    Description / Table of Contents: The Beyond Kyoto conference in Aarhus March 2009 was organised in collaboration with other knowledge institutions, businesses and authorities. It brought together leading scientists, policy-makers, authorities, intergovernmental organisations, NGO's, business stakeholders and business organisations.     Description / Table of Contents: This volume of IOP Conference Series: Earth and Environmental Science presents a selection of papers that were given at the WMO/GEO Expert Meeting on an International Sand and Dust Storm Warning System hosted by the Barcelona Supercomputing Center – Centro Nacional de Supercomputación in Barcelona (Spain) on 7-9 November 2007 (http://www.bsc.es/wmo). A sand and dust storm (SDS) is a meteorological phenomenon common in arid and semi-arid regions and arises when a gust front passes or when the wind force exceeds the threshold value where loose sand and dust are removed from the dry surface. After aeolian uptake, SDS reduce visibility to a few meters in and near source regions, and dust plumes are transported over distances as long as thousands of kilometres. Aeolian dust is unique among aerosol phenomena: (1) with the possible exception of sea-salt aerosol, it is globally the most abundant of all aerosol species, (2) it appears as the dominating component of atmospheric aerosol over large areas of the Earth, (3) it represents a serious hazard for life, health, property, environment and economy (occasionally reaching the grade of disaster or catastrophic event) and (4) its influence, impacts, complex interactions and feedbacks within the Earth System span a wide range of spatial and temporal scales. From a political and societal point of view, the concern for SDS and the need for international cooperation were reflected after a survey conducted in 2005 by the World Meteorological Organization (WMO) in which more than forty WMO Member countries expressed their interest for creating or improving capacities for SDS warning advisory and assessment. In this context, recent major advances in research – including, for example, the development and implementation of advanced observing systems, the theoretical understanding of the mechanisms responsible for sand and dust storm generation and the development of global and regional dust models – represent the basis for developing applications focusing on societal benefit and risk reduction. However, at present there are interdisciplinary research challenges to overwhelm current uncertainties in order to reach full potential. Furthermore, the community of practice for SDS observations, forecasts and analyses is mainly scientifically based and rather disconnected from potential users. This requires the development of interfaces with operational communities at international and national levels, strongly focusing on the needs of people and factors at risk ... The general objective of the WMO/GEO Expert Meeting on an International Sand and Dust Storm Warning System was to discuss and recommend actions needed to develop a global routine SDS-WAS based on integrating numerical SDS prediction and observing systems, and on establishing effective cooperation between data producers and user communities in order to provide SDS-WAS products capable of contributing to the reduction of risks from SDS. Secure, reliable and affordable energy supplies are needed for economic growth, but increases in the associated carbon dioxide (CO2) emissions are the cause of major concern. About 69% of all CO2 emissions, and 60% of all greenhouse gas emissions, are energy-related. Recent IEA analysis in Energy Technology Perspectives 2008 (ETP) projects that the CO2 emissions attributable to the energy sector will increase by 130% by 2050 in the absence of new policies or supply constraints, largely as a result of increased fossil fuel usage. The 2007 Intergovernmental Panel on Climate Change (IPCC) 4th Assessment Report indicates that such a rise in emissions could lead to a temperature increase in the range of 4-7°C, with major impacts on the environment and human activity. It is widely agreed that a halving of energy-related CO2 emissions is needed by 2050 to limit the expected temperature increase to less than 3 degrees. To achieve this will take an energy technology revolution involving increased energy effi ciency, increased renewable energies and nuclear power, and the decarbonisation of power generation from fossil fuels. The only technology available to mitigate greenhouse gas (GHG) emissions from large-scale fossil fuel usage is CO2 capture and storage (CCS). The ETP scenarios demonstrate that CCS will need to contribute nearly one-fi fth of the necessary emissions reductions to reduce global GHG emissions by 50% by 2050 at a reasonable cost. CCS is therefore essential to the achievement of deep emission cuts. Most of the major world economies recognise this, and have CCS technology development programmes designed to achieve commercial deployment. In fact, at the 2008 Hokkaido Toyako summit, the G8 countries endorsed the IEA’s recommendation that 20 large-scale CCS demonstration projects need to be committed by 2010, with a view to beginning broad deployment by 2020. Ministers specifi cally asked for an assessment by the IEA in 2010 of the implementation of these recommendations, as well as an assessment of progress towards accelerated deployment and commercialisation. Current spending and activity levels are nowhere near enough to achieve these deployment goals. CCS technology demonstration has been held back for a number of reasons. In particular, CCS technology costs have increased signifi cantly in the last 5 years. In the absence of suitable fi nancial mechanisms to support CCS, including signifi cant public and private funding for nearterm demonstrations and longer-term integration of CCS into GHG regulatory and incentive schemes, high costs have precluded the initiation of large-scale CCS projects. The regulatory framework necessary to support CCS projects also needs to be further developed. Despite important progress, especially in relation to international marine protection treaties, no country has yet developed the comprehensive, detailed legal and regulatory framework that is necessary effectively to govern the use of CCS. CCS is also poorly understood by the general public. As a result, there is a general lack of public support for CCS as compared to several other GHG mitigation options. This report attempts to address some of these issues by collecting the best global information about the cost and performance of CO2 capture, transport and storage technologies throughout the CCS project chain. Chapters 1-4 contain this information, and use it to conduct a scenario analysis of the role of CCS in climate change mitigation. Chapter 5 discusses the fi nancial incentive mechanisms that governments can use to provide both short- and long-term incentives for CCS. This chapter also contains an expansion and update of the 2007 IEA publication Legal Aspects of CO2 Storage: Updates and Recommendations and examines the current state of public awareness and acceptance of the relevant technologies. Chapter 6 includes a review of the status of CCS policies, research and demonstration programmes, and CO2 storage prospects for several regions and countries. Chapter 7 concludes with a proposed CCS roadmap that includes the necessary technical, political, fi nancial and international collaboration activities to enable CCS to make the contribution it needs to make to global GHG mitigation in the coming decades.

