    Description: An apparatus for measuring high frequency currents includes a non-ferrous core current probe that is coupled to a wide-band transimpedance amplifier. The current probe has a secondary winding with a winding resistance that is substantially smaller than the reactance of the winding. The sensitivity of the current probe is substantially flat over a wide band of frequencies. The apparatus is particularly useful for measuring exposure of humans to radio frequency currents.

    Description: A method for forming ferroelectric wafers is provided. A prestress layer is placed on the desired mold. A ferroelectric wafer is placed on top of the prestress layer. The layers are heated and then cooled, causing the ferroelectric wafer to become prestressed. The prestress layer may include reinforcing material and the ferroelectric wafer may include electrodes or electrode layers may be placed on either side of the ferroelectric layer. Wafers produced using this method have greatly improved output motion.

    Description: An interconnect, having some length, that reliably connects two conductors separated by the length of the interconnect when the connection is made but in which one length if unstressed would change relative to the other in operation. The interconnect comprises a base element an intermediate element and a top element. Each element is rectangular and formed of a conducting material and has opposed ends. The elements are arranged in a generally Z-shape with the base element having one end adapted to be connected to one conductor. The top element has one end adapted to be connected to another conductor and the intermediate element has its ends disposed against the other end of the base and the top element. Brazes mechanically and electrically interconnect the intermediate element to the base and the top elements proximate the corresponding ends of the elements. When the respective ends of the base and the top elements are connected to the conductors, an electrical connection is formed therebetween, and when the conductors are relatively moved or the interconnect elements change length the elements accommodate the changes and the associated compression and tension forces in such a way that the interconnect does not mechanically fatigue.

    Description: The converter produces a linear analog signal that is linearly proportional to a shaft angle of a resolver over 360.degree.. An excitation cosine signal supplied to the resolver and a response cosine signal received from the output windings of the resolver are converted to logic level signals. Digital logic is performed on the logic level signals in a programmable digital logic device to produce a logic level pulse-width modulated signal. The logic level pulse-width modulated signal is used to control a switch to switch between two reference voltage levels to produce a pulse-width modulated signal, which is filtered and buffered to produce the linear analog signal.

    Description: If you go to the country, far from city lights, you can see about 3,000 stars on a clear night. If your eyes were bigger, you could see many more stars. With a pair of binoculars, an optical device that effectively enlarges the pupil of your eye by about 30 times, the number of stars you can see increases to the tens of thousands. With a medium-sized telescope with a light-collecting mirror 30 centimeters in diameter, you can see hundreds of thousands of stars. With a large observatory telescope, millions of stars become visible. This curriculum guide uses hands-on activities to help students and teachers understand the significance of space-based astronomy--astronomical observations made from outer space. It is not intended to serve as a curriculum. Instead, teachers should select activities from this guide that support and extend existing study. The guide contains few of the traditional activities found in many astronomy guides such as constellation studies, lunar phases, and planetary orbits. It tells, rather, the story of why it is important to observe celestial objects from outer space and how to study the entire electromagnetic spectrum. Teachers are encouraged to adapt these activities for the particular needs of their students. When selected activities from this guide are used in conjunction with traditional astronomy curricula, students benefit from a more complete experience.

    Description: Global astrometry is the measurement of stellar positions and motions. These are typically characterized by five parameters, including two position parameters, two proper motion parameters, and parallax. The Space Interferometry Mission (SIM) will derive these parameters for a grid of approximately 1300 stars covering the celestial sphere to an accuracy of approximately 4uas, representing a two orders of magnitude improvement over the most precise current star catalogues. Narrow angle astrometry will be performed to a 1uas accuracy. A wealth of scientific information will be obtained from these accurate measurements encompassing many aspects of both galactic (and extragalactic science. SIM will be subject to a number of instrument errors that can potentially degrade performance. Many of these errors are systematic in that they are relatively static and repeatable with respect to the time frame and direction of the observation. This paper and its companion define the modeling of the, contributing factors to these errors and the analysis of how they impact SIM's ability to perform astrometric science.

    Description: A multi-sensor transducer and processing method allow insitu monitoring of the senor accuracy and transducer `health`. In one embodiment, the transducer has multiple sensors to provide corresponding output signals in response to a stimulus, such as pressure. A processor applies individual weight factors to reach of the output signals and provide a single transducer output that reduces the contribution from inaccurate sensors. The weight factors can be updated and stored. The processor can use the weight factors to provide a `health` of the transducer based upon the number of accurate versus in-accurate sensors in the transducer.

    Description: Star formation and the creation of protostellar disks generally occur in a crowded environment. Nearby young stars and protostars can influence the disks of their closets neighbors by a combination of outflows and hard radiation. The central stars themselves can have a stellar wind and may produce sufficient UV and X-ray to ultimately destroy their surrounding disks. Here we describe the results of numerical simulations of the influence that an external UV source and a central star's wind can have on its circumstellar disk. The numerical method (axial symmetry assumed) is described elsewhere. We find that protostellar disks will be destroyed on a relatively short time scale (~ 10(sup 5)yr) unless they are well shielded from O-stars. Initially isotropic T-Tauri winds do not significantly influence their disks, but instead are focused toward the rotation axis by the disk wind from photoevaporation.

    Description: Life-limiting processes in hollow cathodes are determined largely by the temperature of the emitter. To support development of cathode life models we have developed a noncontact temperature measurement technique which employs a stepper motor-driven fiber optic probe. The probe is driven inside the hollow cathode and collects light radiated by the hot interior surface of the emitter. Ratio pyrometry is used determine the axial temperature profile. Thermocouples on the orifice plate provide measurements ofthe external temperature during cathode operation and are used to calibrate the pyrometer system in situ with a small oven enclosing the externally heated cathode. Initial measurements of the temperature distribution in a hollow cathode with the same geometry as a cathode that failed after operating at 12 A emission current for 27800 hours are discussed.

    Description: A DC motor is commutated by rotating a magnetic rotor to induce a magnetic field in at least one magnetostatic relay in the motor. Each relay is activated in response to the magnetic field to deliver power to at least one corresponding winding connected to the relay. In some cases, each relay delivers power first through a corresponding primary winding and then through a corresponding secondary winding to a common node. Specific examples include a four-pole, three-phase motor in which each relay is activated four times during one rotation of the magnetic rotor.

    Description: A micromachined magnetostatic relay or switch includes a springing beam on which a magnetic actuation plate is formed. The springing beam also includes an electrically conductive contact. In the presence of a magnetic field, the magnetic material causes the springing beam to bend, moving the electrically conductive contact either toward or away from another contact, and thus creating either an electrical short-circuit or an electrical open-circuit. The switch is fabricated from silicon substrates and is particularly useful in forming a MEMs commutation and control circuit for a miniaturized DC motor.

    Description: The MASSIF (Masses and Stellar Systems with Interferometry) Team will use SIM to investigate the mass content of the Galaxy - from huge stars to barely glimmering brown dwarfs, and from hot white dwarfs to exotic black holes. We will target various samples of the Galactic population to determine and relate the fundamental characteristics of mass, luminosity, age, composition, and multiplicity - attributes that together yield an extensive understanding of the stars. Our samples will include distant clusters that span a factor of 5000 in age, and commonplace stars and substellar objects that lurk near the Sun. The principal goals of the MASSIF Key Project are to (1) define the mass-luminosity relation for main sequence stars in five fundamental clusters so that effects of age and metallicity can be mapped (Trapezium, TW Hydrae, Pleiades, Hyades, and M67), and (2) determine accurate masses for representative examples of nearly every type of star, stellar descendant or brown dwarf in the Galaxy.

    Description: In April 2002 the IVS (International VLBI Service for Geodesy and Astrometry) set up the Pilot Project - Tropospheric Parameters, and the Institute of Geodesy and Geophysics (IGG), Vienna, was put in charge of coordinating the project. Seven IVS Analysis Centers have joined the project and regularly submitted their estimates of tropospheric parameters (wet and total zenith delays, horizontal gradients) for all IVS-R1 mid IVS-R4 sessions since January 1st, 2002. The individual submissions are combined by a two-step procedure to obtain stable, robust and highly accurate tropospheric parameter time series with one hour resolution (internal accuracy: 2-4 ram). Starting with July 2003, the combined tropospheric estimates became operational IVS products. In the second half of October 2002 the VLBI campaign CONT02 was observed with 8 stations participating around the globe. At four of them (Gilmore Creek, U.S.A.; Hartebeesthoek, South Africa; Kokee Park, U.S.A.; Ny-Alesund, Norway) also total zenith delays from DORIS (Doppler Orbitography and Radiopositioning Integrated by Satellite) are available and these estimates are compared with those from the IGS (International GPS Service) and the IVS. The distance from the DORIS beacons to the co-located GPS and VLBI stations is around 2 km or less for the four sites mentioned above.

