    Description: The Spotted Seatrout Cynoscion nebulosus (Sciaenidae) is an estuarine fish of economic importance, commercially and recreationally, in Florida. Harvesting of this fish has been steadily decreasing since the 1950s. In the late 1980s, the Florida Fish and Wildlife Conservation Commission (FWC) implemented a major effort to stop the decline in landings and classified the species as restricted, regulating the importation, transportation, and possession of these fish. Over the period 1981-2012, combined recreational and commercial landings of Spotted Seatrout have been flat, primarily because of regulation of the fishery. In the absence of a well-resolved population genetic structure for the Spotted Seatrout, the FWC has relied on coastal watershed features and reproductive differences among estuaries to demarcate regions for management purposes. ... In the present study we identify three genetic stocks of Spotted Seatrout in Florida waters, each with a unique range: 1) from the western border of Florida to Apalachicola Bay, 2) east of Apalachicola Bay through Biscayne Bay, and 3) from Sebastian Inlet to the northeast border of the state. The genetic patterns observed indicate that little if any contemporaneous reproductive exchange takes place between these stocks and that recruitment usually occurs in the natal estuary. The geographic boundaries that frame the FWC’s periodic stock assessments and other demographic evaluations of Spotted Seatrout are not a perfect match with those of the genetically identified stocks. We recommend that, in its assessments of Florida stock of the Spotted Seatrout, the FWC use the genetic stock boundaries that we describe here.

    Description: This study analyzed species richness, distribution, and sighting frequency of selected reef fishes to describe species assemblage composition, abundance, and spatial distribution patterns among sites and regions (Upper Keys, Middle Keys, Lower Keys, and Dry Tortugas) within theFlorida Keys National Marine Sanctuary (FKNMS) barrier reef ecosystem. Data were obtained from the Reef Environmental Education Foundation (REEF) Fish Survey Project, a volunteerfish-monitoring program. A total of 4,324 visual fish surveys conducted at 112 sites throughout the FKNMS were used in these analyses. The data set contained sighting information on 341 fish species comprising 68 families. Species richness was generally highest in the Upper Keys sites (maximum was 220 species at Molasses Reef) and lowest in the Dry Tortugas sites. Encounter rates differed among regions, with the Dry Tortugas having the highest rate, potentially a result of differences in the evenness in fishes and the lower diversity of habitat types in the DryTortugas region. Geographic coverage maps were developed for 29 frequently observed species. Fourteen of these species showed significant regional variation in mean sighting frequency (%SF). Six species had significantly lower mean %SF and eight species had significantly highermean %SF in the Dry Tortugas compared with other regions. Hierarchical clustering based on species composition (presence-absence) and species % SF revealed interesting patterns of similarities among sites that varied across spatial scales. Results presented here indicate thatphenomena affecting reef fish composition in the FKNMS operate at multiple spatial scales, including a biogeographic scale that defines the character of the region as a whole, a reef scale (~50-100 km) that include meso-scale physical oceanographic processes and regional variation in reef structure and associated reef habitats, and a local scale that includes level of protection,cross-shelf location and a suite of physical characteristics of a given reef. It is likely that at bothregional and local scales, species habitat requirements strongly influence the patterns revealed in this study, and are particularly limiting for species that are less frequently observed in the Dry Tortugas. The results of this report serve as a benchmark for the current status of the reef fishes in the FKNMS. In addition, these data provide the basis for analyses on reserve effects and thebiogeographic coupling of benthic habitats and fish assemblages that are currently underway. (PDF contains 61 pages.)

    Description: The crab pot as a fishing gear was introduced in Maryland waters, following some years of greatly expanded use in Virginia, during the 1939 season, and was widely used during 1940. The 1941 session of the Maryland Legislature, however, illegalized the crab pot. Since that time the device has been given up almost entirely by Maryland fishermen, its attempted use in a commercial way having persisted in diminishing numbers in only one region of the state.

    Description: Lake Victoria fisheries face severe environmental stresses. Stocks are declining in a context of increasing population and growing demand for the lake’s resources. Rising competition between users is putting conservation goals and rural livelihoods at risk. While Uganda’s co-management policy framework is well-developed, key resources for implementation are lacking, enforcement is poor, and the relations between stakeholders are unequal. Poor rural resource users face significant challenges to effectively participate in fisheries decision-making. This case study demonstrates the progress that can be made using a collaborative approach to catalyze community-led actions linking public health, sanitation and environmental conservation in difficult circumstances, even over a relatively short time period. Multistakeholder dialogue can bring to light the sources of conflict, pinpoint governance challenges, and identify opportunities for institutional collaboration to address community needs. At the same time, the process can help build trust, confidence in collective action and public accountability.