With its very high electricity intensity, primary aluminium stands out in the heavy industry picture: a sector whose emissions are not capped in the present EU ETS, European aluminium smelters still stand to lose profit margins and, possibly, market shares, as electricity prices increase following CO2 caps on generators’ emissions - the famous pass-through of CO2 prices into electricity prices. The analysis includes a method of quantification of this issue, based on two indicators: profit margins and trade flows. As the EU is at the forefront of such policy, the paper provides policy messages to all countries on how trade exposed energy-intensive industries can be ‘moved’ by carbon constraint. It called greenhouse gas atmospheric pollution an ‘uncontrolled, globally pervasive experiment whose ultimate consequences could be second only to nuclear war’. World governments were urged to swiftly develop emission reduction targets (The changing atmosphere: implications for global security, 1988). Relevant to both Australian and overseas audiences, here is the untold story of how Australia buried its knowledge on climate change science and response options during the 1990s — going from clarity to confusion and doubt after arguably leading the world in citizen understanding and a political will to act in the late 1980s. ‘What happened and why’ is a fascinating exploration drawing on the public record of how a society revised its good understanding on a critical issue affecting every citizen. A recent major IEA analysis “Energy Technology Perspectives – Scenarios and Strategies to 2050” (IEA, 2006) demonstrate that by developing and employing technologies that already exist or are under development, the world could be brought onto a much more sustainable energy path. The costs of achieving a more sustainable energy future are not disproportionate, but they will require substantial effort and investment by both the public and private sectors. There will be significant additional transitional costs related to RD&D and deployment programmes to commercialise many of the technologies over the next couple of decades. Governments will continue to play a major role in energy technology R&D – in defining policies and funding them. How can IEA member country governments be sure they are making the right choices? One answer is by learning from the experience of others – through the use of peer reviews. The IEA version of the peer review – the in-depth review - is a well established tool used since the IEA was created more than 30 years ago. It provides for its members a framework to examine and compare experiences and discuss “best practices” in a host of energy policy areas, including research, development and technology policy. Making the most of the in-depth review process, as well as recommendations emanating from it, offers the promise of better and more well-informed R&D policies – ultimately assisting the development of the new energy technologies that we so urgently need.