    Description: We intend to use SIM to make definitive measurements of fundamental structural and dynamical parameters of the Milky Way. The important niche in dynamical parameter space afforded by SIM can be exploited to resolve, with unprecedented precision, a number of classical problems of Galactic astronomy. In addition, we have developed new tests of the Galactic mass distribution specifically designed for data with the special properties of SIM products. Our proposed suite of experiments will utilize the SIM Astrometric Grid as well as complementary observations of star clusters and other strategically-selected, distant "test particles" for a definitive characterization of the major components (bulge, disk, halo, satellite system) of the Milky Way. Specifically, our goals will be: 1) The determination of two fundamental parameters that play a central role in virtually every problem in Galactic astronomy, namely (a) the solar distance to the center of the Milky Way, R(sub 0); (b) the solar angular velocity around the Galactic: center, omega(sub 0). 2) The measurement of fundamental dynamical properties of the Milky Way, among them (a) the pattern speed of the central bar (b) the rotation field and velocity-dispersion tensor in the disk (c) the kinematics (mean rotational velocity and velocity dispersion tensor) of the halo as a function of position 3. The definition of the mass distribution of the Galaxy, which is dominated by the presence of dark matter. We intend to measure (a) the relative contribution of the disk and halo to the gravitational potential (b) the local volume and surface mass density of the disk (c) the shape, mass and extent of the dark halo of the Milky Way out to 250 kpc.

    Description: We present XMM-Newton RGS and EPIC data of the putative cooling flow cluster Abell 2597. Velocities of the low-ionization emission lines in the spectrum are blue shifted with respect to the high-ionization lines by 1320 (sup +660) (sub -210) kilometers per second, which is consistent with the difference in the two peaks of the galaxy velocity distribution and may be the signature of bulk turbulence, infall, rotation or damped oscillation in the cluster. A hierarchical velocity structure such as this could be the direct result of galaxy mergers in the cluster core, or the injection of power into the cluster gas from a central engine. The uniform X-ray morphology of the cluster, the absence of fine scale temperature structure and the random distribution of the the galaxy positions, independent of velocity, suggests that our line of sight is close to the direction of motion. These results have strong implications for cooling flow models of the cluster Abell 2597. They give impetus to those models which account for the observed temperature structure of some clusters using mergers instead of cooling flows.

    Description: Stars from in the densest parts of cold interstellar clouds which-due to presence of obscuring dust-cannot be observed with optical telescopes. Recent rapid progress in understanding how stars and planets are formed has gone hand in hand with our ability to observe extremely young systems in the infrared and (submillimeter) spectral regimes. The detections and silhouetted imaging of disks around young objects in the visible and NIR have demonstrated the common occurrence of circumstellar disks and their associated jets and outflows in star forming regions. However, in order to obtain quantitative information pertaining to even earlier evolutionary phases, studies at longer wavelengths are necessary. From spectro-photometric imaging at all wavelengths we learn about the temperature and density structure of the young stellar environment. From narrow band imaging in the far infrared and submillimeter spectral regimes we can learn much about the velocity structure and the chemical makeup (pre-biotic material) of the planet-forming regions.

    Description: This grant is for the analysis of FUSE observations of particle acceleration in supernova remnant SN1006 shock waves. We have performed quick look analysis of the data, but because the source is faint and because the O VI emission lines on SN1006 are extremely broad, extreme care is needed for background subtraction and profile fitting. Moreover, the bulk of the analysis in will consist of model calculations. The Ly beta and O VI lines are clearly detected at the position in the NW filament of SN1006, but not in the NE position where non-thermal X-rays are strong. The lack of O VI emission in the NE places an upper limit on the pre-shock density there.

    Description: Using the Moon to occult the Sun, the Clementine spacecraft used its navigation cameras to map the inner zodiacal light at optical wavelengths over elongations of 3 approx. less than epsilon approx. less than 30 deg from the Sun. This surface brightness map is then used to infer the spatial distribution of interplanetary dust over heliocentric distances of about 10 solar radii to the orbit of Venus. The averaged ecliptic surface brightness of the zodiacal light falls off as Z(epsilon) is a member of epsilon(sup -2.45 +/- 0.05), which suggests that the dust cross-sectional density nominally falls off as sigma(r) is a member of r(sup - 1.45 +/- 0.05). The interplanetary dust also has an albedo of alpha approx. = 0.1 that is uncertain by a factor of approx. 2. Asymmetries of approx. 10% are seen in directions east-west and north-south of the Sun, and these may be due the giant planets' secular gravitational perturbations. We apply a simple model that attributes the zodiacal light as due to three dust populations having distinct inclination distributions, namely, dust from asteroids and Jupiter-family comets (JFCs) having characteristic inclinations of i approx. 7 deg, dust from Halley-type comets having i approx. 33 deg, and an isotropic cloud of dust from Oort Cloud comets. The best-fitting scenario indicates that asteroids + JFCs are the source of about 45% of the optical dust cross section seen in the ecliptic at 1 AU but that at least 89% of the dust cross section enclosed by a 1-AU-radius sphere is of a cometary origin. Each population's radial density variations can also deviate somewhat from the nominal sigma(r) is a member of r(sup -1.45). When these results are extrapolated out to the asteroid belt, we find an upper limit on the mass of the light-reflecting asteroidal dust that is equivalent to a 12-km asteroid, and a similar extrapolation of the isotropic dust cloud out to Oort Cloud distances yields a mass equivalent to a 30-km comet, although the latter mass is uncertain by orders of magnitude.

    Description: We present the final results of a spectroscopic study of a sample of cD galaxy clusters. The goal of this program has been to study the dynamics of the clusters, with emphasis on determining the nature and frequency of cD galaxies with peculiar velocities. Redshifts measured with the MX Spectrometer have been combined with those obtained from the literature to obtain typically 50 - 150 observed velocities in each of 25 galaxy clusters containing a central cD galaxy. We present a dynamical analysis of the final 11 clusters to be observed in this sample. All 25 clusters are analyzed in a uniform manner to test for the presence of substructure, and to determine peculiar velocities and their statistical significance for the central cD galaxy. These peculiar velocities were used to determine whether or not the central cD galaxy is at rest in the cluster potential well. We find that 30 - 50% of the clusters in our sample possess significant subclustering (depending on the cluster radius used in the analysis), which is in agreement with other studies of non-cD clusters. Hence, the dynamical state of cD clusters is not different than other present-day clusters. After careful study, four of the clusters appear to have a cD galaxy with a significant peculiar velocity. Dressler-Shectman tests indicate that three of these four clusters have statistically significant substructure within 1.5/h(sub 75) Mpc of the cluster center. The dispersion 75 of the cD peculiar velocities is 164 +41/-34 km/s around the mean cluster velocity. This represents a significant detection of peculiar cD velocities, but at a level which is far below the mean velocity dispersion for this sample of clusters. The picture that emerges is one in which cD galaxies are nearly at rest with respect to the cluster potential well, but have small residual velocities due to subcluster mergers.

    Description: While experimental studies of kinetic-inductance sensors have been limited so far by the temperature range near the superconducting transition, these detectors can be very sensitivity at temperatures well below the transition, where the number of equilibrium quasiparticles is exponentially small. In this regime, a shift of the quasiparticle chemical potential under radiation results in the change of the kinetic inductance, which can be measured by a sensitive SQUID readout. We modeled the kinetic inductance response of detectors made from disordered superconducting Nb, NbC, and MoRe films. Low phonon transparency of the interface between the superconductor and the substrate causes substantial re-trapping of phonons providing high quantum efficiency and the operating time of approximately 1 ms at 1 K. Due to the small number of quasiparticles, the noise equivalent power of the detector determined by the quasiparticle generation-recombination noise can be as small as approximately 10(exp -19) W/Hz(exp 1/2) at He4 temperatures.

The proposal combines expertise from the Smithsonian Astrophysical Observatory, the Naval Research Laboratory, the Goddard Space Flight Center, and the Physics Department at the Queen Mary and Westfield College in London, now relocated to the University of Cardiff, Cardiff, Wales. The method uses individually tailored metal grids, and layered stacks of metal mesh grids, both inductive (free-standing) and capacitive (substrate-mounted), to produce various kinds of filters. The program has the following goals: (1) Model FIR filter properties using electric-circuit analogs, and near-field, EM diffraction calculations; (2) Prototype fabrication of meshes on various substrates, with various materials, and of various dimensions; (3) Test of filter prototypes, and iterate with the modeling programs; (4) Travel to related sites, including trips to Washington, D.C. (location of NRL and GSFC), London (location of QMW), Cardiff, Wales, and Rome (location of ISO PMS project headquarters); (5) Produce ancillary science, including publication of both testing on mesh performance and infrared astronomical science.

