPE environments, the simulated storms are supercells and are generally largest and most intense when LCL=LFC altitudes lie in the approximate range 1.5-2.5 km above the surface. The simulations show similar trends for the shear-starved large-CAPE environments, except that conversion from supercell to multicell morphology frequently occurs when the LCL is high. For choices of LCL=LFC height within the optimal 1.5-2.5 km range, peak storm updraft overturning efficiency may approaches unity relative to parcel theory, while for lower LCL=LFC heights, overturning efficiency is reduced significantly. The enhancements of overturning efficiency and updraft diameter with increasing LFC height are shown to be the result of systematic increases in the mean equivalent potential temperature of the updraft at cloud base. For the shear-starved environments, the tendency for outflow dominance is eliminated, but a large overturning efficiency maintained, when a low LCL is used in conjunction with a high LFC. The result regarding outflow dominance at high LCL is consistent with expectations, but the beneficial effect of a high LFC on convective overturning efficiency has not previously been widely recognized. The simulation findings here also appear to be consistent with statistics from previous severe storm environment climatologies, but provide a new framework for interpreting those statistics.

    Description: Micro-pulse lidar systems (MPL) were used to measure aerosol properties during the Indian Ocean Experiment (INDOEX) 1999 field phase. Measurements were made from two platforms: the NOAA ship RN Ronald H. Brown, and the Kaashidhoo Climate Observatory (KCO) in the Maldives. Sunphotometers were used to provide aerosol optical depths (AOD) needed to calibrate the MPL. This study focuses on the height distribution and optical properties (at 523 nm) of aerosols observed during the campaign. The height of the highest aerosols (top height) was calculated and found to be below 4 km for most of the cruise. The marine boundary layer (MBL) top was calculated and found to be less than 1 km. MPL results were combined with air mass trajectories, radiosonde profiles of temperature and humidity, and aerosol concentration and optical measurements. Humidity varied from approximately 80% near the surface to 50% near the top height during the entire cruise. The average value and standard deviation of aerosol optical parameters were determined for characteristic air mass regimes. Marine aerosols in the absence of any continental influence were found to have an AOD of 0.05 +/- 0.03, an extinction-to-backscatter ratio (S-ratio) of 33 +/- 6 sr, and peak extinction values around 0.05/km (near the MBL top). The marine results are shown to be in agreement with previously measured and expected values. Polluted marine areas over the Indian Ocean, influenced by continental aerosols, had AOD values in excess of 0.2, S-ratios well above 40 sr, and peak extinction values approximately 0.20/km (near the MBL top). The polluted marine results are shown to be similar to previously published values for continental aerosols. Comparisons between MPL derived extinction near the ship (75 m) and extinction calculated at ship-level using scattering measured by a nephelometer and absorption using a PSAP were conducted. The comparisons indicated that the MPL algorithm (using a constant S-ratio throughout the lower troposphere) calculates extinction near the surface in agreement with the ship-level measurements only when the MBL aerosols are well mixed with aerosols above. Finally, a review of the MPL extinction profiles showed that the model of aerosol vertical extinction developed during an earlier INDOEX field campaign (at the Maldives) did not correctly describe the true vertical distribution over the greater Indian Ocean region. Using the average extinction profile and AOD obtained during marine conditions, a new model of aerosol vertical extinction was determined for marine atmospheres over the Indian Ocean. A new model of aerosol vertical extinction for polluted marine atmospheres was also developed using the average extinction profile and AOD obtained during marine conditions influenced by continental aerosols.

    Description: Scale is an "innate" concept in geographic information systems. It is recognized as something that is intrinsic to the capture, storage, manipulation, analysis, modeling, and output of space and time data within a GIS purview, yet the relative meaning and ramifications of scaling spatial and temporal data from this perspective remain enigmatic. As GISs become more sophisticated as a product of more robust software and more powerful computer systems, there is an urgent need to examine the issue of scale, and its relationship to the whole body of spatiotemporal data, as imparted in GISs. Scale is fundamental to the characterization of geo-spatial data as represented in GISs, but we have relatively little insight on how to measure the effects of scale in representing data that are acquired in different formats and exist in varying spatial, temporal and radiometric configurations. Moreover, the complexities associated with the integration of multiscaled data sets in a multitude of formats are exacerbated by the confusion of what the term "scale" is from a multidisciplinary perspective. "Scale" takes on significantly different meanings depending upon one's disciplinary background and spatial perspective which lead to substantial confusion in the input, manipulation, analysis, and output operations. Hence, we must begin to look at the universality of scale and begin to develop the theory, methods, and techniques necessary to advance knowledge on the "Science of Scale' across all disciplines that use GISs.

