    Description: The U.S. National Aeronautics and Space Administration (NASA) Balloon Program has been highly successful since recovering from the catastrophic balloon failure problems of the early to mid 1980s. Balloons have continued to perform at unprecedented success rates. The comprehensive research and development (R&D) effort has continued with advances being made across the spectrum of balloon related disciplines. The long duration balloon project will be transitioning from a development effort to an operational capability this year. Recently, emphasis has been placed on the development and implementation of new support systems and facilities. A new permanent launch facility at Fort Sumner, New Mexico has been established. New ground station support equipment is being implemented, and a new heavy load launch vehicle is scheduled to be implemented in 1992. The progress, status and future plans for these and other aspects of the NASA program will be presented.

    Description: The NASA Balloon Program (BP) is examined in an overview of design philosophy, R&D activities, flight testing, and the development of a long-duration balloon for Antarctic use. The Balloon Recovery Program was developed to qualify the use of existing films and to design improved materials and seals. Balloon flights are described for studying the supernova SN1987a, and systems were developed to enhance balloon campaigns including mobile launch vehicles and tracking/data-acquisition systems. The technical approach to long-duration ballooning is reviewed which allows the use of payloads of up to 1350 kg for two to three weeks. The BP is responsible for the development of several candidate polyethylene balloon films as well as design/performance standards for candidate balloons. Specific progress is noted in reliability and in R&D with respect to optimization of structural design, resin blending, and extrusion.

    Description: The findings and status of the continuing NASA investigation of catastrophic balloon failures, conducted following the adoption in 1984 of a new material specification, are reported on. Current efforts include a microstructual analysis, balloon stress studies, and seal investigations. Attention is given to the Recovery Plan, a program to demonstrate the use of the existing film and to develop an improved film is discussed. No specific cause for the increased occurrence of catastrophic failures has been identified.

    Description: Sounding rocket payload field refurbishment has been shown to be an effective means for obtaining additional scientific data with substantial time and monetary savings. In a recent campaign three successful missions were flown using two payloads. Field refurbished hardware from two previously flown and recovered payloads were field integrated to form a third payload. Although this operational method may result in compromises in the refurbished system, it allows for quick turn around when the mission requires it. This paper describes the recent success of this approach with the Dudley Observatory Nike-Apache micrometeorite collection experiments launched from Kiruna, Sweden, in October 1972.