    Description: Diode modeling for Schottky varactor frequency multipliers above 500 GHz is presented with special emphasis placed on simple models and fitted equations for rapid circuit design. Temperature- and doping-dependent mobility, resistivity, and avalanche current multiplication and breakdown are presented. Next is a discussion of static junction current, including the effects of tunneling as well as thermionic emission. These results have been compared to detailed measurements made down to 80 K on diodes fabricated at JPL, followed by a discussion of the effect on multiplier efficiency. Finally, a simple model of current saturation in the undepleted active layer suitable for inclusion in harmonic balance simulators is derived.

    Description: We completed all major fabrication and testing for the third telescope and phase-closure operation at the Infrared-Optical Telescope Array (IOTA) during this period. In particular we successfully tested the phase-closure operation, using a laboratory light source illuminating the full delay-line optical paths, and using an integrated-optic beam combiner coupled to our Picnic-detector camera. This demonstration is an important and near-final milestone achievement. As of this writing, however, several tasks yet remain, owing to development snags and weather, so the final proof of success, phase-closure observation of a star, is now expected to occur in early 2002, soon after this report has been submitted.

    Description: Large-aperture photometric observations of comet Hale-Bopp (C/1995 O1) in the forbidden red line of neutral oxygen ([O I] 6300 angstroms) with the 150 mm dual-etalon Fabry-Perot spectrometer that comprises the Wisconsin H-alpha Mapper and a 50 mm dual-etalon Fabry-Perot spectrometer at the McMath-Pierce main telescope from 1997 late February to mid April yield a total metastable O((sup 1)D) production rate of (2.3-5.9) x 10(exp 30)/s. Applying the standard H2O and OH photodissociation branching ratios, we derive a water production rate, Q(H2O), of (2.6-6.1) x 10(exp 31)/s, which disagrees with Q(H2O = 1x10(exp 31)/s determined by independent H2O, OH, and H measurements. Furthermore, our own [O I] 6300 observations of the inner coma (〈 30,000 km) using the 3.5 m Wisconsin-Indiana-Yale-NOAO telescope Hydra and Densepak multi-object spectrographs yield Q(H2O) = 1 x 10(exp 31)/s. Using our [O I] 6300 data, which cover spatial scales ranging from 2,000 to 1x10(exp 6) km, and a complementary set of wide-field ground-based OH images, we can constrain the sources of the apparent excess O((sup 1)D) emission to the outer coma, where photodissociation of OH is assumed to be the dominant O((sup 1)D) production mechanism. From production rates of other oxygen-bearing volatiles (e.g., CO and CO2), we can account for at most 30% of the observed excess O((sup 1)D) emission. Since even less O((sup 1)D) should be coming from other sources (e.g., electron excitation of neutral O and distributed nonnuclear sources of H2O), we hypothesize that the bulk of the excess O((sup 1)D) is likely coming from photodissociating OH. Using the experimental OH photo-dissociation cross section of Nee and Lee at Ly-alpha as a guide in modifying the theoretical OH cross sections of van Dishoeck and Dalgarno, we can account for approximately 60% of the observed O((sup 1)D) excess without requiring major modifications to the other OH branching ratios or the total OH photodissociation lifetime.

    Description: Laboratory facilities have made great strides in producing large sets of reliable data for X-ray astronomy, which include ionization and recombination cross sections needed for charge balance calculations as well as the atomic data needed for interpreting X-ray line formation. We discuss data from the new generation sources and pay special attention to the LLNL electron beam ion trap experiment, which is unique in its ability to provide direct laboratory access to spectral data under precisely controlled conditions that simulate those found in many astrophysical plasmas. Examples of spectral data obtained in the 1-160 A wavelength range are given illustrating the type of laboratory X-ray data produced in support of such missions as Chandra, X-Ray Multi-Mirror telescope (XMM), Advanced Satellite for Cosmology and Astrophysics (ASCA) and Extreme Ultraviolet Explorer Satellite (EUVE).

    Description: In the past five years, observations at optical and near-infrared wavelengths obtained with the Hubble Space Telescope and ground-based adaptive optics have provided the first well-resolved images of young circumstellar disks which may form planetary systems. We review these two observational techniques and highlight their results by presenting prototype examples of disks imaged in the Taurus-Auriga and Orion star-forming regions. As appropriate, we discuss the disk parameters that may be typically derived from the observations, as well as the implications that the observations may have on our understanding of, for example, the role of the ambient environment in shaping the disk evolution. We end with a brief summary of the prospects for future improvements in space- and ground-based optical/IR imaging techniques, and how they may impact disk studies.

    Description: In order to design a quantum circuit that performs a desired quantum computation, it is necessary to find a decomposition of the unitary matrix that represents that computation in terms of a sequence of quantum gate operations. To date, such designs have either been found by hand or by exhaustive enumeration of all possible circuit topologies. In this paper we propose an automated approach to quantum circuit design using search heuristics based on principles abstracted from evolutionary genetics, i.e. using a genetic programming algorithm adapted specially for this problem. We demonstrate the method on the task of discovering quantum circuit designs for quantum teleportation. We show that to find a given known circuit design (one which was hand-crafted by a human), the method considers roughly an order of magnitude fewer designs than naive enumeration. In addition, the method finds novel circuit designs superior to those previously known.

    Description: Although many different processes can be used to manufacture linear integrated circuits, the process that is used for most circuits is optimized for high voltage -- a total power supply voltage of about 40 V -- and low cost. This process, which has changed little during the last twenty years, uses lateral and substrate p-n-p transistors. These p-n-p transistors have very wide base regions, increasing their sensitivity to displacement damage from electrons and protons. Although displacement damage effects can be easily treated for individual transistors, the net effect on linear circuits can be far more complex because circuit operation often depends on the interaction of several internal transistors. Note also that some circuits are made with more advanced processes with much narrower base widths. Devices fabricated with these newer processes are not expected to be significantly affected by displacement damage for proton fluences below 1 x 10(exp 12) p/sq cm. This paper discusses displacement damage in linear integrated circuits with more complex failure modes than those exhibited by simpler devices, such as the LM111 comparator, where the dominant response mode is gain degradation of the input transistor. Some circuits fail catastrophically at much lower equivalent total dose levels compared to tests with gamma rays. The device works satisfactorily up to nearly 1 Mrad(Si) when it is irradiated with gamma rays, but fails catastrophically between 50 and 70 krad(Si) when it is irradiated with protons.

    Description: Radar electronics developed for past JPL space missions historically had been custom designed and as such, given budgetary, time, and risk constraints, had not been optimized for maximum flexibility or miniaturization. To help reduce cost and risk of future radar missions, a generic radar module was conceived. The module includes a 1.25-GHz (L-band) transceiver and incorporates miniature high-density packaging of integrated circuits in die/chip form. The technology challenges include overcoming the effect of miniaturization and high packaging density to achieve the performance, reliability, and environmental ruggedness required for space missions. The module was chosen to have representative (generic) functionality most likely required from an L-band radar. For very large aperture phased-array spaceborne radar missions, the large dimensions of the array suggest the benefit of distributing the radar electronics into the antenna array. For such applications, this technology is essential in order to bring down the cost, mass, and power of the radar electronics module replicated in each panel of the array. For smaller sized arrays, a single module can be combined with the central radar controller and still provide the bene.ts of configuration .exibility, low power, and low mass. We present the design approach for the radar electronics module and the test results for its radio frequency (RF) portion: a miniature, low-power, radiation-hard L-band transceiver.

    Description: The X-ray properties of 15 nearby (v less than 3,000 km/s) galaxies that possess AGN (active galactic nuclei) and/or starbursts are discussed. Two-thirds have nuclear extended emission on scales from approx. 0.5 to approx. 1.5 kpc that is either clearly associated with a nuclear outflow or morphologically resembles an outflow. Galaxies that are AGN-dominated tend to have linear structures while starburst-dominated galaxies tend to have plume-like structures. Significant X-ray absorption is present in the starburst regions, indicating that a circumnuclear starburst is sufficient to block an AGN at optical wavelengths. Galaxies with starburst activity possess more X-ray point sources within their central kpc than non-starbursts. Many of these sources are more luminous than typical X-ray binaries. The Chandra results are discussed in terms of the starburst-AGN connection, a revised unified model for AGN, and possible evolutionary scenarios.

    Description: Multifiber optical spectroscopy has been performed on galaxies in the vicinity of strong, nearby radio galaxies. These radio galaxies were selected from the, 3CR and B2 catalogs based on their exclusion from the Abell catalog, which is puzzling given the hypothesis that an external medium is required to confine the radio plasma of such galaxies. Velocities derived from the spectra were used to confirm the existence of groups and poor clusters in the fields of most of the radio galaxies. We find that all radio galaxies with classical Fanaroff-Riley type I morphologies prove to reside in clusters, whereas the other radio galaxies often appear to be recent galaxy-galaxy mergers in regions of low galaxy density. These findings confirm the earlier result that the existence of extended X-ray emission combined with a statistical excess of neighboring galaxies can be used to identify poor clusters associated with radio galaxies.

