    Description: The feasibility is investigated of determining the physical properties of aerosols globally in the altitude region of 10 to 100 km from a satellite horizon scanning experiment. The investigation utilizes a horizon inversion technique previously developed and extended. Aerosol physical properties such as number density, size distribution, and the real and imaginary components of the index of refraction are demonstrated to be invertible in the aerosol size ranges (0.01-0.1 microns), (0.1-1.0 microns), (1.0-10 microns). Extensions of previously developed radiative transfer models and recursive inversion algorithms are displayed.

    Description: The areas of focus of the Santa Barbara and Riverside groups in conducting water demand studies are the central and southern California regional test sites, respectively. Within each test site, sub-areas have been selected for use in the making of detailed investigations. Within each of these sub-areas an in-depth evaluation is being made as to the capability of remote sensing systems to provide pertinent data relative to water demand phenomena. These more limited sub-areas are: (1) Kern County and the San Joaquin Basin; (2) Chino-Riverside Basin; and (3) the Imperial Valley. Rational for the selection of these subareas included the following: Much of the previous remote sensing research had been conducted in these areas and therefore a great deal of remote sensing imagery and pertinent ground truth for the areas was already available.

    Description: The primary test site for water supply investigations continues to be the Feather River watershed in northeastern California. This test site includes all of the area draining into and including the Oroville Reservoir. The principal effort is to determine the extent to which remote sensing techniques, when properly employed, can provide information useful to those persons concerned with the management and planning of lands and facilities for the production of water, using the Oroville Reservoir and the California Water Project as the focus for the study. In particular, emphasis is being placed on determining the cost effectiveness of information derived through remote sensing as compared with that currently being derived through more conventional means.

    Description: An airborne differential radiometer was demonstrated to be a sensitive, real-time detector of surface chlorophyll content in water bodies. The instrument continuously measures the difference in radiance between two wavelength bands, one centered near the maximum of the blue chlorophyll a absorption region and the other at a reference wavelength outside this region. Flights were made over fresh water lakes, marine waters, and an estuary, and the results were compared with 'ground truth' measurements of chlorophyll concentration. A correlation between output signal of the differential radiometer and the chlorophyll concentration was obtained. Examples of flight data are illustrated. Simultaneous airborne measurements of chlorophyll content and water temperature revealed that variations in chlorophyll are often associated with changes in temperature. Thus, simultaneous sensing of chlorophyll and temperature provides useful information for studies of marine food production, water pollution, and physical processes such as upwelling.

    Description: The author has identified the following significant results. Bolivia is participating the Earth Resources Technology Satellite Program. Within this program many interesting sets of images were received which were evaluated in the Bolivian ERTS Program. One of the images was obtained in color of the central part of the Bolivian Altiplano. The color composite and black and white images were compared in order to evaluate which class of ERTS-1 product furnishes more information about specific topics. It was found that the color composites give far more information, about 50% more data, in hydrology, geomorphology, vulcanism, geology, soils, and vegetation than can be obtained from black and white images of the same scene. For this reason, the project is processing with preference color composites of the whole country.

    Description: Several spacecraft experimenters have reported on the detection of large temporal variations in trapped electron fluxes near L = 5 to 6 at midlatitudes in the night hemisphere. In this report we describe in detail the particle, wave, and field changes measured when Ogo 5 traversed an outer-zone trapping boundary of this type on September 7, 1968. It is shown that thermal proton concentrations and E greater than 50-keV electron fluxes abruptly decreased when electrons with (1-4) keV mean energy were detected. It is also shown that currents flowed along the average geomagnetic field direction near the plasma boundaries and that these were accompanied by intense VLF electrostatic waves. It is proposed that turbulent resistivity produced by current-driven plasma instabilities allows parallel dc electric fields to develop along this boundary.

    Description: This investigation is to evaluate the application of ERTS data for detecting and mapping Arctic sea ice. The specific objectives are to determine the spectral bands most suitable for detecting ice, to measure the scale and types of ice features that can be detected, and to develop interpretive techniques for differentiating ice from clouds and for mapping ice concentrations. The ERTS data are being analyzed primarily for three Arctic areas, the eastern Beaufort Sea, Baffin Bay, and the Greenland Sea.

    Description: The purpose of this investigation is to evaluate the application of ERTS data for mapping snow cover, primarily in the mountainous areas of the western United States. The specific objectives are to determine the spectral interval most suitable for snow detection, to determine the accuracy with which snow lines can be mapped in comparison with the accuracies attainable from other types of measurements, and to develop techniques to differentiate reliably between snow and clouds and to understand the effects of terrain and forest cover on snow detection.

    Description: This study shows that satellite imagery can be used for a census of the thousands of lake basins which commonly exist in semi-arid areas, and which sporadically contain water at various times of the year. Storm paths and runoff collected by such lake basins can also be closely monitored, the accuracy dependent on periodicity of the orbits and the size of the basins. Study of the relationships between spectral differences (obtained from ERTS-1 imagery) and the water balance ecosystem of the lake basins is in a preliminary stage. However, examination of ERTS-1 MSS frames show that Band 4 has the poorest tonal contrast in semi-arid West Texas, Band 5 is best for definition of vegetation, Band 6 is best for defining larger water areas, and Band 7 is best for counting small lake basins with water. Ground-truth studies reveal significant differences between test sites, the relative importance of which will be reflected by the hydrologic balance of each lake basin.
