The fluxon, or circularly symmetric soliton, propagating in an annular Josephson junction has been studied by using an energy analysis and a direct numerical simulation. The internal radius is set to be very large and the dissipation very small in the analysis, so that their effects are assumed only to modulate the velocity and position of the soliton slowly. The dynamical equations which govern the modulation (or the soliton motion) are derived. The first current steps in the I-V characteristic have been obtained both in the absence and presence of an applied external field. The analytical and numerical results are in good agreement with each other in the absence of the applied external field. When an applied external field exists, the height of the numerically simulated steps is smaller than that of the analytical ones.