    Description: We estimate probability densities of orbital elements, periods, and eccentricities, for the population of extrasolar planetary candidates (EPC) and, separately, for the population of spectroscopic binaries (SB) with solar-type primaries. We construct empirical cumulative distribution functions (CDFs) in order to infer probability distribution functions (PDFs) for orbital periods and eccentricities. We also derive a joint probability density for period-eccentricity pairs in each population. Comparison of respective distributions reveals that in all cases EPC and SB populations are, in the context of orbital elements, indistinguishable from each other to a high degree of statistical significance. Probability densities of orbital periods in both populations have P(exp -1) functional form, whereas the PDFs of eccentricities can he best characterized as a Gaussian with a mean of about 0.35 and standard deviation of about 0.2 turning into a flat distribution at small values of eccentricity. These remarkable similarities between EPC and SB must be taken into account by theories aimed at explaining the origin of extrasolar planetary candidates, and constitute an important clue us to their ultimate nature.

    Description: MEMS have shown a significant promise in the last decade for a variety of applications such as air-bag, pressure sensors, accelerometer, microgyro, chemical sensors, artificial nose, etc. Standard semiconductor microelectronics packaging needs the integrated circuits (IC) to be protected from the harsh environment, and provide electrical communication with the other parts of the circuit, facilitate thermal dissipation efficiently, and impart mechanical strength to the silicon die. Microelectronics packaging involves wafer dicing, bonding, lead attachment, encapsulation to protect from the environment, electrical integrity, and package leak tests to assure the reliable IC packaging technology. Active elements or microstructures in MEMS devices often interfaces with the hostile environment where packaging leak tests and testing of such devices using chemical and mechanical parameters will be very difficult and expensive. Packaging of MEMS is significantly complex as they serve to protect from the environment and microstructures interact with the same environment to measure or affect the desired physical or chemical parameters. The most of the silicon circuitry is sensitive to temperature, moisture, magnetic field, light, and electromagnetic interference. The package must then protect the on-board silicon circuitry while simultaneously exposing the microsensor to the effect it measures to assure the packaging technology of MEMS. MEMS technology has a major application in developing a microspacecraft for space systems provided reliability of MEMS packaging technology is sufficiently addressed. This MEMS technology would eventually miniaturize many of the components of the spacecraft to reach the NASA's goal by building faster, cheaper, better, smaller spacecraft to explore the space more effectively. This paper discusses the latest developments in the MEMS technology and challenging technical issues in the packaging of hermetically sealed and non-hermetically sealed MEMS sensor devices for microspacecraft applications.

    Description: Switching and amplifying characteristics of a newly developed monolithic InGaAs Active Pixel Imager Array are presented. The sensor array is fabricated from InGaAs material epitaxially deposited on an InP substrate. It consists of an InGaAs photodiode connected to InP depletion-mode junction field effect transistors (JFETs) for low leakage, low power, and fast control of circuit signal amplifying, buffering, selection, and reset. This monolithically integrated active pixel sensor configuration eliminates the need for hybridization with silicon multiplexer. In addition, the configuration allows the sensor to be front illuminated, making it sensitive to visible as well as near infrared signal radiation. Adapting the existing 1.55 micrometer fiber optical communication technology, this integration will be an ideal system of optoelectronic integration for dual band (Visible/IR) applications near room temperature, for use in atmospheric gas sensing in space, and for target identification on earth. In this paper, two different types of small 4 x 1 test arrays will be described. The effectiveness of switching and amplifying circuits will be discussed in terms of circuit effectiveness (leakage, operating frequency, and temperature) in preparation for the second phase demonstration of integrated, two-dimensional monolithic InGaAs active pixel sensor arrays for applications in transportable shipboard surveillance, night vision, and emission spectroscopy.

    Description: We describe the design, fabrication, and the performance of a low-noise dual-polarized quasi-optical superconductor insulator superconductor (SIS) mixer at 550 GHz. The mixer utilizes a novel cross-slot antenna on a hyperhemispherical substrate lens, two junction tuning circuits, niobium trilayer junctions, and an IF circuit containing a lumped element 180 deg hybrid. The antenna consists of an orthogonal pair of twin-slot antennas, and has four feed points, two for each polarization. Each feed point is coupled to a two-junction SIS mixer. The 180 deg IF hybrid is implemented using a lumped element/microstrip circuit located inside the mixer block. Fourier transform spectrometer (FTS) measurements of the mixer frequency response show good agreement with computer simulations. The measured co-polarized and cross-polarized patterns for both polarizations also agree with the theoretical predictions. The noise performance of the dual-polarized mixer is excellent, giving uncorrected receiver noise temperature of better than 115 K (DSB) at 528 GHz for both the polarizations.

    Description: Motivated by the observed correlation between black hole masses M(sub BH) and the velocity dispersion sigma of host galaxies, we develop a theoretical model of black hole formation in galactic bulges (this paper generalizes an earlier ApJ Letter). The model assumes an initial state specified by a uniform rotation rate OMEGA and a density distribution of the form rho = a(sup 2)(sub eff)per2piGR(sup 2)(so that a(sub eff)is an effective transport speed). The black hole mass is determined when the centrifugal radius of the collapse flow exceeds the capture radius of the central black hole (for Schwarzschild geometry). This model reproduces the observed correlation between the estimated black hole masses and the velocity dispersions of galactic bulges, i.e., M(sub BH) approximately equal to 10(sup 8) solar mass(sigma per 200 kilometers per second)(sup 4) where sigma = the square root of 2a(sub eff). To obtain this normalization, the rotation rate OMEGA approximately equal to 2 x 10(exp -15) rad per second. The model also defines a bulge mass scale M(sub B). If we identify the scale M(sub B) with the bulge mass, the model determines the ratio mu(sub B) of black hole mass to the host mass: mu(sub B) approximately equal to 0.0024(sigma per 200 kilometer per second), again in reasonable agreement with observed values. In this scenario, supermassive black holes form quickly (in approximately 10(exp 5) yr) and are born rapidly rotating (with a per M approximately 0.9). This paper also shown how these results depend on the assumed initial conditions; the most important quantity is the initial distribution of specific angular momentum in the precollapse state.

    Description: SIM - the Space Interferometry Mission - will perform precision optical astrometry on objects as faint as R magnitude 20. It will be the first space-based astrometric interferometer, operating in the optical band with a 10-m baseline. The Project is managed by the Jet Propulsion Laboratory, California Institute of Technology, in close collaboration with two industry partners, Lockheed Martin Missiles and Space, and TRW Inc., Space and Electronics Group. Launch of SIM is currently planned for 2009. In its wide-angle astrometric mode, SIM will yield 4 microarcsecond absolute position and parallax measurements. Astrometric planet searches will be done in a narrow-angle mode, with an accuracy of 4 microarcseconds or better in a single measurement. As a pointed rather than a survey instrument, SIM will maintain.its astrometric accuracy down to the faintest, magnitudes, opening up the opportunity for astrometry of active galactic nuclei to better than 10 pas. SIM will define a new astrometric reference frame, using a grid of approximately 1500 stars with positions accurate to 4 microarcseconds. The SIM Science Team comprises the Principal Investigators of ten Key Projects, and five Mission Scientists contributing their expertise to specific areas of the mission. Their science programs cover a wide range of topics in Galactic and extragalactic astronomy. They include: searches for low-mass planets - including analogs to our own solar system - tlie formation and dynamics of our Galaxy, calibration of the cosmic distance scale, and fundamental stellar astrophysics. All of the science observing on SIM is competitively awarded; the Science Team programs total about 40% of the total available, and the remainder will be assigned via future NASA competitions. This report is a compilation of science summaries by members of the Science Team, and it illustrates the wealth of scientific problems that microarcsecond-precision astrometry can contribute to.     Description: This document outlines a path for the development of the field of extrasolar planet research, with a particular emphasis on the goals of the Terrestrial Planet Finder (TPF). Over the past decade, a new field of research has developed, the study of extrasolar planetary systems, driven by the discovery of massive planets around nearby stars. The planet count now stands at over 130. Are there Earth-like planets around nearby stars? Might any of those planets be conducive to the formation and maintenance of life? These arc the questions that TPF seeks to answer. TPF will be implemented as a suite of two space observatories, a 6-m class optical coronagraph, to be launched around 20 14, and a formation flying mid-infrared interferometer, to be launched sometime prior to 2020. These facilities will survey up to 165 or more nearby stars and detect planets like Earth should they be present in the 'habitable zone' around each star. With observations over a broad wavelength range, TPF will provide a robust determination of the atmospheric composition of planets to assess habitability and the presence of life. At this early stage of TPF's development, precursor observational and theoretical programs are essential to help define the mission, to aid our understanding of the planets that TPF could discover, and to characterize the stars that TPF will eventually study. This document is necessarily broad in scope because the significance of individual discoveries is greatly enhanced when viewed in thc context of the field as a whole. This document has the ambitious goal of taking us from our limited knowledge today, in 2004, to the era of TPF observations in the middle of the next decade. We must use the intervening years wisely.     Description: We present some detail of the waveguide probe and SIS mixer chip designs for a low-noise 180-300 GHz double- sideband receiver with an instantaneous RF bandwidth of 24 GHz. The receiver's single SIS junction is excited by a broadband, fixed-tuned waveguide probe on a silicon substrate. The IF output is coupled to a 6-18 GHz MMIC low- noise preamplifier. Following further amplification, the output is processed by an array of 4 GHz, 128-channel analog autocorrelation spectrometers (WASP 11). The single-sideband receiver noise temperature goal of 70 Kelvin will provide a prototype instrument capable of rapid line surveys and of relatively efficient carbon monoxide (CO) emission line searches of distant, dusty galaxies. The latter application's goal is to determine redshifts by measuring the frequencies of CO line emissions from the star-forming regions dominating the submillimeter brightness of these galaxies. Construction of the receiver has begun; lab testing should begin in the fall. Demonstration of the receiver on the Caltech Submillimeter Observatory (CSO) telescope should begin in spring 2003.

