    Description: Cordless Global Positioning System (GPS) Applications to Multi-Path (CGAMP) is meeting the challenge of exploiting the L-band signals from the Global Positioning System (GPS) satellites for the measurement of the impulse response of radio transmission channels over space-Earth paths. This approach was originally suggested by E. K. Smith and has been pursued by J. Lemmon, without an affordable implementation being identifiable. In addition to the high cost of a suitable P code correlating GPS receiver, there is also the major impediment of the often announced Department of Defense policy of selective availability/anti-spoof (SA/AS) that clouds reliable access to the wideband (20 MHz) P channel of the GPS signals without cryptographic access. A technique proposed by MacDoran utilizes codeless methods for exploiting the P channel signals implemented by the use of a pair of antennas and cross correlation signal detection.

    Description: The key configurations and characteristics of the two International Solar Polar Mission (ISPM) spacecraft are described. The primary mission objectives of the ISPM are to investigate, as a function of solar latitude, the properties of the solar corona, the solar wind, the sun/wind interface, the heliospheric magnetic field, solar and nonsolar cosmic rays, and the interstellar/interplanetary neutral gas and dust. In addition, instrumentation is included to detect the gamma ray bursts; it is hoped to pinpoint the sources of these bursts by using triangulation from each spacecraft and the Earth.

    Description: In this report we compare the cost of an array of small antennas to that of a single large antenna assuming both the array and single large antenna have equal performance and availability. The single large antenna is taken to be one of the 70-m antennas of the Deep Space Network. The cost of the array is estimated as a function of the array element diameter for three different values of system noise temperature corresponding to three different packaging schemes for the first amplifier. Array elements are taken to be fully steerable paraboloids and their cost estimates were obtained from commercial vendors. Array loss mechanisms and calibration problems are discussed. For array elements in the range 3 - 35 m there is no minimum in the cost versus diameter curve for the three system temperatures that were studied.

    Description: The support provided by the Telecommunications and Data Acquisition organization of the Jet Propulsion Laboratory (JPL) to the Pioneer Venus missions is described. The missions were the responsibility of the Ames Research Center (ARC). The Pioneer 13 mission and its spacecraft design presented one of the greatest challenges to the Deep Space Network (DSN) in the implementation and operation of new capabilities. The four probes that were to enter the atmosphere of Venus were turned on shortly before arrival at Venus, and the DSN had to acquire each of these probes in order to recover the telemetry being transmitted. Furthermore, a science experiment involving these probes descending through the atmosphere required a completed new data type to be generated at the ground stations. This new data type is known as the differential very long baseline interferometry. Discussions between ARC and JPL of the implementation requirements involved trade-offs in spacecraft design and led to a very successful return of science data. Specific implementation and operational techniques are discussed, not only for the prime mission, but also for the extended support to the Pioneer 12 spacecraft (in orbit around Venus) with its science instruments including that for radar observations of the planet.

    Description: Approaches are recommended for use by the NASA Solar System Exploration Committee (SSEC) in lowering the costs of planetary missions. The inclusion of off-the-shelf hardware, i.e., configurations currently in use for earth orbits and constructed on a nearly assembly-line basis, is suggested. Alterations would be necessary for the thermal control, power supply, telecommunications equipment, and attitude sensing in order to be serviceable as a planetary observer spacecraft. New technology can be developed only when cost reduction for the entire mission would be realized. The employment of lower-cost boost motors, or even integrated boost motors, for the transfer out of earth orbit is indicated, as is the development of instruments that do not redundantly gather the same data as previous planetary missions. Missions under consideration include a Mars geoscience climatology Orbiter, a lunar geoscience Orbiter, a near-earth asteroid rendezvous, a Mars aeronomy Orbiter, and a Venus atmospheric probe.
