    Notes: The introduction of cells has in general been beneficial to organizations by improving productivity and quality, reducing lead times and providing non-routine jobs for personnel within the cell. However, there is no doubt that such changes create conflict due to the transition from a functional structure to a more flexible cellular environment. Charts the development of the cell structure within an aerospace company in order to identify the potential problems which can arise between the various participants both inside and outside the cells. Uses Maister's Professional Service Firm model to identify the roles and responsibilities of the support functions and management which service the cells. Proposes that this framework not only illustrates how planning and organizing issues can be addressed using the concepts developed by Maister, but also provides an illustration of how one model propounded by management educators can provide a foundation for enhancing organizational performance.

    Notes: Attempts to show that environmental issues are becoming increasingly important as an attribute of the quality of goods and services. However, although firms appreciate the importance of good environmental practices there is a lack of awareness of how this can best be achieved, particularly in small and medium-sized enterprises (SMEs). Suggests that one way to enhance understanding among SMEs is to consider environmental responsibility as part of the quality attributes which customers may expect from suppliers. Presents a quality profiling approach which is based on customers' perceptions, which should assist an SME to: establish the importance of environmental factors with respect to other attributes in the purchasing decision; and evaluate the organization's performance on key product/service attributes relative to its main rivals. Discusses the role of governments and other bodies in relation to encouraging a proactive environmental approach among SMEs.

    Notes: Several formal methodologies are proposed for evaluating prospective suppliers. Three popular methods for supplier performance evaluation appear in the literature: categorical, weighted point and cost ratio. However, these techniques have a number of disadvantages associated with them and an alternative approach is suggested which applies dimensional analysis to selecting prospective suppliers. An international purchasing office (IPO), located in Hong Kong, has been applying the dimensional analysis approach to evaluating suppliers based in Hong Kong and China. Using the IPO as a case study, the article discusses the benefits of this approach over the traditional assessment methods and how it can be used to measure not only supplier performance, but also the contribution to the purchasing relationship from the buyer organisation.

    Notes: A Hong Kong-based study of factors affecting construction industry performance levels confirms that selection methodologies and decisions are critical, both at the upstream formulation of procurement and operational systems themselves as well as the downstream selection of various project participants. Needs are identified for a holistic approach to broader procurement choices that incorporate all procurement sub-systems, an integration with synergistic operational sub-systems and more informed and intelligent participant choices. The many interacting variables and potential information overload point to the consequential need for harnessing IT/IS (information technology/information systems) to enable smarter selections at all stages of the construction supply chain. Frameworks and sample modules of the proposed knowledge-based decision aids are presented in the case of overall procurement system selection and contractor selection.

    Notes: Implementing a Manufacturing Resource Planning (MRPII) system represents a significant challenge for all those involved in such projects. Indeed, many such change programmes result in failure or fall short of achieving the significant benefits that such systems have to offer. This paper investigates one such implementation within a medium-sized company in the medical packaging industry. The application of behavioural and performance metrics was applied to monitor and facilitate the attainment of MRPII to Class A status. A longitudinal evaluation of the project is outlined and highlights a range of factors that ultimately affect the degree of success of MRPII implementation.

    Notes: The aim of this article is to show how electronic commerce can fundamentally change the inter-organisational processes at the interface between the buyer and supplier. It will be shown how electronic commerce is not only enabling the redesign of internal organisational processes but is extended into both the buyer and supplier organisations. Three case studies are presented outlining how various electronic commerce technologies have been implemented in a number of buyer supplier environments. These case studies illustrate the benefits that organisations can achieve through the effective implementation of electronic commerce technologies such as electronic data interchange (EDI) and the Internet. It is also shown how in many instances electronic commerce is radically changing the way in which organisations have traditionally traded.

    Notes: Since the 1970s, international manufacturing companies, in pursuit of world-class goals, have been adopting and adapting management practices developed originally in Japan. Notable characteristics of such companies now include: a customer-focused culture; a concentration on core competencies with high levels of outsourcing; an emphasis on team working and manufacturing cells; low levels of stock at all stages of assembly; frequent small deliveries by suppliers directly to the production areas; a supply base of relatively few suppliers; partnership agreements with key first-tier suppliers. Such companies are aiming to produce goods of world-class quality and to do so, given the large amounts of bought-in components and sub-systems, pay a great deal of attention to the supply network. As a result, the purchasing function in these companies, as the interface with suppliers, plays a crucial role in manufacturing strategy. It is thus important to determine what multinational manufacturing companies want from their suppliers, ie what constitutes the "total package" that they want to have supplied? To this end, a total quality-based 15-criteria model of this package was developed and pre-tested with senior purchasing managers from multinational corporations (MNCs). Based on this model a survey of senior purchasing managers of 170 MNCs throughout Ireland was undertaken and this paper reports on the results from the 62 usable returns.

    Notes: The use of subcontracting within the construction industry has become commonplace with many main contractors only undertaking the management and co-ordination activities. The reliance on subcontractors has put much stress on the main contractor-subcontractor relationship. As main contractors have realised that the greatest potential for cost savings lies with the subcontractors, the prevalence of unfair practices has increased. This paper describes a procurement approach, utilising limited competition, developed by a major UK main contractor in order to improve its relationships with subcontractors. The approach developed was based on research which identified: what the main contractor's professional employees want from subcontractors; what subcontractors want from main contractors; and a study to compare the main contractor's performance with that of its competitors. It was concluded that this approach offers a number of benefits for the client, the main contractor, partnering subcontractors and professional consultants, such as, lower costs, improved team approach and less confrontation.

    Notes: This paper examines the implications of electronic business-to-business intermediaries for the buyer-supplier interface. Innovations in electronic commerce have a key role to play in managing inter-organisational networks of supply chain members. The evidence presented in this paper illustrates that the Internet represents a powerful technology for commerce and communication at the buyer-supplier interface. An overview is provided of the evolution of electronic commerce at the buyer-supplier interface and the typical business models that have been developed. A theoretical framework is proposed, based on the inter-organisational relationships paradigm. A number of case studies are presented which examine the role of electronic intermediaries at the buyer-supplier interface. It is shown how the inter-organisational relationships paradigm is an effective means of evaluating the buyer-supplier interface in an electronic B2B environment. The application of the framework is discussed in relation to the three case studies and the implications for practitioners are highlighted.