    Description: Fabrication technology for submillimeter-wave monolithic circuits has made tremendous progress in recent years and it is now possible to fabricate sub-micron GaAs Schottky devices on a number of substrate types, such as membranes, frame-less membranes or substrateless circuits. These new technologies allow designers to implement very high frequency circuits, either Schottky mixers or multipliers, in a radically new manner. This paper will address the design, fabrication, and preliminary results of a 1.2 THz planar tripler fabricated on a GaAs frame-less membrane, the concept of which was described previously. The tripler uses a diode pair in an antiparallel configuration similar to designs used at lower frequency. To date, this tripler has produced a peak output power of 80 microW with 0.9% efficiency at room temperature (at 1126 GHz). The measured fix-tuned 3 dB bandwidth is about 3.5%. When cooled, the output power reached a peak of 195 microW at 120 K and 250 microW at 50 K. The ease with which this circuit was implemented along with the superb achieved performance indicates that properly designed planar devices such as this tripler can now usher in a new era of practical very high frequency multipliers.

    Description: The 2000 solar cell calibration balloon flight campaign consisted of two flights, which occurred on June 27, 2000, and July 5, 2000. All objectives of the flight program were met. Sixty-two modules were carried to an altitude of approximately 120,000 ft (36.6 km). Full I-V curves were measured on sixteen of these modules, and output at a fixed load was measured on thirty-seven modules (forty-six cells), with some modules repeated on the second flight. Nine modules were flown for temperature measurement only. This data was corrected to 28 C and to 1 AU (1.496x10(exp 8) km). The calibrated cells have been returned to their owners and can now be used as reference standards in simulator testing of cells and arrays.

    Description: Lithium ion cells are being developed under the NASA/Air Force Consortium for the upcoming aerospace missions. First among these missions are the Mars 2001 Lander and Mars 2003 Lander and Rover missions. Apart from the usual needs of high specific energy, energy density and long cycle life, a critical performance characteristic for the Mars missions is low temperature performance. The batteries need to perform well at -20 C, with at least 70% of the rated capacity realizable at moderate discharge rates (C/5). Several modifications have been made to the lithium ion chemistry, mainly with respect to the electrolyte, both at JPL' and elsewhere to achieve this. Another key requirement for the battery is its storageability during pre-cruise and cruise periods. For the Mars programs, the cruise period is relatively short, about 12 months, compared to the Outer Planets missions (3-8 years). Yet, the initial results of our storage studies reveal that the cells do sustain noticeable permanent degradation under certain storage conditions, typically of 10% over two months duration at ambient temperatures, attributed to impedance buildup. The build up of the cell impedance or the decay in the cell capacity is affected by various storage parameters, i.e., storage temperature, storage duration, storage mode (open circuit, on buss or cycling at low rates) and state of charge. Our preliminary studies indicate that low storage temperatures and states of charge are preferable. In some cases, we have observed permanent capacity losses of approx. 10% over eight-week storage at 40 C, compared to approx. 0-2% at O C. Also, we are attempting to determine the impact of cell chemistry and design upon the storageability of Li ion cells.

    Description: The Space Interferometry Mission (SIM) will be the first space-based long baseline Michelson interferometer designed for precision astrometry. It will address a wide range of problems in stellar astrophysics and Galactic structure, delivering precision astrometry of stars down to 20 magnitude throughout the entire Galaxy. SIM uses a 10-m Michelson interferometer in Earth-trailing solar orbit to provide 4 microarcsecond (gas) precision astrometry. With a 5-year mission lifetime, SIM will be a powerful tool for discovering planets around nearby stars, through detection of the stellar reflex motion. The astrometric method complements the radial velocity technique which as already yielded many new planets, with an important benefit of directly measuring planetary masses. SIM will have a single-measurement precision of 1 microarcsecond in a frame defined by nearby reference stars, enabling searches for planets with masses as small as a few earth masses around the nearest stars. More massive planets will be detectable to much larger distances. In addition to precision astrometry SIM will also serve an important role as a technology precursor for future astrophysics missions using interferometers. Two technologies demonstrated will be high dynamic-range aperture synthesis imaging at 10-milliarcsec resolution in the optical, and fringe nulling to 10 (exp -4).

    Description: We present the angular power spectrum derived from the first-year Wilkinson Microwave Anisotropy Probe (WMAP) sky maps. We study a variety of power spectrum estimation methods and data combinations and demonstrate that the results are robust. The data are modestly contaminated by diffuse Galactic foreground emission, but we show that a simple Galactic template model is sufficient to remove the signal. Point sources produce a modest contamination in the low frequency data. After masking approximately 700 known bright sources from the maps, we estimate residual sources contribute approximately 3500 mu sq Kappa at 41 GHz, and approximately 130 mu sq Kappa at 94 GHz, to the power spectrum [iota(iota + 1)C(sub iota)/2pi] at iota = 1000. Systematic errors are negligible compared to the (modest) level of foreground emission. Our best estimate of the power spectrum is derived from 28 cross-power spectra of statistically independent channels. The final spectrum is essentially independent of the noise properties of an individual radiometer. The resulting spectrum provides a definitive measurement of the CMB power spectrum, with uncertainties limited by cosmic variance, up to iota approximately 350. The spectrum clearly exhibits a first acoustic peak at iota = 220 and a second acoustic peak at iota approximately 540, and it provides strong support for adiabatic initial conditions. Researchers have analyzed the CT(sup Epsilon) power spectrum, and present evidence for a relatively high optical depth, and an early period of cosmic reionization. Among other things, this implies that the temperature power spectrum has been suppressed by approximately 30% on degree angular scales, due to secondary scattering.

    Description: We have studied intersubband transitions in InAs/AlSb quantum wells experimentally and theoretically. Experimentally, we performed polarization-resolved infrared absorption spectroscopy to measure intersubband absorption peak frequencies and linewidths as functions of temperature (from 4 K to room temperature) and quantum well width (from a few nm to 10 nm). To understand experimental results, we performed a self-consistent 8-band k-p band-structure calculation including spatial charge separation. Based on the calculated band structure, we developed a set of density matrix equations to compute TE and TM optical transitions self-consistently, including both interband and intersubband channels. This density matrix formalism is also ideal for the inclusion of various many-body effects, which are known to be important for intersubband transitions. Detailed comparison between experimental data and theoretical simulations is presented.

We do not detect the molecular hydrogen transitions expected from models of a molecular disk illuminated by Ly alpha photons. We are currently working on an interpretation of the O VI emission lines to determine whether they arise in the disk or the boundary layer. The upper limit on continuum flux will provide an important constraint on models of white dwarf heating in cataclysmic variables.

    Description: We report the results of an XMM-Newton observation of the Lagoon Nebula (M 8). Our EPIC images of this region reveal a cluster of point sources, most of which have optical counterparts inside the very young open cluster NGC 6530. The bulk of these X-ray sources are probably associated with low and intermediate mass pre-main sequence stars. One of the sources experiences a flare-like increase of its X-ray flux making it the second brightest source in M 8 after the O4 star 9 Sgr. The X-ray spectra of most of the brightest sources can be fitted with thermal plasma models with temperatures of kT approximately a few keV. Only a few of the X-ray selected PMS candidates are known to display H(alpha) emission and were previously classified as classical T Tauri stars. This suggests that most of the X-ray emitting PMS stars in NGC 6530 are weak line T Tauri stars. In addition to 9 Sgr, our EPIC field of view contains also a few early-type stars. The X-ray emission from HD 164816 is found to be typical for an O9.5III-IV star. At least one of the known Herbig Be stars in NGC 6530 (LkH(alpha) 115) exhibits a relatively strong X-ray emission, while most of the main sequence stars of spectral type B1 and later are not detected. We also detect (probably) diffuse X-ray emission from the Hourglass Region that might reveal a hot bubble blown by the stellar wind of Herschel 36, the ionizing star of the Hourglass Region.

