    Description: We present new HST/WFPC2 imagery and STIS long-slit spectroscopy of the planetary nebula NGC 7009. The primary goal was to obtain high spatial resolution of the intrinsic line ratio [O III] 4364/5008 and thereby evaluate the electron temperature (Te) and the mean-square Te variation (t(sup 2, sub A)) across the nebula. The observations here do not address Te fluctuation along the line of sight. The WFPC2 Te map is rather uniform; almost all values are between 9000 - 11,000 K, with the higher Te's closely coinciding with the inner He(++)-zone. The results indicate very small values - certainly less than 0.01 - for t(sup 2, sub A) throughout. Our STIS data allow an even more direct determination of Te and t(sup 2, sub A), albeit for a much smaller area than with WFPC2. We present results from binning the data along the slit into tiles that are 0.5 in square (matching the slit width). The average [O III] temperature using 45 tiles (excluding the central star and STIS fiducial bars) is 10,146 K; t(sup 2, sub A) is 0.0036. Although we have measured t(sup 2, sub A) in only 2-dimensions, we conclude that temperature fluctuations alone are unlikely to explain for NGC 7009 the large discrepancy between heavy element abundances inferred from emission lines that are collisionally excited compared with those that are due to recombination lines.

    Description: The aim of this paper is to report extreme winter/early-spring air temperature (hereinafter temperature) anomalies in mid-latitude Europe, and to discuss the underlying forcing to these interannual fluctuations. Warm advection from the North Atlantic in late winter controls the surface-air temperature, as indicated by the substantial correlation between the speed of the surface southwesterlies over the eastern North Atlantic (quantified by a specific Index Ina) and the 2-meter level air temperatures (hereinafter Ts) over Europe, 45-60 deg N, in winter. In mid-March and subsequently, the correlation drops drastically (quite often it is negative). This change in the relationship between Ts and Ina marks a transition in the control of the surface-air temperature: absorption of insolation replaces the warm advection as the dominant control. This forcing by maritime-air advection in winter was demonstrated in a previous publication, and is re-examined here in conjunction with extreme fluctuations of temperatures in Europe. We analyze here the interannual variability at its extreme by comparing warm-winter/early-spring of 1989/90 with the opposite scenario in 1995/96. For these two December-to-March periods the differences in the monthly mean temperature in Warsaw and Torun, Poland, range above 10 C. Short-term (shorter than a month) fluctuations of the temperature are likewise very strong. We conduct pentad-by-pentad analysis of the surface-maximum air temperature (hereinafter Tmax), in a selected location, examining the dependence on Ina. The increased cloudiness and higher amounts of total precipitable water, corollary effects to the warm low-level advection. in the 1989/90 winter, enhance the positive temperature anomalies. The analysis of the ocean surface winds is based on the Special Sensor Microwave/Imager (SSM/I) dataset; ascent rates, and over land wind data are from the European Centre for Medium-Range Weather Forecasts (ECMWF); maps of 2-m temperature, cloud cover and precipitable water are from the National Centers for Environmental Prediction (NCEP) Reanalysis.

    Description: One objective of the Cassini-Jupiter Microwave Observing Campaign observations was to measure Jupiter's average disk temperature with high accuracy at 13.78 GHz, which is the frequency of the radar receiver on the spacecraft. Preliminary results of the ground-based observations are reported. A second objective of the Cassini-JMOC project included an educational compment that allowed middle- and high school students to participate directly in the ground-based observations and data analysis.

    Description: The ThOR mission uses a lightning mapping sensor in geostationary Earth orbit to provide continuous observations of thunderstorm activity over the Americas and nearby oceans. The link between lightning activity and cloud updrafts is the basis for total lightning observations indicating the evolving convective intensification and decay of storms. ThOR offers a national operational demonstration of the utility of real-time total lightning mapping for earlier and more reliable identification of potentially severe and hazardous storms. Regional pilot projects have already demonstrated that the dominance in-cloud lightning and increasing in-cloud lash rates are known to precede severe weather at the surface by tens of minutes. ThOR is currently planned for launch in 2005 on a commercial or research satellite. Real-time data will be provided to selected NWS Weather Forecast Offices and National Centers (EMC/AWC/SPC) for evaluation.

