    Description: In this paper, we describe efforts to use remote sensing data within the purview of an information support system, to assess urban thermal landscape characteristics as a means for developing more robust models of the Urban Heat Island (UHI) effect. We also present a rationale on how we have successfully translated the results from the study of urban thermal heating and cooling regimes as identified from remote sensing data, to decision-makers, planners, government officials, and the public at large in several US cities to facilitate better understanding of how the UHI affects air quality. Additionally, through the assessment of the spatial distribution of urban thermal landscape characteristics using remote sensing data, it is possible to develop strategies to mitigate the UHI that hopefully will in turn, drive down ozone levels and improve overall urban air quality. Four US cities have been the foci for intensive analysis as part of our studies: Atlanta, GA, Baton Rouge, LA, Salt Lake City, UT, and Sacramento, CA. The remote sensing data for each of these cities has been used to generate a number of products for use by "stakeholder" working groups to convey information on what the effects are of the UHI and what measures can be taken to mitigate it. In turn, these data products are used to both educate and inform policy-makers, planners, and the general public about what kinds of UHI mitigation strategies are available.

    Description: We have used airborne multispectral thermal infrared (TIR) remote sensing data collected at a high spatial resolution (i.e., 10m) over several cities in the United States to study thermal energy characteristics of the urban landscape. These TIR data provide a unique opportunity to quantify thermal responses from discrete surfaces typical of the urban landscape and to identify both the spatial arrangement and patterns of thermal processes across the city. The information obtained from these data is critical to understanding how urban surfaces drive or force development of the Urban Heat Island (UHI) effect, which exists as a dome of elevated air temperatures that presides over cities in contrast to surrounding non-urbanized areas. The UHI is most pronounced in the summertime where urban surfaces, such as rooftops and pavement, store solar radiation throughout the day, and release this stored energy slowly after sunset creating air temperatures over the city that are in excess of 2-4'C warmer in contrast with non-urban or rural air temperatures. The UHI can also exist as a daytime phenomenon with surface temperatures in downtown areas of cities exceeding 38'C. The implications of the UHI are significant, particularly as an additive source of thermal energy input that exacerbates the overall production of ground level ozone over cities. We have used the Airborne Thermal and Land Applications Sensor (ATLAS), flown onboard a Lear 23 jet aircraft from the NASA Stennis Space Center, to acquire high spatial resolution multispectral TIR data (i.e., 6 bandwidths between 8.2-12.2 (um) over Huntsville, Alabama, Atlanta, Georgia, Baton Rouge, Louisiana, Salt Lake City, Utah, and Sacramento, California. These TIR data have been used to produce maps and other products, showing the spatial distribution of heating and cooling patterns over these cities to better understand how the morphology of the urban landscape affects development of the UHI. In turn, these data have been used by government officials, urban planners, and other decision-makers, to make more informed decisions on how to mitigate the UHI and its subsequent impacts.

    Description: The Atlanta Urban Heat Island and Air Quality Project had its genesis in Project ATLANTA (ATlanta Land use Analysis: Temperature and Air quality) that began in 1996. Project ATLANTA examined how high-spatial resolution thermal remote sensing data could be used to derive better measurements of the Urban Heat Island effect over Atlanta. We have explored how these thermal remote sensing, as well as other imaged datasets, can be used to better characterize the urban landscape for improved air quality modeling over the Atlanta area. For the air quality modeling project, the National Land Cover Dataset and the local scale Landpro99 dataset at 30m spatial resolutions have been used to derive land use/land cover characteristics for input into the MM5 mesoscale meteorological model that is one of the foundations for the Community Multiscale Air Quality (CMAQ) model to assess how these data can improve output from CMAQ. Additionally, land use changes to 2030 have been predicted using a Spatial Growth Model (SGM). SGM simulates growth around a region using population, employment and travel demand forecasts. Air quality modeling simulations were conducted using both current and future land cover. Meteorological modeling simulations indicate a 0.5 C increase in daily maximum air temperatures by 2030. Air quality modeling simulations show substantial differences in relative contributions of individual atmospheric pollutant constituents as a result of land cover change. Enhanced boundary layer mixing over the city tends to offset the increase in ozone concentration expected due to higher surface temperatures as a result of urbanization.

