    Description: Introduction: An overarching geologic theory, GEOMARS, coherently explains many otherwise anomalous aspects of the geological history of Mars. Premises for a theory of martian geologic evolution include: (1) Mars is a water-rich terrestrial planet, (2) terrestrial planets should evolve through progressive stages of dynamical history (accretion, differentiation, tectonism) and mantle convection (magma ocean, plate tectonism, stagnant lid), and (3) the early history of Earth affords an analogue to the evolution of Mars. The theory describes the following major stages of evolution for Mars (from oldest to youngest): Stage 1 - shortly after accretion, Mars differentiates to a liquid metallic core, a mantle boundary (MBL) of high-pressure silicate mineral phases, upper mantle, magma ocean, thin komatiic crust, and convecting steam atmosphere; Stage 2- Mars cools to condense its steam atmosphere and transform its mode of mantle convection to plate tectonism; subduction of waterrich oceanic crust initiates arc volcanism and transfers water, carbonates and sulfates to the mantle; Stage 3 - the core dynamo initiates, and the associated magnetosphere leads to conditions conducive to the development of near-surface life and photosynthetic production of oxygen; Stage 4 - accretion of thickened, continental crust and subduction of hydrated oceanic crust to the mantle boundary layer and lower mantle of Mars occurs; Stage 5 - the core dynamo stops during Noachian heavy bombardment while plate tectonism continues; Stage 6 - initiation of the Tharsis superplume (approx. between 4.0 and 3.8Ga) occurs, and Stage 7 - the superlume phase (stagnant-lid regime) of martian planetary evolution with episodic phases of volcanism and water outflows continues into the present. The GEOMARS Theory is testable through a multidisciplinary approach, including utilizing GRS-based information. Based on a synthesis of published geologic, paleohydrologic, topographic, geophysical, spectral, and elemental information, we have defined geologic provinces that represent significant windows into the geological evolution of Mars, unfolding the GEOMARS Theory and forming the basis for interpreting GRS data.

    Description: Basaltic ring structures (BRSs) are enigmatic, quasi-circular landforms in eastern Washington State that were first recognized in 1965. They remained a subject of geologic scrutiny through the 1970 s and subsequently faded from the spotlight, but recent Mars Orbiter Camera (MOC) images showing morphologically similar structures in Athabasca Valles, Mars, have sparked renewed interest in BRSs. The only known BRSs occur in the Channeled Scabland, a region where catastrophic Pleistocene floods from glacial Lake Missoula eroded into the Miocene flood basalts of the Columbia Plateau. The geologic setting of the martian ring structures (MRSs) is similar; Athabasca Valles is a young channel system that formed when catastrophic aqueous floods carved into a volcanic substrate. This study investigates the formation of terrestrial BRSs and examines the extent to which they are appropriate analogs for the MRSs in Athabasca Valles.

    Description: The 65-72 latitude band of the North Polar Region of Mars, where the 2007 Phoenix Mars Lander will land, was studied using satellite images from the Mars Global Surveyor (MGS) Mars Orbiter Camera Narrow-Angle (MOC-NA) camera. Dust devil tracks (DDT) and wind streaks (WS) were observed and recorded as surface evidence for winds. No active dust devils (DDs) were observed. 162 MOC-NA images, 10.3% of total images, contained DDT/WS. Phoenix landing Region C (295-315W) had the highest concentration of images containing DDT/WS per number of available images (20.9%); Region D (130-150W) had the lowest (3.5%). DDT and WS direction were recorded for Phoenix landing regions A (110-130W), B (240-260W), and C to infer local wind direction. Region A showed dominant northwest-southeast DDT/WS, Region B showed dominant north-south, east-west and northeast-southwest DDT/WS, and region C showed dominant west/northwest - east/southeast DDT/ WS. Results indicate the 2007 Phoenix Lander has the highest probability of landing near DDT/WS in landing Region C. Based on DDT/WS linearity, we infer Phoenix would likely encounter directionally consistent background wind in any of the three regions.

    Description: The prime focus of LISA technology development efforts at NASA/GSFC has been in LISA interferometry, specifically in the area of laser frequency noise mitigation. Laser frequency noise is addressed through a combination of stabilization and common-mode rejection. Current plans call for two stages of stabilization, pre-stabilization to a local frequency reference and further stabilization using the constellation as a frequency reference. In order for these techniques to be used simultaneously, the pre-stabilization step must provide an adjustable frequency offset. Here, we report on a modification to the standard modulation/demodulation techniques used to stabilize to optical cavities that generates a frequency-tunable reference from a fixed-length cavity. This technique requires no modifications to the cavity itself and only minor modifications to the components. The measured noise performance and dynamic range of the laboratory prototype meets the LISA requirements.

    Description: This workshop report, long delayed, is the first 21st century contribution to what will likely be a series of reports examining the effects of human exploration on the overall scientific study of Mars. The considerations of human-associated microbial contamination were last studied in a 1990 workshop ("Planetary Protection Issues and Future Mars Missions," NASA CP-10086, 1991), but the timing of that workshop allowed neither a careful examination of the full range of issues, nor an appreciation for the Mars that has been revealed by the Mars Global Surveyor and Mars Pathfinder missions. Future workshops will also have the advantage of Mars Odyssey, the Mars Exploration Rover missions, and ESA's Mars Express, but the Pingree Park workshop reported here had both the NCR's (1992) concern that "Missions carrying humans to Mars will contaminate the planet" and over a decade of careful study of human exploration objectives to guide them and to reconcile. A daunting challenge, and one that is not going to be simple (as the working title of this meeting, "When Ecologies Collide?" might suggest), it is clear that the planetary protection issues will have to be addressed to enable human explorers to safely and competently extend out knowledge about Mars, and its potential as a home for life whether martian or human.

    Description: The 2-micron thulium and holmium-based lasers being considered as the transmitter source for space-based coherent Doppler lidar require high power laser diode pump arrays operating in a long pulse regime of about 1 msec. Operating laser diode arrays over such long pulses drastically impact their useful lifetime due to the excessive localized heating and substantial pulse-to-pulse thermal cycling of their active regions. This paper describes the long pulse performance of laser diode arrays and their critical thermal characteristics. A viable approach is then offered that allows for determining the optimum operational parameters leading to the maximum attainable lifetime.

This paper describes performance of laser diode arrays operating in long pulse mode and presents experimental data of the active region temperature and pulse-to-pulse thermal cycling that are the primary cause of their premature failure and rapid degradation. This paper will then offer a viable approach for determining the optimum design and operational parameters leading to the maximum attainable lifetime.

    Description: This paper shows the benefits of Decision Analysis techniques for campaign design and evaluation. Important concepts of decision analysis are reviewed through the lens of designing a campaign to find exploitable equatorial water on Mars. The method developed herein is general to any search campaign. The paper concludes with a discussion of the challenges and opportunities in applying similar techniques to other types of campaigns.