    Description: The first view of lower stratospheric and upper tropospheric structure from sondes is provided by a 3-year, 10-site record from the Southern Hemisphere ADditional OZonesondes (SHADOZ) network: 〈http://code9l6.gsfc.nasa.gov/Data_service s/shadoz〉. Observations covering 1998-2000 were made over Ascension Island; Nairobi, Kenya; Irene, South Africa; Reunion Island; Watukosek, Java; Fiji; Tahiti; American Samoa; San Cristobal, Galapagos; Natal, Brazil. Taking the UT/LS (upper troposphere- lower stratosphere) as the region between 12 and 17 km, we examine ozone variability in this region on a week-to-week and seasonal basis. The tropopause is lower in September-October-November than in March-April-May, when ozone is a minimum at most SHADOZ stations. A zonal wave-one pattern (referring to ozone mixing ratios greater over the Atlantic and adjacent continents than over the Pacific and eastern Indian Ocean), persists all year. The wave, predominantly in the troposphere and with variable magnitude, appears to be due to general circulation - with subsidence over the Atlantic and frequent deep convection over the Pacific and Indian Ocean. The variability of deep convection most prominent at Java, Fiji, Samoa and Natal - is explored in time-vs-altitude ozone curtains. Stratospheric incursions into the troposphere are most prominent in soundings at Irene and Reunion Island.

    Description: The Optical Transient Detector (OTD) is a space-based instrument specifically designed to detect and locate lightning discharges as it orbits the Earth. This instrument is a scientific payload on the MicroLab-1 satellite that was launched into a low-earth, 70 deg. inclination orbit in April 1995. Given the orbital trajectory of the satellite, most regions of the earth are observed by the OTD instrument more than 400 times during a one year period, and the average duration of each observation is 2 minutes. The OTD instrument optically detects lightning flashes that occur within its 1300x1300 sq km field-of-view during both day and night conditions. A statistical examination of OTD lightning data reveals that nearly 1.4 billion flashes occur annually over the entire earth. This annual flash count translates to an average of 44 +/- 5 lightning flashes (intracloud and cloud-to-ground combined) occurring around the globe every second, which is well below the traditional estimate of 100 flashes per second that was derived in 1925 from world thunder-day records. The range of uncertainty for the OTD global totals represents primarily the uncertainty (and variability) in the flash detection efficiency of the instrument. The OTD measurements have been used to construct lightning climatology maps that demonstrate the geographical and seasonal distribution of lightning activity for the globe. An analysis of this annual lightning distribution confirms that lightning occurs mainly over land areas, with an average land:ocean ratio of 10:1. A dominant Northern Hemisphere summer peak occurs in the annual cycle, and evidence is found for a tropically-driven semiannual cycle.

    Description: The Southern African Regional Science Initiative (SAFARI 2000) is an international science project investigating the southern African earth-atmosphere-human system. The experiment was conducted over a two-year period March 1999 - March 2001. The dry season field campaign (August-Steptember 2000) was the most intensive activity and involving over 200 scientists from 18 different nations. The main objectives of this campaign were to characterize and quantify the biogenic, pyrogenic and anthropogenic aerosol and trace gas emissions and their transport and transformations in the atmosphere and to validate the NASA Earth Observing System (EOS) satellite Terra within a scientific context. Five aircraft, namely two South African Weather Service aircraft, University of Washington CV-580, the UK Meteorological Office C-130 and the NASA ER-2, with different altitude capabilities, participated in the campaign. Additional airborne sampling of southern African air masses that had moved downwind of the subcontinent was conducted by the CSIRO over Australia. Multiple observations were taken in various sectors for a variety of synoptic conditions. Flight missions were designed to maximize synchronous over-flights of the NASA TERRA satellite platform, above regional ground validation and science targets. Numerous smaller-scale ground validation activities took place throughout the region during the campaign period.

    Description: In prior studies of the current Shuttle Spacesuit (SSA), where basic fabric lay-ups were tested for shielding capabilities, it was found that the fabric portions of the suit give far less protection than previously estimated due to porosity and non-uniformity of fabric and LCVG components. In addition, overall material transmission properties were less than optimum. A number of alternate approaches are being tested to provide more uniform coverage and to use more efficient materials. We will discuss in this paper, recent testing of new material layups/configurations for possible use in future spacesuit designs.