Auf Basis eines partizipativen Forschungsdesigns, durchgeführt in ausgewählten Küstendörfern, untersucht dieser Band die Auswirkungen der Globalisierung und des Klimawandels auf die Lebensqualität ihrer Bewohner. Dabei wird aufgezeigt, dass die Dorfbewohner keine passiven Opfer externer Prozesse sind, sondern aktiv ihr Leben gestalten. Mittels neo-traditioneller Bewegungen gelingt es den Bewohnern weitestgehend, ein festes Wertefundament als Grundlage ihrer kulturellen Identität zu bewahren. Eine intakte Gemeinschaft steht dabei im Zentrum spiritueller, ökonomischer und sozialer Werte. Im Zuge der gesellschaftlichen Transformation agieren die Gemeinschaften nicht mehr ortsgebunden, sondern bilden mithilfe moderner Transport- und Kommunikationstechnologien globalisierte Netzwerke – ohne dabei die Bezüge zu ihrer kulturellen Herkunft zu verlieren. Auswärts lebende Familienangehörige tragen so Wissen und materiellen Wohlstand in die Dorfgemeinschaften und erweitern die Handlungspotentiale und Lebensstandards der Küstendorfbewohner. Im Zuge der Wissensvermittlung erfolgt jedoch insbesondere die Darstellung des Klimawandels und seiner Gefahren verkürzt und nicht auf lokale Werte zurechtgeschnitten, sodass es auch zu Wahrnehmungsverzerrungen und Fehlanpassungen kommt. Im Kontext von Entwicklungszusammenarbeit rät diese Untersuchung daher zu kultureller Sensibilität und einer kritischen Reflektion ethnozentrischer Weltanschauungen, um die Lebensqualität in fidschianischen Dorfgemeinschaften nicht zu gefährden. In diesem Band werden ethnographische Ideale für eine kultur- und sozialgeographische Forschung im globalen Süden aufbereitet. Konzeptionell ist die Untersuchung in die kritische geographische Verwundbarkeits- und Transformationsforschung eingerahmt. In einem kulturräumlichen Überblick wird zunächst aus historisch-politischer Perspektive die Bedeutung postkolonialer Belastungen auf gegenwärtige Transformationsprozesse aufgezeigt. Das Herzstück bildet anschließend die ausführliche Analyse gesellschaftlicher Transformationsprozesse auf die Lebensqualität in drei Küstendörfern der Fidschi-Inseln. | As other Pacific Islands Countries, Fiji is shaped by processes of social transformations and global environmental change. This study utilises ethnographic ideals for enhancing cultural and social geographic research in the global south. A participatory in-depth analysis of rural life in three Fijian coastal villages is at the core of this study. This is framed by a historic-political overview of the burden of Fiji's colonial past. Fijian coastal villagers are not passive victims of global social transformation and climate change. Through neo-traditional movements they actively form processes of social and cultural change. Rural Fijian norms, values and cultural identity crystallize in robust communities. Via modern forms of communication and transportation Fijians established globalised networks securing individuals' quality of life. Family members living far from their home villages remain in contact with their relatives. This way they keep their Fijian Identities as source of wellbeing and as well support the villagers' material wealth and knowledge to enhance capabilities. Merely regarding hazardous climate change impacts the passed on knowledge is spread abridged and poorly fitting into local value systems. Therefore, misperceptions and maladaptations are prevalent. In consequence this study pleads for development agencies to act culturally sensitive and to critically reflect ethnocentric worldviews in order not to harm Fijian values and wellbeing.

Hydrogen-enriched compressed natural gas engines are forthcoming energy carriers for the internal combustion engine, with higher thermal efficiency and less pollutant emissions. The different availability of renewables has allowed various countries to adopt the most appropriate type of renewable energy technology according to their energy source adequacy/abundance. In Taiwan, ocean energy is considered as an abundant source of renewables due to its geographical location as an island. The Taiwanese government has approved the investment to construct an MW-scale demonstration electricity plant. In this book, the Taiwanese ocean energy experience is comprehensively presented. The technical and legal analyses of ocean energy implementation are provided. The challenges that they had to overcome to optimize the utilization of the most available ocean energy potential are discussed. The sustainable transition in South Africa would be a good example for implementing rooftop solar, especially in low-income communities. Apart from the environmental benefits, sustainable energy technologies can boost the socioeconomic level of developing countries. Other advantages may be the continuous supply of energy and creation of new job opportunities. Moreover, sustainable renewable energy sources such as the wind could be employed for generating electricity to operate water purification systems in remote areas. This, in turn, would overcome the health problems associated with drinking water scarcity issues. This book is an attempt to cover the sustainable energy issues from a technical perspective. Furthermore, the sustainable energy applications and existing case studies are helpful illustrations for the broad understanding of the importance of sustainable energy.

    Description / Table of Contents: In the face of climate change and resource scarcity, energy supply systems are on the verge of a major transformation, which mainly includes the introduction of new components and their integration into the existing infrastructures, new network configurations and reliable topologies, optimal design and novel operation schemes, and new incentives and business models. This revolution is affecting the current paradigm and demanding that energy systems be integrated into multi-carrier energy hubs. It is greatly increasing the interactions between today’s energy systems at various scales (ranging from the multinational, national, community scales down to the building level) and future intelligent energy systems, which are able to incorporate an increasing amount of often fluctuating, renewable energy sources (RESs). It is also increases the need for the integration of energy storage options into the energy mix, not only to reduce the need for increased peak generation capacity, but also to enhance grid reliability and support higher penetration of RESs. Moreover, this transformation is accommodating active participation of end-users as responsive prosumers at different scales, which in turn help to reduce energy costs to all consumers, increase reliability of service and mitigate carbon footprints. However, this plan of action necessitates regulatory frameworks, strategic incentives and business models for efficient deployment. This Special Issue will cover these promising and dynamic areas of research and development, and will allow gathering of contributions in design, control and optimization of integrated energy systems. This Special Issue also seeks papers to report advances in any aspect of these developments. The manuscripts should be unpublished and report significant advancement.

