    Description: Many of the clouds important to the Earth's energy balance, from the tropics to the Arctic, are optically thin and contain liquid water. Longwave and shortwave radiative fluxes are very sensitive to small perturbations of the cloud liquid water path (LWP) when the liquid water path is small (i.e., 〈 g/sq m) and, thus, the radiative properties of these clouds must be well understood to capture them correctly in climate models. We review the importance of these thin clouds to the Earth's energy balance, and explain the difficulties in observing them. In particular, because these clouds are optically thin, potentially mixed-phase, and often (i.e., have large 3-D variability), it is challenging to retrieve their microphysical properties accurately. We describe a retrieval algorithm intercomparison that was conducted to evaluate the issues involved. The intercomparison included eighteen different algorithms to evaluate their retrieved LWP, optical depth, and effective radii. Surprisingly, evaluation of the simplest case, a single-layer overcast cloud, revealed that huge discrepancies exist among the various techniques, even among different algorithms that are in the same general classification. This suggests that, despite considerable advances that have occurred in the field, much more work must be done, and we discuss potential avenues for future work.

    Description: Over the years, hurricane track and intensity forecasts and storm surge models and the digital terrain and bathymetry data they depend on have improved significantly. Strides have also been made in knowledge of the detailed variation of the surface wind field driving the surge. The area of least improvement has been in obtaining data on the details of the temporal/spatial variation of the storm surge dome of water as it evolves and inundates the land to evaluate the performance of the numerical models. Tide gages in the vicinity of the landfall are frequently destroyed by the surge. Survey crews dispatched after the event provide no temporal information and only indirect indications of the maximum surge envelope over land. The landfall of Hurricane Bonnie on 26 August 1998, with a surge less than 2 m, provided an excellent opportunity to demonstrate the potential benefits of direct airborne measurement of the temporal/spatial evolution of storm surge. Despite a 160 m variation in aircraft altitude, an 11.5 m variation in the elevation of the mean sea surface relative to the ellipsoid over the flight track, and the tidal variation over the 5 hour data acquisition interval, a survey-quality Global Positioning System (GPS) aircraft trajectory allowed the NASA Scanning Radar Altimeter carried by a NOAA hurricane research aircraft to produce storm surge measurements that generally fell between the predictions of the NOAA SLOSH model and the North Carolina State University storm surge model.

    Description: This article investigates the African Easterly Jet (AEJ), its structure and the forcings contributing to its maintenance, critically revisiting previous work which attributed the maintenance of the jet to soil moisture gradients over tropical Africa. A state-of-the-art global model in a high-end computer framework is used to produce a 3-member 73-year ensemble run forced by observed SST to represent the Control run. The AEJ as produced by the Control is compared with the representation of the AEJ in the European Center for Medium Range Forecast Reanalyses (ERA-40) and other observational data sets and found very realistic. Five Experiments are then performed, each represented by sets of 3-member 22 year long (1980-2001) ensemble runs. The goal of the Experiments is to investigate the role of meridional soil moisture gradients, different land surface properties and orography. Unlike previous studies, which have suppressed soil moisture gradients within a highly idealized framework (i.e., the so-called bucket model), terrestrial evaporation control is here achieved with a highly sophisticated landsurface treatment and with an extensively tested and complex methodology. The results show that the AEJ is suppressed by a combination of absence of meridional evaporation gradients over Africa and constant vegetation, even if the individual forcings taken separately do not lead to the AEJ disappearance, but only its modification. Moreover, the suppression of orography also leads to a different circulation in which there is no AEJ. This work suggests that it is not just soil moisture gradients, but a unique combination of geographical features present only in northern tropical Africa, which causes and maintains the jet.

    Description: The recent Department of Energy Atmospheric Radiation Measurement (ARM) Aerosol Intensive Operations Period (MOP, May 2003) yielded one of the best measurement sets obtained to-date to assess our ability to measure the vertical profile of ambient aerosol extinction sigma(sub ep)(lambda) in the lower troposphere. During one month, a heavily instrumented aircraft with well characterized aerosol sampling ability carrying well proven and new aerosol instrumentation, devoted most of the 60 available flight hours to flying vertical profiles over the heavily instrumented ARM Southern Great Plains (SGP) Climate Research Facility (CRF). This allowed us to compare vertical extinction profiles obtained from 6 different instuments: airborne Sun photometer (AATS-14), airborne nephelometer/absorption photometer, airborne cavity ring-down system, ground-based Raman lidar and 2 ground-based elastic backscatter lidars. We find the in-situ measured sigma(sub ep)(lambda) to be lower than the AATS-14 derived values. Bias differences are 0.002 - 0.004 K/m equivalent to 12-17% in the visible, or 45% in the near-infrared. On the other hand, we find that with respect to AATS-14, the lidar sigma(sub ep)(lambda) are higher. An unnoticed loss of sensitivity of the Raman lidar had occurred leading up to AIOP and we expect better agreement from the recently restored system looking at the collective results from 6 field campaigns conducted since 1996, airborne in situ measurements of sigma(sub ep)(lambda) tend to be biased slightly low (17% at visible wavelengths) when compared to airborne Sun photometer sigma(sub ep)(lambda). On the other hand, sigma(sub ep)(lambda) values derived from lidars tend to have no or positive biases. From the bias differences we conclude that the typical systematic error associated with measuring the tropospheric vertical profile of the ambient aerosol extinction with current state of-the art instrumentation is 15-20% at visible wavelengths and potentially larger in the UV and near-infrared.

