    Description: EXECUTIVE SUMMARY: The Coastal Change Analysis Programl (C-CAP) is developinga nationally standardized database on landcover and habitat change in the coastal regions of the United States. C-CAP is part of the Estuarine Habitat Program (EHP) of NOAA's Coastal Ocean Program (COP). C-CAP inventories coastal submersed habitats, wetland habitats, and adjacent uplands and monitors changes in these habitats on a one- to five-year cycle. This type of information and frequency of detection are required to improve scientific understanding of the linkages of coastal and submersed wetland habitats with adjacent uplands and with the distribution, abundance,and health of living marine resources. The monitoringcycle will vary according to the rate and magnitude ofchange in each geographic region. Satellite imagery(primarily Landsat Thematic Mapper), aerial photography,and field data are interpreted, classified, analyzed,and integrated with other digital data in a geographicinformation system (GIS). The resulting landcoverchange databases are disseminated in digital formfor use by anyone wishing to conduct geographic analysisin the completed regions. C-CAP spatial information on coastal change will be input to EHP conceptual and predictive models to support coastal resource policy planning and analysis. CCAP products will include 1) spatially registered digital databases and images, 2) tabular summaries by state, county, and hydrologic unit, and 3) documentation. Aggregations to larger areas (representing habitats, wildlife refuges, or management districts) will be provided on a case-by-case basis. Ongoing C-CAP research will continue to explore techniques for remote determination of biomass, productivity, and functional status of wetlands and will evaluate new technologies (e.g. remote sensor systems, global positioning systems, image processing algorithms) as they become available. Selected hardcopy land-cover change maps will be produced at local (1:24,000) to regional scales (1:500,000) for distribution. Digital land-cover change data will be provided to users for the cost of reproduction.Much of the guidance contained in this document was developed through a series of professional workshopsand interagency meetings that focused on a) coastal wetlands and uplands; b) coastal submersed habitat including aquatic beds; c) user needs; d) regionalissues; e) classification schemes; f) change detectiontechniques; and g) data quality. Invited participantsincluded technical and regional experts and representativesof key State and Federal organizations. Coastal habitat managers and researchers were given an opportunity for review and comment. This document summarizes C-CAP protocols and procedures that are to be used by scientists throughout the United States to develop consistent and reliable coastal change information for input to the C-CAP nationwide database. It also provides useful guidelines for contributors working on related projects. It is considered a working document subject to periodic review and revision.(PDF file contains 104 pages.)

    Description: The overall goal of this assessment was to evaluate the effects of nutrient-source reductions that may be implemented in the Mississippi River Basin (MRB) to reduce the problem of low oxygen conditions (hypoxia) in the nearshore Gulf of Mexico. Such source reductions would affect the quality of surface waters—streams, rivers, and reservoirs—in the drainage basin itself, as well as nearshore Gulf waters. The task group’s work was divided into addressing the effects of nutrient-source reductions on: (1) surface waters in the MRB and (2) hypoxia in the Gulf of Mexico.

    Description: The population structure of walleye pollock (Theragrachalcogramma) in the northeastern Pacific Ocean remains unknown. We examined elemental signatures in the otoliths of larval and juvenile pollock from locations in the BeringSea and Gulf of Alaska to determine if there were significant geographic variations in otolith compositionthat may be used as natural tags of population affinities. Otoliths were assayed by using both electron probemicroanalysis (EPMA) and laser ablation inductively coupled plasma mass spectrometry (ICP-MS). Elements measured at the nucleus of otoliths by EPMA and laser ablation ICP-MS differed significantly among locations. However, geographicgroupings identified by a multivariate statistical approach from EPMA and ICP-MS were dissimilar, indicating that the elements assayed by each technique were controlled by separate depositional processes within the endolymph. Elemental profiles across the pollock otoliths were generally consistent at distances up to 100 μm from the nucleus. At distances beyond 100 μm, profiles varied significantly but were remarkably consistent among individuals collected at each location. These data may indicate that larvae from various spawning locations are encountering water masses with differing physicochemicalproperties through their larval lives, and at approximately the same time. Although our results are promising, we require a better understanding of the mechanisms controlling otolith chemistry before it will be possibleto reconstruct dispersal pathways of larval pollock based on probe-based analyses of otolith geochemistry. Elemental signatures in otoliths of pollock may allow for the delineation of fine-scale population structure in pollock that has yet to be consistently revealed by using population genetic approaches.