    Description: Modern computational and experimental tools for aerodynamics and propulsion applications have matured to a stage where they can provide substantial insight into engineering processes involving fluid flows, and can be fruitfully utilized to help improve the design of practical devices. In particular, rapid and continuous development in aerospace engineering demands that new design concepts be regularly proposed to meet goals for increased performance, robustness and safety while concurrently decreasing cost. To date, the majority of the effort in design optimization of fluid dynamics has relied on gradient-based search algorithms. Global optimization methods can utilize the information collected from various sources and by different tools. These methods offer multi-criterion optimization, handle the existence of multiple design points and trade-offs via insight into the entire design space, can easily perform tasks in parallel, and are often effective in filtering the noise intrinsic to numerical and experimental data. However, a successful application of the global optimization method needs to address issues related to data requirements with an increase in the number of design variables, and methods for predicting the model performance. In this article, we review recent progress made in establishing suitable global optimization techniques employing neural network and polynomial-based response surface methodologies. Issues addressed include techniques for construction of the response surface, design of experiment techniques for supplying information in an economical manner, optimization procedures and multi-level techniques, and assessment of relative performance between polynomials and neural networks. Examples drawn from wing aerodynamics, turbulent diffuser flows, gas-gas injectors, and supersonic turbines are employed to help demonstrate the issues involved in an engineering design context. Both the usefulness of the existing knowledge to aid current design practices and the need for future research are identified.

    Description: Efforts to reduce viscous drag on airfoils could results in a considerable saving for the operation of flight vehicles including those of space transportation. This reduction of viscous drag effort requires measurement and active control of boundary layer flow property on an airfoil. Measurement of viscous drag of the boundary layer flow over an airfoil with minimal flow disturbance is achievable with newly developed MEMS sensor clusters. These sensor clusters provide information that can be used to actively control actuators to obtain desired flow properties or design a vehicle to satisfy particular boundary layer flow criteria. A series of MEMS sensor clusters has been developed with a data acquisition and control module for local measurements of shear stress, pressure, and temperature on an airfoil. The sensor cluster consists of two shear stress sensors, two pressure sensors, and two temperature sensors on a surface area of 1.24 mm x 1.86 mm. Each sensor is 300 microns square and is placed on a flexible polyimide sheet. The shear stress sensor is a polysilicon hot-film resistor, which is insulated by a vacuum cavity of 200 x 200 x 2 microns. The pressure sensors are silicon piezoresistive type, and the temperature sensors are also hot film polysilicon resistors. The total size of the cluster including sensors and electrical leads is 1 Omm x 1 Omm x 0.1 mm. A typical sensitivity of shear stress sensor is 150 mV/Pascal, the pressure sensors are an absolute type with a measurement range from 9 to 36 psia with 0.8mV/V/psi sensitivity, and the temperature sensors have a measurement resolution of 0.1 degree C. The sensor clusters are interfaced to a data acquisition and control module that consists of two custom ASICs (Application Specific Integrated Circuits) and a micro-controller. The data acquisition and control module transfers data to a host PC that configures and controls a total of three sensor clusters. Functionality of the entire system has been tested in the laboratory, and preliminary test results are presented.

    Description: Ongoing research and testing are essential in the development of air-breathing hypersonic propulsion technology, and this year some positive advancement was made at the NASA Glenn Research Center. Recent work performed for GTX, a rocket-based combined-cycle, single-stage-to-orbit concept, included structural assessments of both the engine and flight vehicle. In the development of air-breathing engine technology, it is impractical to design and optimize components apart from the fully integrated system because tradeoffs must be made between performance and structural capability. Efforts were made to control the flight trajectory, for example, to minimize the aerodynamic heating effects. Structural optimization was applied to evaluate concept feasibility and was instrumental in the determination of the gross liftoff weight of the integrated system. Achieving low Earth orbit with even a small payload requires an aggressive approach to weight minimization through the use of lightweight, oxidation-resistant composite materials. Assessing the integrated system involved investigating the flight trajectory to determine where the critical load events occur in flight and then generating the corresponding environment at each of these events. Structural evaluation requires the mapping of the critical flight loads to finite element models, including the combined effects of aerodynamic, inertial, combustion, and other loads. NASA s APAS code was used to generate aerodynamic pressure and temperature profiles at each critical event. The radiation equilibrium surface temperatures from APAS were used to predict temperatures through the thickness. Heat transfer solutions using NASA's MINIVER code and the SINDA code (Cullimore & Ring Technologies, Littleton, CO) were calculated at selective points external to the integrated vehicle system and then extrapolated over the entire exposed surface. FORTRAN codes were written to expedite the finite element mapping of the aerodynamic heating effects for the internal structure.
