Beschreibung: L’alimentation est à la fois un levier central pour engager la transition socio-écologique et un theme quotidien tangible pour chaque citoyen.ne. En Allemagne comme en France, quelques collectivités territoriales engagent des mesures innovantes pour promouvoir une alimentation locale et durable. Le Forum pour l’avenir franco-allemand s’est penché sur les expériences de certaines de ces collectivités et a facilité le dialogue entre elles durant plusieurs mois afin de comprendre quelles politiques nationales peuvent soutenir de telles initiatives locales. En associant des expert.e.s issus de la sphère scientifique, de l’administration et de la société civile, il a recommandé de « Donner la priorité au développement de systèmes alimentaires locaux et durables » avec cinq propositions d’action concrètes aux gouvernements français et allemand. Cette étude présente les initiatives françaises et allemandes ayant nourri les propositions d’action du Forum pour l’avenir.

Beschreibung: Food and food policy is central to social-ecological transformation. It is also an everyday issue that is easy to communicate to citizens. Municipalities in Germany and France have recognized the potential of innovative local food policies and have developed and tested innovative approaches to transforming local food systems. However, they are encountering structural barriers that cannot be overcome at the municipal level. The Franco-German Forum for the Future has researched the opportunities and obstacles of local nutritional change and brought engaged municipalities from both countries into exchange with each other. Together with experts from academia, public administrations and civil society, it has developed the seven recommendations for the national governments, one of which concerns "Prioritizing the development of local and sustainable food systems" with five proposals for action. This study is intended as a background paper to the Recommendation. With recourse to the concrete example of Mouans-Sartoux and other municipalities in France and Germany, it describes the potentials of a sustainable municipal food policy and provides – from concrete local practice – the background knowledge for each of the five proposals for action.

Beschreibung: À la suite de la fermeture de ses mines dans les années 1980, Loos-en-Gohelle, ancien haut lieu minier du nord de la France, est devenu un modèle de commune écologique. L’action culturelle et son importance singulière dans la transformation dite « du noir au vert » demeurent encore peu connues. À l’échelle du Bassin minier des Hauts-de-France, la sortie du charbon a été accompagnée par une politique d’équipement et d’investissement culturel visant à faire évoluer l’image extérieure de ce territoire. Cette étude met en évidence la singularité de l’approche loossoise, dont l’ambition est d’abord d’impliquer ses propres habitant.e.s à la transition écologique et sociale du territoire. Ce travail culturel participatif est ainsi devenu un outil d’émancipation. Toutefois, au cours des dernières années, les possibilités de mobilisation de la population semblent être à un tournant. Loos-en-Gohelle fait face au défi de construire de nouvelles formes de participation culturelle afin d’éviter l’essoufflement de son dynamisme.

Beschreibung: Following the end of coal production in 1986, the small town of Loos-en-Gohelle in northern France transformed itself from a former mining stronghold into a model municipality for sustainability. This article highlights the importance of cultural policy measures in this structural change: while in other municipalities in the northern French coalfield, cultural policy was used to change the image of the region, Loos-en-Gohelle aimed to involve the local population in the socio-ecological transformation process. Participatory cultural work thus became an instrument of emancipation. However, the possibilities for mobilising the population appear to have reached a turning point in recent years. Loos-en-Gohelle is faced with the challenge of developing new forms of cultural participation in order to prevent the momentum from slowing down.

