    Description: Citizens’ assemblies are relatively new political institutions that enable a randomly-selected group of everyday people to deliberate and make collective recommendations on climate policy and action. This raises significant questions about their legitimacy and the extent to which they resonate with the public and other societal actors. This research brief draws on evidence from climate assemblies and other participatory and deliberative processes, as well as targeted interviews, to evaluate what we already know about perceptions of legitimacy and resonance and the factors that are likely to shape these perceptions. Drawing on these findings, the brief considers what actions can be taken for assemblies to maximise their legitimacy and resonance.

    Description: Social and sustainability reporting in universities and research institutes is still in its early stages compared to CSR reporting in corporations. Nevertheless, a growing number of institutions of higher education seek ways to integrate sustainability into their internal processes. The Economy for the Common Good (ECG) balance sheet provides a framework to measure an organizations’ contribution to the common good, focussing on dignity, solidarity, sustainability, justice and democracy. This paper presents case studies of the experiences of the International Graduate Center at City University of Applied Sciences Bremen (IGC) and the Institute for Advanced Sustainability Studies (IASS) in Potsdam with adapting the ECG framework for strategic management and as an orientation for teaching. It will discuss the challenges in the development of an ECG-based social and sustainability reporting framework, particularly regarding the adaption of the ECG balance sheet which has been originally designed for corporations. Furthermore, the paper will put the ECG framework in relation to other evaluation methods, and outline the impact it has had on major stakeholder groups like students, faculty, staff, and the way in which organisational change has occurred and led to improved accountability and changes in sustainability performance in an academic setting.

    Description: The IASS – and the research project Co-creation and Contemporary Policy Advice, in particular – aim to support policymakers in their efforts to address complex societal challenges within the context of a broad transformation towards sustainability. These challenges are interwoven with other issues and embedded within dynamic contexts that are characterized by a high degree of uncertainty, making it difficult to develop a unified approach to their resolution. In response to this, this IASS Discussion Paper presents a model for the development of co-creative policy advice that is intended to support actors from policymaking and public administration in addressing such complex challenges. The primary goal of the process outlined here is the development, in cooperation with relevant stakeholders, of an in-depth understanding of a specific challenge – before appropriate strategies and measures for its resolution are put in place. The insights gained in this scoping process shape the development of tailored solution generation processes and the allocation of public procurement contracts for the implementation of societal transformation processes. In this approach, the policy advice process begins well before potential solutions are developed and presented to policymakers and administrative bodies. Rather, this model responds to the need to develop an integrated understanding of societal challenges in close cooperation with the people and institutions affected on the ground before public procurement processes for their resolution are launched.

    Description: There are various approaches to facilitation in deliberative mini-publics, yet the scholarly literature remains relatively underdeveloped in identifying which approaches to facilitation are useful in achieving certain deliberative goals. This article compares facilitation approaches based on their potential to achieve different deliberative goals by examining three cases of deliberative mini-publics on urban transformations in the German city of Magdeburg. All three mini-publics were given the same task but were implemented using a particular approach to facilitation: (1) self-organized; (2) a multi-method approach; and (3) dynamic facilitation. We analyzed video recordings and surveys conducted among participants and found that differences in facilitation influence the process of deliberation in numerous ways. While deliberation can happen without a facilitator, certain deliberative goals can be better achieved when the process is professionally facilitated. More stringent or involved facilitation, however, may not serve every purpose of deliberation equally. There are trade-offs when designing, convening, or facilitating deliberative processes, and no approach fits all mini-publics. We conclude the article by identifying the implications of our findings for the scholarship and practice of citizen deliberation in structured forums and beyond.

    Description: Classical approaches to policy advice envisage a clear division of roles between its providers and recipients, i.e. experts and politicians. However, this dualistic scheme is beginning to erode. In the concept of policy-oriented public advice, which this chapter takes as its starting point, an additional, distinct role is assigned to citizens. Using the heuristic of Römmele and Schober (2011), as well as examples from Germany and Poland, we argue that – under some conditions – ordinary citizens can help develop solutions to complex and ambiguous socio-political challenges. Citizen assemblies offer a methodology that can allow for articulation of citizens’ consultative voice, based on the principle of random selection of participants. The chapter includes a discussion of the characteristics of this format, presents their functions and the boundary conditions that should be met for the use of citizen assemblies to be purposeful and effective. Similarities and differences in the functioning of citizens’ assemblies in Poland and Germany are also presented, particularly regarding the advisory mandate of these bodies.

Ten dualistyczny schemat zaczyna jednak podlegać erozji. W koncepcji ukierunkowanego na politykę doradztwa społecznego, którą za punkt wyjścia obiera niniejszy rozdział, dodatkowa, odrębna rola przypada obywatelom. Posiłkując się heurystyką Römmele i Schobera (2011), jak również przykładami z Niemiec i Polski, stawiamy tezę, że zwykli obywatele mogą pomóc w wypracowaniu rozwiązań dla złożonych i niejednoznacznych wyzwań społeczno-politycznych. Metodyką, która – pod pewnymi warunkami – może pozwolić na artykulację głosu doradczego obywateli są panele obywatelskie, opierające się na zasadzie losowego doboru uczestników. Rozdział prezentuje cechy charakterystyczne tego formatu, omawia ich funkcje oraz warunki brzegowe, które powinny zostać spełnione, by zastosowanie paneli było celowe i skuteczne. Przedstawione są również podobieństwa i różnice w funkcjonowaniu paneli obywatelskich w Polsce i Niemczech, w szczególności w odniesieniu do doradczego mandatu tych gremiów.