    Description: The urban landscape is inherently complex and this complexity is not adequately captured in air quality models that are used to assess whether urban areas are in attainment of EPA air quality standards, particularly for ground level ozone. This inadequacy of air quality models to sufficiently respond to the heterogeneous nature of the urban landscape can impact how well these models predict ozone pollutant levels over metropolitan areas and ultimately, whether cities exceed EPA ozone air quality standards. We are exploring the utility of high-resolution remote sensing data and urban growth projections as improved inputs to meteorological and air quality models focusing on the Atlanta, Georgia metropolitan area as a case study. The National Land Cover Dataset at 30m resolution is being used as the land use/land cover input and aggregated to the 4km scale for the MM5 mesoscale meteorological model and the Community Multiscale Air Quality (CMAQ) modeling schemes. Use of these data have been found to better characterize low density/suburban development as compared with USGS 1 km land use/land cover data that have traditionally been used in modeling. Air quality prediction for future scenarios to 2030 is being facilitated by land use projections using a spatial growth model. Land use projections were developed using the 2030 Regional Transportation Plan developed by the Atlanta Regional Commission. This allows the State Environmental Protection agency to evaluate how these transportation plans will affect future air quality.

    Description: The growth of cities, both in population and in areal extent, appears as an inexorable process. Urbanization continues at a rapid rate, and it is estimated that by the year 2025, 80% of the world's population will live in cities. One of the more egregious side effects of urbanization is the deterioration in air quality as a result of increased vehicular traffic, industrialization and related activities. In the United States alone, under the more stringent air quality guidelines established by the U.S. Environmental Protection Agency (EPA) in 1997, nearly 300 counties in 34 states will not meet the new air quality standards for ground level ozone. The mitigation of one the physical/environmental characteristics of urbanization known as the urban heat island (UHI) effect, is now being looked at more closely as a possible way to bring down ground level ozone levels in cities and assist states in improving air quality. The UHI results from the replacement of "natural" land covers (e.g., trees, grass) with urban land surface types, such as pavement and buildings. Heat stored in these surfaces is released into the air and results in a "dome" of elevated air temperatures that presides over cities. The effect of this dome of elevated air temperatures is known as the UHI, which is most prevalent about 2-3 hours after sunset on days with intense solar radiation and calm winds. Given the local and regional impacts of the UHI, there are significant potential affects on human health, particularly as related to heat stress and ozone on body temperature regulation and on the cardiovascular and respiratory systems. In this study we are using airborne and satellite remote sensing data to analyze how differences in the urban landscape influence or drive the development of the UHI over four U.S. cities. Additionally, we are assessing what the potential impact is on risks to human health, and developing mitigation strategies to make urban areas more environmentally sustainable.

    Description: Between 1973 and 1992, an average of 20 ha of forest was lost each day to urban expansion of Atlanta, Georgia. Urban surfaces have very different thermal properties than natural surfaces-storing solar energy throughout the day and continuing to release it as sensible heat well after sunset. The resulting heat island effect serves as catalysts for chemical reactions from vehicular exhaust and industrialization leading to a deterioration in air quality. In this study, high spatial resolution multispectral remote sensing data has been used to characterize the type, thermal properties, and distribution of land surface materials throughout the Atlanta metropolitan area. Ten-meter data were acquired with the Advanced Thermal and Land Applications Sensor (ATLAS) on May 11 and 12, 1997. ATLAS is a 15-channel multispectral scanner that incorporates the Landsat TM bands with additional bands in the middle reflective infrared and thermal infrared range. The high spatial resolution permitted discrimination of discrete surface types (e.g., concrete, asphalt), individual structures (e.g., buildings, houses) and their associated thermal characteristics. There is a strong temperature contrast between vegetation and anthropomorphic features. Vegetation has a modal temperature at about 20 C, whereas asphalt shingles, pavement, and buildings have a modal temperature of about 39 C. Broad-leaf vegetation classes are indistinguishable on a thermal basis alone. There is slightly more variability (+/-5 C) among the urban surfaces. Grasses, mixed vegetation and mixed urban surfaces are intermediate in temperature and are characterized by broader temperature distributions with modes of about 29 C. Thermal maps serve as a basis for understanding the distribution of "hotspots", i.e., how landscape features and urban fabric contribute the most heat to the lower atmosphere.