Beschreibung: La jeunesse inuit est aujourd’hui confrontée à de nombreux défis. Elle habite en effet des territoires intégrés à la mondialisation, néanmoins situés aux marges de l’écoumène et donc en prise avec l’isolement géographique et ses conséquences en termes de mobilités, d’accès à différents services de santé, d’éducation et même de biens de première nécessité. Les jeunes Inuit du Nunavik évoluent dans une société multiculturelle où les effets de la colonisation marquent encore le quotidien, se caractérisant par d’importants problèmes sociaux (violence, alcoolisme, suicide). Toutefois, malgré ce portrait inquiétant que renvoient les actualités et dont le Québec tente de relever le défi, les jeunes inuit montrent une « inuititude » émergente. Donner la parole à cette jeunesse du Nunavik est aujourd’hui fondamentale, dans la mesure où 52,8% de sa population a moins de 24 ans. À partir de l’analyse d’un travail vidéographique réalisé entre 2016 et 2019 au sein de trois écoles du Nunavik sur leur rapport à nuna (ᓄᓇ, le territoire en inuktitut), cet article interroge ce que signifie être jeune Nunavimmiut aujourd’hui. 37 adolescents de 13 à 18 ans présentent une vision de l’Arctique « de l’intérieur », par-delà les clichés. Beschreibung: Inuit youth today faces many challenges. They live in areas integrated into globalization, which are nevertheless located on the fringes of the ecumene, grappling with geographic isolation and its consequences in terms of mobility, access to various health services, education and even of basic necessities. The young Inuit of Nunavik live in a multicultural society where the effects of colonization still mark their daily lives implying major social problems (violence, alcoholism, suicide…). However, despite this disturbing portrait that is often broadcast in the news and of which Quebec is trying to take up the challenges, young Inuit show an emerging “Inuitness”. Giving voice to this youth of Nunavik is fundamental today, since 52.8% of its population is under 24 years old. This article questions what it means to be a young Nunavimmiut today. Based on the analysis of video workshops carried out between 2016 and 2019 in 3 schools in Nunavik on their relationship to nuna (the territory in Inuktitut), 37 teenagers from 13 to 18 years old present a vision of the Arctic “from inside”, beyond the clichés. Their own video make their experience visible according to their holistic cosmology, combined with the Western dualism inherited from colonization: the persistence of an intrinsically fusional relationship with the land, resilient in its contemporary aspirations of being out on the land, spirituality, well-being, and intergenerational transmission.

Beschreibung: Latin America is highly exposed to climate change, leading to human mobility patterns. Faced with the lack of specific legal instruments facilitating climate migrants’ protection, human rights-based climate litigation may add to their visibility, as well as address their protection needs. The study aims to investigate how far climate litigation cases in the region deal with the distinct dimensions of human mobility, as well as Latin America’s contribution in terms of human rights arguments. It identifies regional human rights arguments to cope with the current climate crisis that can be raised in litigation cases on the topic, such as the right to a safe climate, the extraterritoriality of human rights obligations and more recently the right not to be forcibly displaced. A categorization of climate litigation addressing the distinct dimensions of human mobility is presented. This categorization is divided according to the degree of consideration of the phenomenon, the type of litigation and the arguments invoked. The study then analyzes specific climate litigation cases associated with human mobility in Latin America and its central arguments. Advances in the consideration of human mobility in climate litigation were noted, as well as Latin America's potential to advance this trend, through new interpretative and argumentative developments and litigation strategies that contextualise human rights in the face of the climate crisis and favour the protection of climate migrants.

Inspirado por la antropología de la energía e infraestructuras, Martín Fonck indaga etnográficamente en las promesas de la energía geotérmica y su abandono en los Andes chilenos.

Beschreibung: Este documento sirve de pauta orientativa para quienes deseen colaborar con las Organizaciones Regionales de Ordenación Pesquera (OROP) y explica cómo lograr medidas de conservación en una OROP, mediante el establecimiento de decisiones jurídicamente vinculantes. Se trata de una destilación de experiencias personales que incluye éxitos, fracasos y reflexiones sobre algunos de los aspectos más arcanos o complejos de las OROP. El propósito de este documento es el imperativo del proyecto STRONG High Seas: explorar el fracturado régimen de gobernanza de los océanos y, más explícitamente, ofrecer orientación práctica para apoyar la implementación de la conservación espacial en alta mar. Por lo tanto, este trabajo se enmarca en el contexto de la obtención de medidas de conservación espacial, usando ejemplos de otros esfuerzos de conservación de la biodiversidad a la vez que ofrece orientación para lograr medidas vinculantes para cualquier asunto, en cualquier OROP.

Beschreibung: Ce rapport a été préparé dans le cadre du projet STRONG High Seas, à partir d’une série d’enquêtes menées auprès des parties prenantes et de l’expérience tirée de divers ateliers organisés dans la région de l’Atlantique du Sud-Est, ainsi que d’études documentaires et d’avis d’experts. Le rapport a été revu par plusieurs experts dans le but de valider les résultats et de garantir la rigueur du contenu. Ce document s’inscrit dans une série de rapports couvrant les questions de gouvernance des océans en mettant l’accent sur les ZAJN du Pacifique du Sud-Est et de l’Atlantique du SudEst et s’appuie sur les rapports précédents publiés par le projet STRONG High Seas. Les autres rapports du projet portent sur le cadre juridique et institutionnel applicable aux ZAJN, l’état écologique et l’importance socio-économique des ZAJN dans les régions du projet, les options de gestion et les mesures de conservation de la biodiversité marine dans les ZAJN, et les considérations relatives à la gestion intégrée des océans.