    Description: The methyl free radical (CH3) has been observed in the atmospheres of Saturn and Neptune by the ISO satellite. There are discrepancies between the column densities for the CH3 radical derived from the ISO observations and the column densities derived from atmospheric photochemical models. For Neptune the model column density is 1.5 times that derived from ISO. For Saturn the model is 6 times that from ISO. The recombination of methyl radicals is the major loss process for methyl in these atmospheres. The serious disagreement between observed and calculated levels of CH3 has led to suggestions that the atmospheric models greatly underestimated the loss of CH3 due to poor knowledge of the rate of the reaction (1) CH3 + CH3 + M goes to C2H6 + M at the low temperatures and pressures of these atmospheric systems. Although the reaction CH3 + CH3 + M goes to C2H6 + M has been extensively studied both theoretically and experimentally, the laboratory conditions have been, with only a few exceptions, higher temperatures (T greater than 298K), higher pressures (P greater than or equal to 10 Torr - 13.3 mbar) or M=Ar rather than H2 or He as the bath gas.

    Description: To date, the only far-infrared spectroscopic observations of ultraluminous infrared galaxies have been obtained with the European Space Agency s Infrared Space Observatory Long Wavelength Spectrometer. The spectra of these galaxies are characterized by molecular absorption lines and weak emission lines from photodissociation regions (PDRs), but no far-infrared (greater than 40 microns) lines from ionized regions have been detected. ESA s Herschel Space Observatory, slated for launch in 2007, will likely be able to detect these lines in samples of local and moderate redshift ultra luminous galaxies and to enable measurement of the ionization parameters, the slope of the ionizing continuum, and densities present in the ionized regions of these galaxies. The higher spatial resolution of proposed observatories discussed in this workshop will enable isolation of the central regions of local galaxies and detection of these lines in high-redshift galaxies for study of the evolution of galaxies. Here we discuss evidence for the e.ects of absorption by dust within ionized regions and present the spectroscopic signatures predicted by photoionization modeling of dust-bounded regions.

    Description: We present a moderate-resolution (approximately 20 km s(exp -1) spectrum of the mini broad absorption line QSO PG 1351+64 between 915-1180 A, obtained with the Far Ultraviolet Spectroscopic Explorer (FUSE). Additional low-resolution spectra at longer wavelengths were also obtained with the Hubble Space Telescope (HST) and ground-based telescopes. Broad absorption is present on the blue wings of C III (lambda)977, Ly(beta), O VI (lambda)(lambda)1032,1038, Ly(alpha), N V (lambda)(lambda)1238,1242, Si IV (lambda)(lambda)1393,1402, and C IV (lambda)(lambda)1548,1450. The absorption profile can be fitted with five components at velocities of approximately -780, -1049, -1629, -1833, and -3054 km s(exp -1) with respect to the emission-line redshift of z = 0.088. All the absorption components cover a large fraction of the continuum source as well as the broad-line region. The O VI emission feature is very weak, and the O VI/Ly(alpha) flux ratio is 0.08, one of the lowest among low-redshift active galaxies and QSOs. The UV (ultraviolet) continuum shows a significant change in slope near 1050 A in the restframe. The steeper continuum shortward of the Lyman limit extrapolates well to the observed weak X-ray flux level. The absorbers' properties are similar to those of high-redshift broad absorption-line QSOs. The derived total column density of the UV absorbers is on the order of 10(exp 21) cm(exp -2), unlikely to produce significant opacity above 1 keV in the X-ray. Unless there is a separate, high-ionization X-ray absorber, the QSO's weak X-ray flux may be intrinsic. The ionization level of the absorbing components is comparable to that anticipated in the broad-line region, therefore the absorbers may be related to broad-line clouds along the line of sight.

    Description: Optocoupler failures occurred on the Topex-Poseidon spacecraft after about two years of operation. Later work in the laboratory showed that the failures were due to extreme sensitivity of LEDs within the optocouplers to displacement damage from protons. Although earlier work had been done on displacement damage in light-emitting diodes, none of the devices studied previously had been heavily damaged at the low radiation levels where the optocouplers failed in space. Subsequent work has shown that LED damage varies over an extremely wide range, depending on the particular manufacturing technology. This paper discusses proton degradation of linear and digital optocouplers. One obvious way to harden optocoupler technologies is to select LEDs that are more resistant to displacement damage. A direct comparison is made of degradation of a commercial linear optocoupler from one manufacturer with a modified version of the same device with a different LED technology. Other factors, including degradation of optical photoresponse and transistor -ain are also discussed, along with basic comparisons of digital and analog optocouplers. Linear optocouplers are designed with somewhat different requirements than digital optocouplers, which not only affects their radiation response but also the interpretation of radiation test data.

    Description: The GaAs/AlGaAs based Quantum Well Infrared Photodetectors (QWIPs) afford greater flexibility than the usual extrinsically doped semiconductor IR detectors because the wavelength of the peak response and cutoff can be continuously tailored over any wavelength between 6-20 micrometers. The spectral band width of these detectors can be tuned from narrow (DELTA)lamba/lamba approx. 10 %)) to wide (DELTA)lamba/lamba approx. 50 %) allowing various applications. Also, QWIP offers multi-color infrared cameras which is capable of simultaneously acquiring images in different infrared bands. Each pixel of such array consists of vertically stacked, independently readable, QWIP detectors sensitive in different narrow infrared bands. In this article, we discuss the development and results of the 640 x 512 dual-band and four-band QWIP FPAs.

    Description: We have used the "MicroStripes" code (Flomerics, Inc.) to perform full-, near- and far-field diffraction modeling of metal mesh performance on substrates. Our Miles Code software, which approximates the full calculation in a quick, gui-based window, is useful as an iterative device by adjusting the input parameters (index of refraction, thickness, etc.) to provide agreement with the full calculation. However, despite the somewhat extravagant claims by the MicroStripes manufacturer, this code is also not perfect because numerous free parameters must be set.     Description: The opto-Electronic Oscillator (OEO) has already demonstrated superior spectral purity as a for microwave and millimeter wave reference signals. Experimental results have produced a performance characterized by noise as low as -50 dBc/Hz at 10 Hz and -140 dBc/Hz for a 10 GHz oscillator. This performance is significant because it was produced by an oscillator that was free running. Since the noise in an OEO is independent of the oscillation frequency, the same performance may also be obtained at higher frequency. The recent work in our laboratory has been focused in three areas: 1) realization of a compact OEO based on semiconductor lasers and modulators, 2) reduction of the close-to-carrier noise of the OEO originating from the 1/f noise of the amplifier, and 3) miniaturization of the OEO. In this paper we report on progress made in these areas, and describe future plans to increase the performance and the efficiency of the OEO.

    Description: Visible light emission is obtained from a plasma containing elemental barium including neutral barium atoms and barium ion species. Neutral barium provides a strong green light emission in the center of the visible spectrum with a highly efficient conversion of electrical energy into visible light. By the selective excitation of barium ionic species, emission of visible light at longer and shorter wavelengths can be obtained simultaneously with the green emission from neutral barium, effectively providing light that is visually perceived as white. A discharge vessel contains the elemental barium and a buffer gas fill therein, and a discharge inducer is utilized to induce a desired discharge temperature and barium vapor pressure therein to produce from the barium vapor a visible light emission. The discharge can be induced utilizing a glow discharge between electrodes in the discharge vessel as well as by inductively or capacitively coupling RF energy into the plasma within the discharge vessel.

    Description: Wiring defects are located by detecting a reflected signal that is developed when an arc occurs through the defect to a nearby ground. The time between the generation of the signal and the return of the reflected signal provides an indication of the distance of the arc (and therefore the defect) from the signal source. To ensure arcing, a signal is repeated at gradually increasing voltages while the wire being tested and a nearby ground are immersed in a conductive medium.     Description: A reference-free direct digital lock-in system (RDDL 10) has a first input coupled to a periodic electrical signal and an output for outputting an indication of a magnitude of a desired periodic signal component. The RDDL also has a second input for receiving a signal (9) that specifies a reference period value, and operates to autonomously generate a lock-in reference signal having a specified period and a phase that is adjusted to maximize a magnitude of the outputted desired periodic signal component. In an embodiment of a measurement system that includes the RDDL 10 an optical source provides a chopped light beam having wavelengths within a predetermined range of wavelengths, and the periodic electrical signal is generated by at least one photodetector that is illuminated by the chopped light beam. In this embodiment the measurement system characterizes, for at least one wavelength of light that is generated by the optical source, a spectral response of the at least one photodetector. The RDDL can operate in nonreal-time upon previously generated and stored digital equivalent values of the periodic electrical signal or signals.

