    Description: Ecosystem-based management (EBM) necessarily requires a degree of coordination across countries that share ocean ecosystems, and among national agencies and departments that have responsibilities relating to ocean health and marine resource utilization. This requires political direction, legal input, stakeholder consultation and engagement, and complex negotiations. Currently there is a common perception that within and across national jurisdictions there is excessive legislative complexity, a relatively low level of policy coherence or alignment with regards to ocean and coastal EBM, and that more aligned legislation is needed to accelerate EBM adoption. Our Atlantic Ocean Research Alliance (AORA) task group was comprised of a small, focused and interdisciplinary mix of lawyers, social scientists, and natural scientists from Canada, the USA, and the EU. We characterized, compared, and synthesized the mandates that govern marine activities and ocean stressors relative to facilitating EBM in national and international waters of the North Atlantic, and identified formal mandates across jurisdictions and, where possible, policy and other non-regulatory mandates. We found that irrespective of the detailed requirements of legislation or policy across AORA jurisdictions, or the efficacy of their actual implementation, most of the major ocean pressures and uses posing threats to ocean sustainability have some form of coverage by national or regional legislation. The coverage is, in fact, rather comprehensive. Still, numerous impediments to effective EBM implementation arise, potentially relating to the lack of integration between agencies and departments, a lack of adequate policy alignment, and a variety of other socio-political factors. We note with concern that if challenges regarding EBM implementation exist in the North Atlantic, we can expect that in less developed regions where financial and governance capacity may be lower, that implementation of EBM could be even more challenging

    Description: River flooding is among the most destructive of natural hazards globally, causing widespread loss of life, damage to infrastructure and economic deprivation. Societies are currently under increasing threat from such floods, predominantly from increasing exposure of people and assets in flood-prone areas, but also as a result of changes in flood magnitude, frequency, and timing. Accurate flood hazard and risk assessment are therefore crucial for the sustainable development of societies worldwide. With a paucity of hydrological measurements, evidence from the field offers the only insight into truly extreme events and their variability in space and time. Historical, botanical, and geological archives have increasingly been recognized as valuable sources of extreme flood event information. These different archives are here reviewed with a particular focus on the recording mechanisms of flood information, the historical development of the methodological approaches and the type of information that those archives can provide. These studies provide a wealthy dataset of hundreds of historical and palaeoflood series, whose analysis reveals a noticeable dominance of records in Europe. After describing the diversity of flood information provided by this dataset, we identify how these records have improved and could further improve flood hazard assessments and, thereby, flood management and mitigation plans.

    Description: Climate change has led to concerns about increasing river floods resulting from the greater water-holding capacity of a warmer atmosphere1. These concerns are reinforced by evidence of increasing economic losses associated with flooding in many parts of the world, including Europe2. Any changes in river floods would have lasting implications for the design of flood protection measures and flood risk zoning. However, existing studies have been unable to identify a consistent continental-scale climatic-change signal in flood discharge observations in Europe3, because of the limited spatial coverage and number of hydrometric stations. Here we demonstrate clear regional patterns of both increases and decreases in observed river flood discharges in the past five decades in Europe, which are manifestations of a changing climate. Our results—arising from the most complete database of European flooding so far—suggest that: increasing autumn and winter rainfall has resulted in increasing floods in northwestern Europe; decreasing precipitation and increasing evaporation have led to decreasing floods in medium and large catchments in southern Europe; and decreasing snow cover and snowmelt, resulting from warmer temperatures, have led to decreasing floods in eastern Europe. Regional flood discharge trends in Europe range from an increase of about 11 per cent per decade to a decrease of 23 per cent. Notwithstanding the spatial and temporal heterogeneity of the observational record, the flood changes identified here are broadly consistent with climate model projections for the next century4,5, suggesting that climate-driven changes are already happening and supporting calls for the consideration of climate change in flood risk management.

    Description: This data paper describes the multinational Database of Flood Fatalities from the Euro-Mediterranean region FFEM-DB that hosts data of 2,875 flood fatalities from 12 territories (nine of which represent entire countries) in Europe and the broader Mediterranean region from 1980 to 2020. The FFEM-DB database provides data on fatalities’ profiles, location, and contributing circumstances, allowing researchers and flood risk managers to explore demographic, behavioral, and situational factors, as well as environmental features of flood-related mortality. The standardized data collection and classification methodology enable comparison between regions beyond administrative boundaries. The FFEM-DB is expandable, regularly updated, publicly available, and with anonymized data. The key advantages of the FFEM-DB compared to existing datasets containing flood fatalities are its high level of detail, data accuracy, record completeness, and the large sample size from an extended area.

    Description: A magnitude 5.6 earthquake occurred under Lake Taupo in New Zealand at 11:47pm (local time) on the 30〈sup〉th〈/sup〉 November 2022. Subsequent to this earthquake evidence of tsunami waves was discovered around the lake shore, and also recorded on three water-level gauges. Surveys were made to record inundation heights and extents around the lake. Interpretation of the collected data suggests that there were at least two tsunami sources: 1) a largely sub-lacustrine landslide occurring in Wharewaka Bay near Taupo township, and 2) a tsunami generated by movement of the lake bed associated with the earthquake. The observed impacts of the landslide-caused tsunami appear to mainly affect an area of the lake within a few hundred metres of the landslide source, while those generated by the co-seismic lake-bed movement are more widely distributed around the lake, particularly on the eastern side. Tsunami observations have been interpreted alongside seismic and geodetic data to better understand the source processes that generated the tsunami waves. Modelling and further work to quantify both tsunami sources are ongoing and latest results will be presented. We will describe the installation of new water-level instruments to better monitor lake water disturbances, e.g., caused by volcanic activities, and discuss the implications of this event for our understanding of the hazard and risk in the Taupo region.