    Description / Table of Contents: Depuis le début des années 2000, l’insuffisance des efforts politiques pour réduire drastiquement les émissions globales de gaz à effet de serre a conduit au renforcement d’un discours sur la nécessité de s’adapter au changement climatique. Particulièrement dans les régions vulnérables aux effets du changement climatique, une transformation des politiques de gestion de l’environnement apparaît comme nécessaire afin de réduire les risques et d’exploiter les nouvelles opportunités découlant du changement climatique et de ses im-pacts. Or, si les analystes constatent un développement des activités d’adaptation au changement climatique, peu de travaux interrogent l’efficacité réelle des mesures actuelles et leurs éventuelles limites. Cet ouvrage tente de combler cette lacune en déconstruisant la notion d’adaptation au changement climatique et en interrogeant sa signification réelle pour la conduite des politiques à incidence environnementale. Il exa-mine de manière théorique en quoi l’adaptation au changement climatique nécessiterait des réformes de l’action publique. Puis, il examine l’état des pratiques actuelles au travers d’études de cas dans le secteur agricole en Inde (Rajasthan et Maharashtra) et dans le secteur du tourisme hivernal en Suisse (Alpes vaudoises et vallée de Joux). Sur la base de cette incursion théorique et empirique dans l’univers de ces nouvelles politiques de gestion de l’environnement, l’auteur discute des limitations observées et suggère des voies d’amélioration pour le futur.

This is not a new invention, but at best a renaissance: the first type of polymers used by human kind were animal hides, cellulose, silk, wool. Among benefits of natural occurring biopolymers there are potential biocompatibility, renewable resources, low processing costs, tailoring of structure by genetic manipulation, and, as said, environmentally compatibility. Limits are, sometimes, premature degradation and high production costs due to the very high purity required for medical uses. Polysaccharides are not drugs by themselves, but their use in pharmaceutical field, for example as drug carriers or antimicrobial, anti-inflammatory or anticoagulant agents, is increasingly promising. Marine polysaccharides include chitin, chitosan, alginate, agar and carrageenans. Chitosan is a cationic carbohydrate biopolymer derived from chitin, the second most abundant polysaccharides present in nature after cellulose. The main sources of chitin are the shell wastes of shrimps, lobsters and crabs. For its characteristics, chitosan founds particular application as non viral vector in gene delivery. Films from chitosan are very tough and long lasting. Alginates derive from seaweed extraction (pheophyceae), and are mainly used in drug delivery and as hydrogels for immobilizing cells and enzymes, due to the mild conditions of cross-linking through bivalent cations (Ca2 ). Agar (or agar-agar) and carrageenans are linear polysaccharides from red seaweeds. They are highly reactive chemically and are peculiar for thermoreversible gel formation. Exopolysaccharides (EPS), substantial components of the extracellular matrix of many cells of marine origin, also have to be mentioned for their potential interest in pharmaceuticals, and new EPS producing bacteria, particularly from extreme marine environments, are being isolated.The possibility of chemical modification, blending and addition of biodegradable additives allows to tailor the final properties of polysaccharides and opens the doors to wider applications, particularly in pharmaceutical area. This issue is intended to explore any new potentiality of marine polysaccharides, as those above mentioned, deriving from chemical or chemical-physical modifications, and the scaling-up of their pharmaceutical applications.

    Description / Table of Contents: The study of vibrations and the control of vibrations has been a fundamental cornerstone of engineering. Problems related to vibrations are ubiquitous, from the study of fatigue of airplane wings in turbulent flow to the suppression of vibrations in subsea structures. The breadth of vibration engineering is matched by the depth of field. Numerous methods have been used to understand vibrations, and a wide range of devices have been developed to control vibrations. Many vibration control problems can be considered as a problem of energy dissipation and vibration damping. The problem encompasses multiple interdependent aspects of research and engineering, including the development of models, implementation of algorithms, and design of devices based on data. Discoveries made in one aspect can lead to breakthroughs in other aspects. The uptake of renewables in general, and biomass in particular, is still considered somewhat risky due to the lack of best practice examples to demonstrate how efficient the technology is today.