    Description: Lithium ion rechargeable batteries are being developed for various aerospace applications under a NASA-DoD Interagency program. These applications require further improvements in several areas, specifically in the cycle life for LEO and GEO satellites and in the low temperature performance for the Mars Lander and Rover missions. Accordingly, we have been pursuing research studies to achieve improvement in the low temperature performance, long cycle life and active life of Li ion cells. The studies are mainly focused on electrolytes, to identify newer formulations of new electrolyte additives to enhance Li permeability (at low temperatures) and stability towards the electrode. The latter approach is particularly aimed at the formation suitable SEI (solid electrolyte interphase) on carbon electrodes. In this paper, we report the beneficial effect of using alkyl pyrocarbonates as electrolyte additives to improve the low temperature performance of Li ion cells.

    Description: The quantum mechanical functionality of nanoelectronic devices such as resonant tunneling diodes (RTDs), quantum well infrared-photodetectors (QWIPs), quantum well lasers, and heterostructure field effect transistors (HFETs) is enabled by material variations on an atomic scale. The design and optimization of such devices requires a fundamental understanding of electron transport in such dimensions. The Nanoelectronic Modeling Tool (NEMO) is a general-purpose quantum device design and analysis tool based on a fundamental non-equilibrium electron transport theory. NEW was combined with a parallelized genetic algorithm package (PGAPACK) to evolve structural and material parameters to match a desired set of experimental data. A numerical experiment that evolves structural variations such as layer widths and doping concentrations is performed to analyze an experimental current voltage characteristic. The genetic algorithm is found to drive the NEMO simulation parameters close to the experimentally prescribed layer thicknesses and doping profiles. With such a quantitative agreement between theory and experiment design synthesis can be performed.

    Description: Two models have been proposed for the outbursts of symbiotic stars. In the thermonuclear model, outbursts begin when the hydrogen burning shell of a hot white dwarf reaches a critical mass. After a rapid increase in the luminosity and effective temperature, the white dwarf evolves at constant luminosity to lower effective temperatures, remains at optical maximum for several years, and then returns to quiescence along a white dwarf cooling curve. In disk instability models, the brightness rises when the accretion rate from the disk onto the central white dwarf abruptly increases by factors of 5-20. After a few month to several year period at maximum, both the luminosity and the effective temperature of the disk decline as the system returns to quiescence.

    Description: We have fabricated and tested submillimeter-wave superconductor-insulator-superconductor (SIS) mixers using very high current density Nb/AlN/Nb tunnel junctions (J(sub c) approximately equal 30 kA/sq cm) . The junctions have low resistance-area products (R(sub N)A approximately 5.6 Omega.sq micron), good subgap to normal resistance ratios R(sub sg)/R(sub N) approximately equal 10, and good run-to-run reproducibility. From Fourier transform spectrometer measurements, we infer that omega.R(sub N)C = 1 at 270 GHz. This is a factor of 2.5 improvement over what is generally available with Nb/AlO(x)/Nb junctions suitable for low-noise mixers. The AlN-barrier junctions are indeed capable of low-noise operation: we measure an uncorrected receiver noise temperature of T(sub RX) = 110 K (DSB) at 533 GHz for an unoptimized device. In addition to providing wider bandwidth operation at lower frequencies, the AlN-barrier junctions will considerably improve the performance of THz SIS mixers by reducing RF loss in the tuning circuits.

    Description: Since direct observation of the collision of asteroids in space is not always convenient for earthbound observers, we have undertaken simulations of these collisions using the NASA Ames Vertical Gun Range (AVGR). To simulate the collision of asteroids in space, and aluminum projectiles with velocities ranging from approx.1 to approx.6 km/sec were fired at 70g to approx.200 g fragments of chondritic meteorites. The target meteorite was placed in an evacuated chamber at the AVGR. Detectors, usually four, were set up around the target meteorite. These detectors consisted of aerogel and aluminum foil of varying thickness. The aerogel's purpose was to catch debris after the collision, and the aluminum foil.s purpose was to show the size of the debris particles through the size of the holes in the aluminum foil. Outside the chamber, a camera was set up to record high-speed film of the collision. This camera recorded at either 500 frames per second or 1000 frames per second. Three different types of targets were used for these tests. The first were actual meteorites, which varied in mineralogical composition, density, and porosity. The second type of target was a Hawaiian basalt, consisting of olivine phenocrysts in a porous matrix, which we thought might be similar to the chondritic meteorites, thus providing data for comparison. The final type was made out of Styrofoam. The Styrofoam was thought to simulate very low-density asteroids and comets.

    Description: Unsupervised pattern-recognition algorithms support the existence of three gamma-ray burst classes: class 1 (long, large-fluence bursts of intermediate spectral hardness), class 2 (short, small-fluence, hard bursts), and class 3 (soft bursts of intermediate durations and fluences). The algorithms surprisingly assign larger membership to class 3 than to either of the other two classes. A known systematic bias has been previously used to explain the existence of class 3 in terms of class 1 ; this bias allows the fluences and durations of some bursts to be underestimated, as recently shown by Hakkila et al. We show that this bias primarily affects only the longest bursts and cannot explain the bulk of the class 3 properties. We resolve the question of class 3's existence by demonstrating how samples obtained using standard trigger mechanisms fail to preserve the duration characteristics of small-peak flux bursts. Sample incompleteness is thus primarily responsible for the existence of class 3. In order to avoid this incompleteness, we show how a new, dual-timescale peak flux can be defined in terms of peak flux and fluence. The dual-timescale peak flux preserves the duration distribution of faint bursts and correlates better with spectral hardness (and presumably redshift) than either peak flux or fluence. The techniques presented here are generic and have applicability to the studies of other transient events. The results also indicate that pattern recognition algorithms are sensitive to sample completeness; this can influence the study of large astronomical databases, such as those found in a virtual observatory.

    Description: We present full sky microwave maps in five frequency bands (23 to 94 GHz) from the WMAP first year sky survey. Calibration errors are less than 0.5% and the low systematic error level is well specified. The cosmic microwave background (CMB) is separated from the foregrounds using multifrequency data. The sky maps are consistent with the 7 in. full-width at half-maximum (FWHM) Cosmic Background Explorer (COBE) maps. We report more precise, but consistent, dipole and quadrupole values. The CMB anisotropy obeys Gaussian statistics with -58 less than f(sub NL) less than 134 (95% CL). The 2 less than or = l less than or = 900 anisotropy power spectrum is cosmic variance limited for l less than 354 with a signal-to-noise ratio greater than 1 per mode to l = 658. The temperature-polarization cross-power spectrum reveals both acoustic features and a large angle correlation from reionization. The optical depth of reionization is tau = 0.17 +/- 0.04, which implies a reionization epoch of t(sub r) = 180(sup +220, sub -80) Myr (95% CL) after the Big Bang at a redshift of z(sub r) = 20(sup +10, sub -9) (95% CL) for a range of ionization scenarios. This early reionization is incompatible with the presence of a significant warm dark matter density. A best-fit cosmological model to the CMB and other measures of large scale structure works remarkably well with only a few parameters. The age of the best-fit universe is t(sub 0) = 13.7 +/- 0.2 Gyr old. Decoupling was t(sub dec) = 379(sup +8, sub -7)kyr after the Big Bang at a redshift of z(sub dec) = 1089 +/- 1. The thickness of the decoupling surface was Delta(sub z(sub dec)) = 195 +/- 2. The matter density of the universe is Omega(sub m)h(sup 2) = 0.135(sup +0.008, sub -0.009) the baryon density is Omega(sub b)h(sup 2) = 0.0224 +/- 0.0009, and the total mass-energy of the universe is Omega(sub tot) = 1.02 +/- 0.02. There is progressively less fluctuation power on smaller scales, from WMAP to fine scale CMB measurements to galaxies and finally to the Ly-alpha forest. This is accounted for with a running spectral index, significant at the approx. 2(sigma) level. The spectral index of scalar fluctuations is fit as n(sub s) = 0.93 +/-0.03 at wavenumber k(sub o) = 0.05/Mpc ((sub eff) approx. = 700), with a slope of dn(sub s)/d I(sub nk) = -0.031(sup + 0.016, sub -0.018) in the best-fit model.

    Description: This project was granted a no-cost extension prompted by the request of the major subcontractor, the Naval Research Laboratory, which had not yet completed its tasks. As of July 2002, they had made substantial progress. They have successfully fabricated a metal mesh grid on polyimide, and also successfully fabricated a 2-layer metal mesh infrared filter using stacks of these metal mesh grids on polyimide; the actual layering was done at SAO. Both warm and cold spectroscopic tests were done on these fabricated devices. The measurements were in good agreement with the theory, and also reasonable performance in absolute terms. NRL is now working on fabricating a 3-layer metal mesh infrared filter, and a prototype is expected in the next month. Testing should occur before the end of the fiscal year. Finally, NRL has preliminarily agreed to hire a new postdoctoral person to refine the modeling of the filters based on the new measurements. The person should arrive this fall. NRL has a new Fourier Transform Spectrometer which will be delivered in the next month, and which will be used to facilitate the testing which has up to now been done in collaboration with NASA Goddard Space Flight Space Center.