    Description: Background:The rising temperature of the world’s oceans has become a major threat to coral reefs globally as the severityand frequency of mass coral bleaching and mortality events increase. In 2005, high ocean temperatures in the tropicalAtlantic and Caribbean resulted in the most severe bleaching event ever recorded in the basin.Methodology/Principal Findings:Satellite-based tools provided warnings for coral reef managers and scientists, guiding both the timing and location of researchers’ field observations as anomalously warm conditions developed and spread across the greater Caribbean region from June to October 2005. Field surveys of bleaching and mortality exceeded prior efforts in detail and extent, and provided a new standard for documenting the effects of bleaching and for testing nowcast and forecast products. Collaborators from 22 countries undertook the most comprehensive documentation of basin-scale bleaching to date and found that over 80% of corals bleached and over 40% died at many sites. The most severe bleaching coincided with waters nearest a western Atlantic warm pool that was centered off the northern end of the Lesser Antilles.Conclusions/Significance:Thermal stress during the 2005 event exceeded any observed from the Caribbean in the prior 20 years, and regionally-averaged temperatures were the warmest in over 150 years. Comparison of satellite data against field surveys demonstrated a significant predictive relationship between accumulated heat stress (measured using NOAA CoralReef Watch’s Degree Heating Weeks) and bleaching intensity. This severe, widespread bleaching and mortality willundoubtedly have long-term consequences for reef ecosystems and suggests a troubled future for tropical marine ecosystems under a warming climate

    Description: The use of live shrimp for bait inrecreational fishing has resulted ina controversial fishery for shrimp inFlorida. In this fishery, night collectionsare conducted over seagrassbeds with roller beam trawls to capturelive shrimp, primarily pinkshrimp, Penaeus duorarum. Theseshrimp are culled from the catch onsorting tables and placed in onboardaerated “live” wells. Beds ofturtlegrass, Thalassia testudinum,a species that has highest growthrates and biomass during summerand lowest during the winter (Fonsecaet al., 1996) are predominantareas for live-bait shrimp trawling(Tabb and Kenny, 1969). Our study objectives were 1) todetermine effects of a roller beamtrawl on turtlegrass biomass andmorphometrics during intensive(up to 18 trawls over a turtlegrassbed), short-term (3-hour duration)use and 2) to examine the mortalityof bycatch finfish following captureby a trawl.

    Description: Coastal ecosystems and the services they provide are adversely affected by a wide variety of human activities. In particular, seagrass meadows are negatively affected by impacts accruing from the billion or more people who live within 50 km of them. Seagrass meadows provide important ecosystem services, including an estimated $1.9 trillion per year in the form of nutrient cycling; an order of magnitude enhancement of coral reef fish productivity; a habitat for thousands of fish, bird, and invertebrate species; and a major food source for endangered dugong, manatee, and green turtle. Although individual impacts from coastal development, degraded water quality, and climate change have been documented, there has been no quantitative global assessment of seagrass loss until now. Our comprehensive global assessment of 215 studies found that seagrasses have been disappearing at a rate of 110 square kilometers per year since 1980 and that 29% of the known areal extent has disappeared since seagrass areas were initially recorded in 1879. Furthermore, rates of decline have accelerated from a median of 0.9% per year before 1940 to 7% per year since 1990. Seagrass loss rates are comparable to those reported for mangroves, coral reefs, and tropical rainforests and place seagrass meadows among the most threatened ecosystems on earth.

    Description: The primary purpose of this report, then, is to document the natural resources of Morro Bay and their values; point out significant problems regarding their use and to make recommendations for preservation of these resources to planners, administrators and interested citizens. A secondary purpose of this report is to pull together into one source, all data and references on the biological resources of Morro Bay. Up to now these data have been widely distributed amongst letters, reports, papers, etc., to which few have access.At the request of Senate Resolution No. 176, 1966 First Extraordinary Session, the Department completed in December, 1966 a report entitled, "Report of the Natural Resources of Morro Bay and Proposal for Comprehensive Area Plan." Based largely upon the recommendations of that report, theSan Luis Obispo County Board of Supervisors appointed a task force to prepare a comprehensive area plan for the Morro Bay area and its watershed. Hence, the information herein is presented in order that the natural resources of Morro Bay will be given adequate consideration, based on the best dataavailable, in the proposed comprehensive area plan and in other plans such as one being prepared by the Coastal Zone Conservation Commission.