    Description: Seeing clouds in polar regions has been a problem for the imagers used on satellites. Both clouds and snow and ice are white, which makes clouds over snow hard to see. And for thermal infrared imaging both the surface and the clouds cold. The Geoscience Laser Altimeter System (GLAS) launched in 2003 gives an entirely new way to see clouds from space. Pulses of laser light scatter from clouds giving a signal that is separated in time from the signal from the surface. The scattering from clouds is thus a sensitive and direct measure of the presence and height of clouds. The GLAS instrument orbits over Antarctica 16 times a day. All of the cloud observations for October 2003 were summarized and compared to the results from the MODIS imager for the same month. There are two basic cloud types that are observed, low stratus with tops below 3 km and high cirrus form clouds with cloud top altitude and thickness tending at 12 km and 1.3 km respectively. The average cloud cover varies from over 93 % for ocean and coastal regions to an average of 40% over the East Antarctic plateau and 60-90% over West Antarctica. When the GLAS monthly average cloud fractions are compared to the MODIS cloud fraction data product, differences in the amount of cloud cover are as much as 40% over the continent. The results will be used to improve the way clouds are detected from the imager observations. These measurements give a much improved understanding of distribution of clouds over Antarctica and may show how they are changing as a result of global warming.

    Description: The performance of a hot isotatic pressed disk installed in an experimental engine and exposed to realistic operating conditions in a 150-hour engine test and a 1000 cycle endurance test is documented. Post test analysis, based on visual, fluorescent penetrant and dimensional inspection, revealed no defects in the disk and indicated that the disk performed satisfactorily.

    Description: A sector combustor technology development program was conducted to define an advanced double annular dome combustor sized for use in the quiet clean short haul experimental engine (QCSEE). A design which meets the emission goals, and combustor performance goals of the QCSEE engine program was developed. Key design features were identified which resulted in substantial reduction in carbon monoxide and unburned hydrocarbon emission levels at ground idle operating conditions, in addition to very low nitric oxide emission levels at high power operating conditions. Their significant results are reported.

    Description: Estimates of ocean circulation constrained by in situ and remotely sensed observations have become routinely available during the past five years, and they are being applied to myriad scientific and operational problems [Stammer et al.,2002]. Under the Global Ocean Data Assimilation Experiment (GODAE), several regional and global estimates have evolved for applications in climate research, seasonal forecasting, naval operations, marine safety, fisheries,the offshore oil industry, coastal management, and other areas. This article reports on recent progress by one effort, the consortium for Estimating the Circulation and Climate of the Ocean (ECCO), toward a next-generation synthesis of ocean and sea-ice data that is global, that covers the full ocean depth, and that permits eddies.

    Description: Two single-stage, 0.77 hub/tip ratio axial-flow compressors were tested to evaluate the effectiveness of low aspect ratio blading as a means of obtaining higher stage loadings. One compressor, designated Stage F, was comprised of circular arc blading with an aspect ratio of 0.9 for both the rotor and stator. This compressor was tested with uniform inlet flow, hub radial, tip radial, and 180 deg arc circumferential inlet distortion. The second compressor, designated Stage G, was comprised of multiple circular arc blading with an aspect ratio of 1.0 for both the rotor and stator. This compressor was tested with uniform inlet flow only. Design rotor tip speeds for Rotor F and Rotor G were 285 m/sec (934 ft/sec) and 327 m/sec (1,074 ft/sec) respectively. Both stages operated at high loading levels with adequate efficiency and operating range. The peak efficiencies and corresponding average stage diffusion factors for Stages F and G at design rotor speed were 86.4% and 84.1% and 0.59 and 0.55 respectively. The surge margin at peak efficiency for Stage F was 12.6% and the corresponding value for Stage G was 16.5%. Both stages experienced a loss in efficiency with increasing rotor speed; however, the multiple circular arc rotor delayed the characteristic loss in efficiency within increasing Mach number to higher Mach number.

    Description: The primary objectives of this three-phase program are to develop technology for the design of advanced combustors with significantly lower pollutant emission levels than those of current combustors, and to demonstrate these pollutant emission reductions in CF6-50C engine tests. The purpose of the Phase 2 Program was to further develop the two most promising concepts identified in the Phase 1 Program, the double annular combustor and the radial/axial staged combustor, and to design a combustor and breadboard fuel splitter control for CF6-50 engine demonstration testing in the Phase 3 Program. Noise measurement and alternate fuels addendums to the basic program were conducted to obtain additional experimental data. Twenty-one full annular and fifty-two sector combustor configurations were evaluated. Both combustor types demonstrated the capability for significantly reducing pollutant emission levels. The most promising results were obtained with the double annular combustor. Rig test results corrected to CF-50C engine conditions produced EPA emission parameters for CO, HC, and NOX of 3.4, 0.4, and 4.5 respectively. These levels represent CO, HC, and NOX reductions of 69, 90, and 42 percent respectively from current combustor emission levels. The combustor also met smoke emission level requirements and development engine performance and installation requirements.