    Description: Optical/near-infrared studies of asteroids are based on reflected sunlight and surface albedo variations create broad spectral features, suggestive of families of materials. There is a significant literature on these features, but there is very little work in the thermal infrared that directly probes the materials emitting on the surfaces of asteroids. We have searched for and extracted 534 thermal spectra of 245 asteroids from the original Dutch (Groningen) archive of spectra observed by the IRAS Low Resolution Spectrometer (LRS). We find that, in general, the observed shapes of the spectral continua are inconsistent with that predicted by the standard thermal model used by IRAS. Thermal models such as proposed by Harris (1998) and Harris et al.(1998) for the near-earth asteroids with the "beaming parameter" in the range of 1.0 to 1.2 best represent the observed spectral shapes. This implies that the IRAS Minor Planet Survey (IMPS, Tedesco, 1992) and the Supplementary IMPS (SIMPS, Tedesco, et al., 2002) derived asteroid diameters are systematically underestimated, and the albedos are overestimated. We have tentatively identified several spectral features that appear to be diagnostic of at least families of materials. The variation of spectral features with taxonomic class hints that thermal infrared spectra can be a valuable tool for taxonomic classification of asteroids.

    Description: Broadband surveys with planned observatories such as SIRTF, ASTRO-F, NGST, Herschel, SMA, and ALMA will provide large samples of dust-enshrouded galaxies undergoing varying proportions of star formation and accretion onto supermassive black holes. Recent evidence suggests that the mass of supermassive central black holes are proportional to central velocity dispersions of their host galaxy bulges, but it is not yet known how these properties are evolutionarily connected. To trace the evolution of these components during the important luminous, dusty merger episodes as a function of redshift, sensitive mid- to far-infrared spectroscopic diagnostic observations from space will be necessary. The high sensitivity and spatial resolution of a large aperture, natural background limited far-infrared/submillimeter telescope such as SAFAIR will allow detection and identification of the far-infrared/submillimeter components of galaxies and of a multitude of rest-frame mid- to far-infrared recombination, fine-structure, and molecular lines toward dusty galactic nuclei. The line diagnostics beginning to be developed from ISO work will help determine important parameters such as the intrinsic spectral energy distribution, ionization parameters, metallicities, densities, extinction to the embedded energy sources, and ultimately the star-formation and accretion rates in these galaxies. Ultimately, the higher spatial resolution provided by a cold, far-infrared submillimeter interferometer is needed to view the distribution of structure in galaxies in order to unravel the as yet untold story of the evolution of galaxies over the lifetime of the Universe.

    Description: This project has two overall objectives. One objective is to advance our general understanding of both the comet neutral atmosphere and the cometary plasma in the atmosphere and ion tall. The other objective is to obtain specific key information about comet Hale-Bopp that is generally important for Hale-Bopp studies. The primary emphasis in this project is to analyze, in a self-consistent manner, excellent quality high resolution image and line profile observations obtained by the University of Wisconsin for H, O, OH, and H2O+ emissions from the inner coma, outer coma, and ion tail of Hale-Bopp. The information on the spatial and velocity distributions of H2O neutral and ionized photo-products in the inner coma, outer coma, and in the H2O+ ion tail is of substantial and direct importance in the development of an integrated understanding of the complex structure and dynamics of the neutral and plasma species in the atmosphere of Hale-Bopp in particular and comets in general. The H2O production rate of Hale-Bopp is determined and, together with the other information related to the structure and dynamics of the neutral and plasma atmospheres obtained in this study, provide critical information important for a wide variety of research conducted by other groups.

    Description: Light curves of 3C 279 are presented in optical (R-band), X-rays (RXTE/PCA), and gamma rays (CGRO/EGRET) for 1999 Jan-Feb and 2000 Jan-Mar. During both of those epochs the gamma-ray levels were high, and all three observed bands demonstrated substantial variation, on time scales as short as one day. Correlation analyses provided no consistent pattern, although a rather significant optical/gamma-ray correlation was seen in 1999, with a gamma-ray lag of approximately 2.5 days, and there are other suggestions of correlations in the light curves. For comparison, correlation analysis is also presented for the gamma-ray and X-ray light curves during the large gamma-ray flare in 1996 Feb and the two gamma-bright weeks leading up to it; the correlation at that time was strong, with a gamma-ray/X-ray offset of no more than one day.

    Description: One of the more significant results from observational astronomy over the past few years has been the detection, primarily via radial velocity studies, of low-mass companions (LMCs) to solar-like stars. The commonly held interpretation of these is that the majority are "extrasolar planets" whereas the rest are brown dwarfs, the distinction made on the basis of apparent discontinuity in the distribution of M sin i for LMCs as revealed by a histogram. We report here results from statistical analysis of M sin i, as well as of the orbital elements data for available LMCs, to rest the assertion that the LMCs population is heterogeneous. The outcome is mixed. Solely on the basis of the distribution of M sin i a heterogeneous model is preferable. Overall, we find that a definitive statement asserting that LMCs population is heterogeneous is, at present, unjustified. In addition we compare statistics of LMCs with a comparable sample of stellar binaries. We find a remarkable statistical similarity between these two populations. This similarity coupled with marked populational dissimilarity between LMCs and acknowledged planets motivates us to suggest a common origin hypothesis for LMCs and stellar binaries as an alternative to the prevailing interpretation. We discuss merits of such a hypothesis and indicate a possible scenario for the formation of LMCs.

    Description: We have developed a niobium titanium nitride (NbTiN) based superconductor- insulator-superconductor (SIS) receiver to cover the 350 micron atmospheric window. This frequency band lies entirely above the energy gap of niobium (700 GHz), a commonly used SIS superconductor. The instrument uses an open structure twin-slot SIS mixer that consists of two Nb/AlN/NbTiN tunnel junctions, NbTiN thin-film microstrip tuning elements, and a NbTiN ground plane. The optical configuration is very similar to the 850 GHz waveguide receiver that was installed at the Caltech Submillimeter Observatory (CSO) in 1997. To minimize front-end loss, we employed reflecting optics and a cooled beamsplitter at 4 K. The instrument has an uncorrected receiver noise temperature of 205K DSB at 800 GHz and 410K DSB at 900 GHz. The degradation in receiver sensitivity with frequency is primarily due to an increase in the mixer conversion loss, which is attributed to the mismatch between the SIS junction and the twin-slot antenna impedance. The overall system performance has been confirmed through its use at the telescope to detect a wealth of new spectroscopic lines.

    Description: The VLBA's high angular resolution at 22 and 43 GHz allows the nuclei of nearby radio galaxies to be imaged with very high linear resolution (a few hundred Schwarzschild radii or less for central black hole masses of about 10(exp 8) - 10(exp 9) solar mass). This is the scale on which absorption by the dense ionized inner regions of nuclear accretion disk should be detected. We present 8, 22, and 43 GHz VLBA images of the two-sided radio jets in NGC 4261 (2C370) with sub-parsec resolution, and derive constraints on the physical properties of the inner accretion disk. In addition, preliminary results from multi-epoch VLBA observations to detect proper motions in the jet and counterjet, and thus determine the orientation of the radio axis to our line of sight, may be available. Our multi-frequency images show apparent absorption by a nearly edge-on disk at 8 GHz, but not evidence for absorption at 22 or 43 GHz. Assuming that this is due to a lower optical depth for free-free absorption at 22 and 43 GHz, we find an upper limit for the electron density of approximately 10(exp 8)* Square root of(0.1/L)/cubic cm, where L is the path length through the disk in pc. The disk inclination, and therefore the likely path length, will be better determined by the ongoing VLBA proper motions measurements.     Description: A new determination of WFPC2 photometric corrections is presented, using HSTphot reduction of the WFPC2 Omega Centauri and NGC 2419 observations from January 1994 through March 2000 and a comparison with ground-based photometry. No evidence is seen for any position-independent photometric offsets (the "long-short anomaly"); all systematic errors appear to be corrected with the CTE and zero point solution. The CTE loss time dependence is determined to be very significant in the Y direction, causing time-independent CTE solutions to be valid only for a small range of times. On average, the present solution produces corrections similar to Whitmore, Heyer, & Casertano, although with an improved functional form that produces less scatter in the residuals and determined with roughly a year of additional data. In addition to the CTE loss characterization, zero point corrections are also determined as functions of chip, gain, filter, and temperature. Of interest, there are chip-to-chip differences of order 0.01 - 0.02 magnitudes relative to the Holtzman et al. calibrations, and the present study provides empirical zero point determinations for the non-standard filters such as the frequently-used F450W, F606W, and F702W.