    Description: Alabama coastal systems have been subjected to increasing pressure from a variety of activities including urban and rural development, shoreline modifications, industrial activities, and dredging of shipping and navigation channels. The impacts on coastal ecosystems are often observed through the use of indicator species. One such indicator species for aquatic ecosystem health is submerged aquatic vegetation (SAV). Watershed and hydrodynamic modeling has been performed to evaluate the impact of land cover land use (LCLU) change in the two counties surrounding Mobile Bay (Mobile and Baldwin) on SAV stressors and controlling factors (temperature, salinity, and sediment) in the Mobile Bay estuary. Watershed modeling using the Loading Simulation Package in C++ (LSPC) was performed for all watersheds contiguous to Mobile Bay for LCLU scenarios in 1948, 1992, 2001, and 2030. Remotely sensed Landsat-derived National Land Cover Data (NLCD) were used in the 1992 and 2001 simulations after having been reclassified to a common classification scheme. The Prescott Spatial Growth Model was used to project the 2030 LCLU scenario based on current trends. The LSPC model simulations provided output on changes in flow, temperature, and sediment for 22 discharge points into the estuary. These results were inputted in the Environmental Fluid Dynamics Computer Code (EFDC) hydrodynamic model to generate data on changes in temperature, salinity, and sediment on a grid throughout Mobile Bay and adjacent estuaries. The changes in the aquatic ecosystem were used to perform an ecological analysis to evaluate the impact on SAV habitat suitability. This is the key product benefiting the Mobile Bay coastal environmental managers that integrates the influences of temperature, salinity, and sediment due to LCLU driven flow changes with the restoration potential of SAVs. Data products and results are being integrated into NOAA s EcoWatch and Gulf of Mexico Data Atlas online systems for dissemination to coastal resource managers and stakeholders. Objective 1: Develop and utilize Land Use scenarios for Mobile and Baldwin Counties, AL as input to models to predict the affects on water properties (temperature,salinity,)for Mobile Bay through 2030. Objective 2: Evaluate the impact of land use change on seagrasses and SAV in Mobile Bay. Hypothesis: Urbanization will significantly increase surface flows and impact salinity and temperature variables that effect seagrasses and SAVs.

    Description: Reinvestment in urban centers is breathing new life into neighborhoods that have been languishing as a result of explosive suburban development over the past several decades. In cities all over the country, adaptive reuse, brownfields redevelopment, transforming urban landscapes, economies, and quality of life. However, the way in which this development occurs has the potential to exacerbate the urban heat island (UHI) phenomenon, an existing problem in many areas and one which poses a threat to the long-term sustainability and environmental quality of cities. The UHI phenomenon is rooted in the science of how the land covers respond to solar heating and can adversely effect the environment. This phenomenon is responsible for urban centers having higher air temperatures and poorer air quality than suburban areas. In addition, the UHI phenomenon causes metrological occurrences, degrades water quality, increases energy demands, poses threats to public health and contributes to global warming. While the name of the phenomenon implies that is solely an urban issue, research has shown that the effects of the UHI are becoming prevalent in suburbs, as well. The UHI phenomenon can plague regions - urban centers and their suburbs. Furthermore, heat islands have been found to exist in both city centers and suburban communities. As suburban areas increasingly develop using land covers and building materials common to urban areas, they are inheriting urban problems - such as heat islands. In this way, it may be necessary for non-urban communities to engage in heat island mitigation. The good news is that through education and planning, the effects of the UHI phenomenon can be prevented and mitigated. Heat islands are more a product of urban design rather than the density of development. Therefore, cities can continue to grow and develop without exacerbating the UHI by employing sustainable development strategies.

    Description: Unquestionably, urbanization causes tremendous changes in land cover and land use, as well as impacting a host of environmental characteristics. For example, unlike natural surfaces, urban surfaces have very different thermal energy properties whereby they store solar energy throughout the day and continue to release it as heat well after sunset. This effect, known as the 'Urban Heat Island', serves as a catalyst for chemical reactions from vehicular exhaust and industrial activities leading to the deterioration in air quality, especially exacerbating the production of ground level ozone. 'Cool Community' strategies that utilize remote sensing data, are now being implemented as a way to reduce the impacts of the urban heat island and its subsequent environmental impacts. This presentation focuses on how remote sensing data have been used to provide descriptive and quantitative data for characterizing the Atlanta, Georgia metropolitan area - particularly for measuring surface energy fluxes, such as the thermal or "heat" energy that emanates from different land cover types across the Atlanta urban landscape. In turn, this information is useful for developing a better understanding of how the thermal characteristics of the city surface affect the urban heat island phenomena and, ultimately, air quality and other environmental parameters over the Atlanta metropolitan region. Additionally, this paper also provides insight on how remote sensing, with its synoptic approach, can be used to provide urban planners, local, state, and federal government officials, and other decision-makers, as well as the general public, with information to better manage urban areas as sustainable environments.
