    Description: As states, cities, tribes, and private interests cope with climate damages and seek to increase preparedness and resilience, they will need to navigate myriad choices and options available to them. Making these choices in ways that identify pathways for climate action that support their development objectives will require constructive public dialogue, community participation, and flexible and ongoing access to science- and experience-based knowledge. In 2016, a Federal Advisory Committee (FAC) was convened to recommend how to conduct a sustained National Climate Assessment (NCA) to increase the relevance and usability of assessments for informing action. The FAC was disbanded in 2017, but members and additional experts reconvened to complete the report that is presented here. A key recommendation is establishing a new nonfederal “climate assessment consortium” to increase the role of state/local/tribal government and civil society in assessments. The expanded process would 1) focus on applied problems faced by practitioners, 2) organize sustained partnerships for collaborative learning across similar projects and case studies to identify effective tested practices, and 3) assess and improve knowledge-based methods for project implementation. Specific recommendations include evaluating climate models and data using user-defined metrics; improving benefit–cost assessment and supporting decision-making under uncertainty; and accelerating application of tools and methods such as citizen science, artificial intelligence, indicators, and geospatial analysis. The recommendations are the result of broad consultation and present an ambitious agenda for federal agencies, state/local/tribal jurisdictions, universities and the research sector, professional associations, nongovernmental and community-based organizations, and private-sector firms.

    Notes: Abstract Problems arising from application of the representative criterion for conservation and natural heritage evaluation are discussed. An ecological basis to this criterion is suggested that focuses on those key environmental factors dominating biotic response. A methodology is proposed that utilizes computer-based methods of establishing and interrogating spatial data bases (geographic information systems), environmental modeling, and numeric analysis. An example is presented illustrating some of the advantages and limitations of classification and dimension reduction techniques in both defining bioenvironments and displaying their spatial distribution. The advantages of this method for representativeness evaluation are that it maximizes the utility of available data, is explicit and repeatable, and enables large areas to be analyzed at relatively fine scales.

    Notes: Infrared–optical double-resonance spectroscopy of the 7νOH vibrational overtone level of NH2OH reveals 14 cm−1 wide spectral features. The product state distribution of the OH fragment subsequent to overtone excitation indicates that the 7νOH level of NH2OH is ∼128 cm−1 above the N–O bond dissociation energy. Comparison to HOOH overtone spectra at a similar excess energy suggests that the broad NH2OH linewidths result from vibrational state mixing at the 7νOH level and not from inhomogeneous structure or lifetime broadening of the dissociating molecules. The observation of 14 cm−1 overtone linewidths for a molecule the size of NH2OH suggests that the broad vibrational overtone transition linewidths in larger polyatomics may contain a substantial homogeneous component.

    Notes: The infrared predissociation spectrum of t-butyl hydroperoxide excited to the 4νOH level reveals extensive mixing between the zeroth-order OH stretch state and nearly isoenergetic zeroth-order dark states. Because most of these dark states have an OH stretch quantum number of zero, the predissociation spectrum strongly resembles the infrared spectrum of an unexcited molecule. The observed intensity distribution in the predissociation spectrum is what one would expect if the eigenstates prepared by 4νOH vibrational overtone excitation were statistical mixtures of all the nearly isoenergetic zeroth-order states.

    Notes: Abstract In regional metamorphic rocks, the partitioning of deformation into progressive shearing and progressive shortening components results in strain and strain-rate gradients across the boundaries between the partitioned zones. These generate dislocation density gradients and hence chemical potential gradients that drive dissolution and solution transfer. Phyllosilicates and graphite are well adapted to accommodating progressive shearing without necessarily building up large dislocation density gradients within a grain, because of their uniquely layered crystal structure. However, most silicates and oxides cannot accommodate strain transitions within grains without associated dislocation density gradients, and hence are susceptible to dissolution and solution transfer.As a consequence, zones of progressive shearing become zones of dissolution of most minerals, and of concentration of phyllosilicates and graphite. Exceptions are mylonites, where strain-rates are commonly high enough for plastic deformation to dominate over diffusion rates and therefore over dissolution and solution transfer. Porphyroblastic minerals cannot nucleate and grow in zones of active progressive shearing, as they would be dissolved by the effects of shearing strain on their boundaries. However, they can nucleate and grow in zones of progressive shortening and this is aided by the propensity for microfracturing in these zones, which allows rapid access of fluids carrying the material presumed to be necessary for nucleation and growth. Zones of progessive shortening also have a number of characteristics that help to lower the activation energy barrier for nucleation, this includes a build up of stored strain-energy relative to zones of progressive shearing, in which dissolution is occuring.Porphyroblast growth is generally syndeformational, and previously accepted criteria for static growth are not valid when the role of deformation partitioning is taken into account.Porphyroblasts in a contact aureole do not grow statically either, as microfracturing, associated with emplacement, allows access of fluids in a fashion that is similar to microfracturing in zones of progressive shortening.The criteria used for porphyroblast timing can be readily accommodated in terms of deformation partitioning, reactivation of deforming foliations, and a general lack of rotation of porphyroblasts, with the spectacular exception of genuinely spiralling garnet porphyroblasts.

    Notes: Sequential pumping of the local OH stretch vibrations in hydrogen peroxide using infrared-optical double resonance permits spectroscopic access to the 4νOH+νOH' combination level. Analysis of the rotationally resolved vibrational overtone spectra generated by this technique determines approximate rotational constants for this level and a value of 17 051.8±3.4 cm−1 for the O–O bond dissociation energy. The linewidths of individual zeroth-order rotational transitions increase sharply with increasing K and change from smooth Lorentzian profiles to clumps of individual lines. The K dependence of the clump widths suggests that an a-axis Coriolis interaction is the primary coupling mechanism between the zeroth-order bright state and dark bath states. As a function of increasing J, each clump coalesces into a smooth Lorentzian profile. We interpret this J dependence in terms of a model that includes rotationally induced vibrational coupling among zeroth-order dark states.
